一般情况下，英语综合应用能力是英语听、说、读、写、译的综合。
听和读是输入过程，是人们获取信息的过程，属于接受活动；而说、写、译是输出过程，是人们分享传递信息、表达交流情感的过程，属于生产活动。
英语的这五种能力既相互联系又相互区别，当五种技能有效结合在一起时，学习者即可全面提高其英语能力。
公共英语演讲集知识性、趣味性、挑战性于一身，突破了传统的听、说、读、写、译分开讲解的英语教学方法，首次将这五种技能有机地结合起来，进一步有效提升学生的英语水平。
首先，当代大学生在准备英语演讲时，需要通过各种渠道查阅大量与演讲主题相关的中英文材料，通过广泛阅读，有效输入，获取多维素材。

全球化社会里多元文化的融合与碰撞是文明互鉴的常态，培养跨文化能力是公民教育的核心内容,在“一带一路”的战略背景下，针对如何培养新时代外语专业国际化人才，《高等学校英语专业英语教学大纲》、《高等学校外语类专业本科教学质量国家标准》都把“跨文化能力”列为外语类专业的核心能力指标之一，⑵该能力指标不仅要求学生掌握丰富的外语国家文化知识和中国文化知识，同时也强调学生能用熟练运用中、英两种语言自如深入地交流。
