二、国际公共关系目标的分类
国际公共关系目标从实现目标的内容和时间上分为 长期目标、近期目标、一般目标、特殊目标。 （一）长期目标（总目标）
长期目标是涉及组织长远发展和经营管理战略等重大问
题的目标，它与组织的整体目标一致。长期目标的时间跨度 一般在五年以上。
三、确定目标的原则
（三）有针对性 所谓有针对性，包括两方面： 1、确定预定目标的国家
2、有针对地确定特定的公众。
（四）国际公共关系目标与组织整体利益目标一致
国际公共关系活动的最终目标是树立组织良好形象，这
