3、限制广告投放的渠道和场所。
例如,不得在学校、医院、儿童活动场所等周边设置烟草广告。

现代终端指运用指定的零售终端管理系统进行“全店铺管理、全商品扫码、多方式结算”为基本特征,以诚信、守法、规范经营为基础,具备现代经营意识、现代经营设施和现代经营方法,能够有效发挥产品销售、形象展示、品牌培育、宣传促销、信息采集和消费跟踪等主要功能的零售终端。
普通终端指不具备现代终端特征,但持有烟草专卖零售许可证的卷烟零售终端。
4 总体要求应办理《工商营业执照》及《烟草专卖零售许可证》,证照相符、人证相符、证址相符并且上墙。
应主动接受烟草相关部门的监管,签署协议,承担相应的法律责任和义务。
经营业主应具有现代经营能力,无违法违规经营记录,信用等级为A(含)以上。
宜优先选择具备大专以上学历的返乡创业青年进行经营。
客户档位不应低于6档。
可分六个等级进行建设,即:a)五星现代终端;a)四星现代终端;b)三星现代终端;c)二星现代终端;d)一星现代终端;e)普通终端。
5 选址交通便利,出入性好,位于农网乡镇、农村的相对中心位置或人流量相对集中区域。
距中小学学校、幼儿园距离应符合卷烟经营行政许布局要求。
所处地理位置无可预见的自然地质灾害(如塌方、洪水、泥石流等)和其它安全隐患。

二、基础工作要求(一)科学准确划分零售客户类别准确划分客户类别是货源精准投放的基础,关系到零售客户核心经营利益。
1、划分主体:以各州地市公司为单位,对辖区内所有零售客户进行客户类别划分。
2、划分标准:严格按照《关于进一步规范卷烟零售客户分类工作的通知》(中烟销网[2008]52号)中42个零售客户类别划分标准,做好客户分类工作。
