现将我县深化医药卫生体制改革工作推进情况汇报如下:一、着力强化两个保障,确保工作顺利推进一是强化组织保障。
县人民政府成立了以常务副县长任组长、分管副县长任副组长,政府办、卫生、发改、财政等部门为成员的深化医药卫生体制改革领导小组,明确了各相关部门的职责任务,定期召开会议,研究和解决工作中的新情况、新问题,督促工作落实。
县委、县政府先后召开专题医改调度会议8次,召开全县性大型医改工作会议4次,县医改领导小组成员单位负责人会议16次,有力地推动了我县医改工作顺利开展。
二、是强化制度保障。
领导小组认真研究出台了《正安县深化医药卫生体制改革近期重点实施方案(2009-2011年)》、《正安县公立医院改革实施方案》、《正安县基本公共卫生服务逐步均等化实施方案》和《正安县加强基本公共卫生服务资金管理的规定》等一系列配套文件和制度,使工作做到了有章可循,有据可依。
二、医药卫生体制改革整体工作推进情况(一)基本医疗保障制度基本建立。
围绕建立健全覆盖全县城乡居民的基本医疗保障制度,狠抓扩面参保工作,2010年全县城乡居民参保率达97.79%。
一是城镇职工医疗保障工作按照政策要求,重点推进了关闭、破产改制困难企业、国有企业退休人员的职工医疗保险,国有集体困难企业退休职工基本实现了应保参保;二是城镇居民医疗保险重点推进了未成年人及中小学生参保;三是2010年新农合参合人数526986人,参合率达97.54%,新农合统筹基金使用率达81%。
已将《国家基本药物》目录中基本药物全部纳入新农合药物目录,提高了报销比例,2011年基本药物目录报销比例最高可达95%。
