二、医药卫生体制改革整体工作推进情况（一）基本医疗保障制度基本建立。

围绕建立健全覆盖全县城乡居民的基本医疗保障制度，狠抓扩面参保工作，2010年全县城乡居民参保率达97.79%。

一是城镇职工医疗保障工作按照政策要求，重点推进了关闭、破产改制困难企业、国有企业退休人员的职工医疗保险，国有集体困难企业退休职工基本实现了应保参保；二是城镇居民医疗保险重点推进了未成年人及中小学生参保；三是2010年新农合参合人数526986人，参合率达97.54%，新农合统筹基金使用率达81%。

已将《国家基本药物》目录中基本药物全部纳入新农合药物目录，提高了报销比例，2011年基本药物目录报销比例最高可达95%。
