1、概述SABIC公司全称沙特基础工业公司，中东最大的非石油工业公司之一。

随着越来越多的中资企业参与沙特SABIC公司EPC项目，低价中标成为趋势，与此同时，也给中国EPC工程公司带来潜在的风险。

SABIC项目合同条款采用菲迪克（FIDIC）条款，合同一般都采用固定总价合同（Fixed Lump Sum），由OOK （Out of Kingdom，合同主体按照中国法律注册的公司）美元合同和IK（In Kingdom，合同主体按照沙特法律注册的分公司或子公司）沙币两个独立合同组成。

OOK美元合同侧重于沙特境外的设计采购，IK沙币合同侧重于沙特境内的施工管理，采购以及开车。

同时IK合同规定，为保护当地贸易发展，沙特当地采购比例不低于合同总额的30%。

2、SABIC项目采购程序文件2.1 采购程序文件项目实施阶段，EPC公司需要依据ITB（INVITATION TO BID）文件制定和编写采购管理程序文件：2.1.1采购管理方案（Procurement Management Plan）2.1.2催交程序（Expediting Plan）2.1.3供货商工厂检验试验程序（Shop Inspection & Test procedure）2.1.4运输及清关程序（Shipping & Traffic Plan）2.1.5现场采购程序（Field Procurement Procedure）2.1.6仓储管理程序（Storage & Preservation Procedure）2.1.7备品备件管理及交付程序（Spare Parts Plan & Procedure）2.1.8沙特当地采购计划状态（Local Business Development Plan）2.2确定供货商名单：2.2.1项目A VL供货商名单：SABIC业主提供了采购合格供货商名单（Approved Vendor List，简称A VL），该名单的合格供货商遍布全球，这就要求EPC公司具备全球采购的能力。
