一.3 设计目标
针对上述所发现的问题，急需要研发一套针对单点移动式执法的系统，该套系统需要使用无线网络进行传输录像及文件资料；在执法过程中，更能够经过该套系统与后台进行实时交互，以便命令及指示的下达。
系统不但可进行本地事件信息的记录和
保存，亦可经过无线网络将关键数据等信息实时传到后台进行保存。
一.4 设计原则
系统的建设将在追求性能优越、经济实用的前提下，应遵循技术先进、功能齐全、性能稳定、节约成本的原则。
力图使该系统真正成为符合铁路公安执法实际应用的信息平台。
并综合考虑维护及操作因素，并将为今后的发展、扩建、改造等因素留有扩充的余地。
从技术措施角度来讲，在系统的设计和实现中，严格遵守以下原则：
先进性和前瞻性：本系统所有的组成要素均充分地考虑其先进性，使系统的扩充和维护简单化，并满足不断提升的信息化建设与应用的要求，保证其在相当长的时间内具有技术优势，能够适应未来技术发展的潮流。
标准性和开放性：本系统采用的硬件设备及软件产品均支持国内、国际通用的标准网络协议，选用的设备和技术均符合部标、行标的统一要求，符合总体设计要求，确保在统一的标准下，实现上下级信息网络的互联互通。
开放性：即在遵循标准性原则的基础上，采用开放的技术、结构、系统组件、用户接口，采用开放的、通信协议和技术标准，保障系统在互联或以后的扩展过程中能够稳定有效的运行，以满足业务应用需求。
安全性和可靠性：设备的单点故障不影响系统其它设备的正常运行，设备可带电修复故障而不影响系统的总体工作。
并采取一定的预防措施和建立应急处理系统，以保证整个系统达到365天×24小时工作的要求。

针对复杂和庞大的信息化系统，要求有强有力的管理手段，以便合理的管理设备资源，监视设备状态及控制设备的运行。
