第一,虽然各种方法所表示的上升速率不尽相同,但无论何种方法皆显示出中国从1983年至1995年的个人收入分配差距逐渐扩大的总体趋势,无论是“城市-乡村差距”还是“沿海-内陆差距”。
第二,虽然总体上中国的个人收入分配差距呈上升趋势,但在局部年份这个差距却是有所下降的。
第三,三种分化衡量方法的分析数据结果之间的差距比两种不平等衡量方法的分析数据结果之间的差距要大得多。
与之前用两种衡量不平等程度的标准方法所得出的数据结果相对比,本论文所提出的三种不同的分化衡量方法(ER、Wolfson、TW)并没有给出任何本质上的不同结果。
而本文最后通过一种替代性的分化指数,得出了两个有意义的结果:一个是,城市-乡村分化程度比沿海-内陆分化程度严重得多;另一个是,沿海-内陆分化程度的变化速度却明显高于城市-乡村分化程度的变化速度。
本文所论述的对象是改革开放初期(1983年-1995年)中国社会个人收入分
配情况的变化,我们从文章的表述和数据中不难看出自从改革开放以来,中国社会的个人收入分配差距呈现不断扩大的趋势,而且很有愈演愈烈的可能。
而到了今天,相较于数据给出的时间又过了将近20年,我国的个人收入分配分化程度已经到了一个非常高的水平了。
据权威机构统计,中国的基尼系数已从改革开放初的0.28上升到2007年的0.48,而且近几年还变本加厉地不断上升,已超过了0.5。
国际上通常认为,一旦基尼系数超过0.4,表明财富已过度集中,社会处于可能动乱的"危险"状态。
而中国的水平远远高于这0.4,这为中国未来几年乃至几十年的社会发展埋下了诸多隐患。
从本论文一开,我们便可以知道基尼系数作为一种不平等程度的标准衡量方法,其忽视了社会收入群体的收入水平向高低两个方向集聚这一因素对社会不公平程度的影响。
根据最近的分析报告,中国大陆10%的富裕家庭占有全部财产的45%,而最低收入10%的家庭其财产总额,只占全部居民财产的1.4%。
这个事实进一步验证了中国大陆社会收入群体的收入水平两极分化是客观存在的,而很显然,突破了0.5的基尼系数并不能表现出这一特征,实则这一事实所导致的社会成员对不平等的心理感受比预料中的还要高非常多。
总而言之,中国大陆的贫富两极分化(无论从“城市-农村”的分化而言,还是从“沿海-内陆”的分化而言)的程度事实上是非常巨大的。
社会主义社会的本质,是公有制和按劳分配,消灭剥削,消除两极分化,实现共同富裕。
但目前的中国,却产生了严重的两极分化。
两极分化是私有制和剥削制度社会的共同特点。
无论从我国制度的本质而言,还是从国家社会和经济的可持续发展而言,采取措施遏制这一贫富分化差距的继续扩大应该成为各个阶层的共识。
我认为我国政府作为一个强有力的政府,在解决这个问题的过程中应当充当更重要的角色。
首先,在“沿海-内陆分化”的问题上,应当适当地在地区之间进行政策倾斜,比如,对西部投资征收低税甚至免税,对西部劳动者的所得税征收适当少于对东部劳动者的所得税征收。
其次,在“城市-农村分化”的问题上,必须积极推动落实城市反哺农村、工业反哺农业的措施,扩大城市的辐射力,带动农村走上区域经济一体化的进程。
最后,诸如健全社会保障体系、规定最低工资标准、设定工资增长机制等一些列措施也应该同步进行,多管齐下才能有效遏制贫富分化的趋势。
