货管监管：简称货管。

是海关代表国家在口岸，根据《海关法》和国家其他进出口法律、法规和政策监督合法进出境货物和运输工具的重要管理职权，也是海关完成征收关税、制止走私违法、编制海关统计等各项任务的基矗货运监管的基本制度：对进出境的运输工具及其所载货物，进行审单(申报)、查验、征税、放行构成货运监管既相互制约又相对独立的统一整体，是货管的基本作。

查验(检查)：是以经过审核的单证为依据，对货主申报的内容进行直接实际的核实和查对，除有特殊规定准予免验者外，进出境货物的运输工具均应接受海关的查验，它为打击走私违法情事及为征税、统计提供实际监管依据等方面有着重要的作用。

单货相符：在办理进出口海关手续时，经查验货主申报的进出口货物的单证与实际进出口货物相一致，习惯上称为单货相符。

单货不符：在办理进出口海关时，货主申报的进出口货物单证与实际进出口货物经核实不一致，习惯上称为单货不符。

放行：就是指对经过审单、查验、征税监管环节后已人备单货相符的货物和运输工具签印放行的监管行为。

开验：海关在查验过程中。

针对有些货物做细查细验时，进行内外包装开拆核实查证的行为。

开拆：海关在查验工作中，对需要重点查验的货物进行开箱拆包细验的监管行为。

重封：对受海关监管的货物由于复查等原因需要再次施加关封的行为称为“重新加封”，简称重封。

关封：用于海关内部联系、交接有关单证所使用的印有“海关关封”字样，可以加封的信封。

关锁：一种用于对海关监管货物加封的金属制一次性使用的长条形封锁。

纸封：用于加封小件海关监管物品的纸质封条。

签印：在办理海关手续时，根据不同的作业环节的内容，海关在有关的单证及文件上加盖不同印章的行为。

骑缝章：为了保证海关监管货物留存单据的完整齐全以及核对有关单证，在单据交接处所加盖的印章。

结关：办结或暂时办结海关监管手续的行为。

进出口许可证制度：是我国实行对外贸易管理的一种行政保护手段，是根据我国的对外贸易政策对进出口货物和物品实行全面管理的制度。

报关常用的专业词汇一、基本概念类。

1. 报关（bào guān）- 词性：动词。
