1目的明确液货船进厂前的洗舱、清舱标准,明确进厂前锚地勘验的要求,规范液货船进厂的审批。
2适用范围适用于所有待进厂修理或改装的液货船。
3管理规定3.1液货船修理确认后两天内,经营部负责将《液货船洗舱清舱标准》(见附件1)及《液货船洗舱清舱状态及气体浓度自查表》(见附件2)发给船东或船舶管理公司,要求对方将《液货船油舱清舱标准》及《液货船洗舱清舱状态及气体浓度自查表》转发到待修船舶船长及轮机长。
3.2船舶洗舱清舱完毕后,船方应对照已收到的《液货船洗舱清舱标准》对舱室的状态进行认真检查,检测可燃性气体浓度及含氧量,确保液货舱氧气含量为18%~21%,可燃气体浓度小于爆炸下限的1%,同时填写《液货船洗舱清舱状态及气体浓度自查表》,经船方加盖船章后要在第一时间内发送至公司经营部。
经营部负责对船方的上述工作通过船东公司(包括管理公司、修船代理)向船方施压及沟通。
3.3在收到经营部转发的船方已填报的《液货船洗舱清舱状态及气体浓度自查表》后,安监部经理负责进行认真审核,如发现洗舱结果(通过对填报内容的书面理解)没有达到《液货船洗舱清舱标准》的相关要求,由安监部经理向经营部提出,最终由经营部负责向船东公司再次澄清厂方的有关要求,并按照3.1到3.3的程序要求进行重新洗舱清舱、船方自检、填报、厂方安监部审核直至认为洗舱效果正常。
3.4待修船舶到达大连港油轮内锚地后,由单船总管组织勘验小组到锚地进行船舶勘验,勘验小组的主要组成人员为:单船总管、安全主管、负责清舱车间的工程主管,勘验时间为船舶预进厂前的24小时内。
3.5勘验人员上船后总管组织勘验小组成员对所有液货舱室进行认真检查,检查内容应包括:可燃性气体浓度及含氧量检测,确保液货舱氧气含量为18%~21%,可燃气体浓度小于爆炸下限的1%;对船方提供的油轮油舱清舱状况反馈进行复检;对照《液货船洗舱清舱标准》的相关要求,对舱室的洗舱、清舱状况进行全面检查。
勘验完毕后,勘验小组负责按照舱内的实际清舱状况填写《液货船洗(清)舱状况及气体浓度自查表》中需要勘验小组填写的内容。
3.6勘验结束返回公司后,勘验小组填写《油轮进厂审批表》(见附件3),对于认为可以进厂的油轮,由总管、安全主管代表勘验小组签字确认,连同《液货船洗(清)舱状况及气体浓度自查表》一并交生产部调度室做为同意进厂的依据;对于认为洗舱清舱状况不好的油轮,由总管组织形成具体勘验报告,注明与标准的差距,将勘验小组填写好的《液货船洗(清)舱状况及气体浓度自查表》连同《油轮进厂审批表》一并交分管生产、分管安全的公司领导审阅决定。
3.7洗舱清舱不好但经公司研究特批进厂的液货船,由总管小组制订具体的进厂后的清舱及施工安全管理方案交安监部批准后严格实施,安监部、生产部负责人及公司一线主要领导应在船舶进厂后48小时内上船检查、落实各种措施的实施情况。
3.8完全不具备进厂条件的船舶,由经营部向船东代表提出由船方在锚地继续洗舱清舱。
3.9记录的保存和归档3.9.1经营部负责制作空白的《液货船洗(清)舱状况及气体浓度自查表》并保存船方填报的《液货船洗(清)舱状况及气体浓度自查表》,保存期为船舶离厂后一个月。
3.9.2生产部负责制作空白的《油轮进厂审批表》并保存总管小组签批的《油轮进厂审批表》,保存期为船舶在厂期间。

附件1:液货船洗舱清舱标准一、货油舱及SLOP舱:1、纵壁及外板表面不得残留厚度大于5mm的油泥,且残留油泥的面积不得大于该舱纵壁或外板面积的10%2、前后横舱壁表面及结构表面不得残留厚度大于5mm的油泥,残留油泥的面积不得大于该舱横舱壁面积的10%3、平台上表面允许残留厚度不大于10cm的油泥,分布面积不得大于平台面积的30%4、舱底板允许残留少量油渣,厚度不大于10cm,分布面积不得大于舱底板面积的20%5、纵壁纵骨、外板纵骨、底板纵骨的腹板、面板及面板反面不得残存厚度大于5mm的油泥。
6、舱室的横壁、外板及纵壁表面面积90%以上的区域必须呈现金属本色或出现锈迹,具备直接进行热工作业的条件。
2、管系:船方必须保证货油、扫舱、MARPOL管系及加热盘管清洗干净。
船方要在总管小组到锚地看船时将加热盘管密性状况作以通报。
3、根据油轮的船型,限定油轮的油渣最大进厂携带量:VLCC:200吨AFRAMAX:120吨PANAMAX OR LESS:80吨以上数量由船方进行确认,如超出规定数量则由船方安排代理在锚地进行油渣接收工作。

Captain should inform the tank inspection group in the anchorage about the heating coil tightness condition.三、OIL SLUDGEAccording to the ship’s size, maximum quantity of oil sludge can be carried on
