附件2：第十九届全国大学生英语演讲比赛规程一、宗旨第十九届全国大学生英语演讲比赛（以下简称演讲比赛）旨在检测并提高广大大学生综合运用英语的能力，尤其是用英语思维及口语表达的能力，培养大学生学习英语的自信心和兴趣。
二、参赛范围所有参赛选手代表各省（自治区、直辖市）报名参赛。
三、参赛原则演讲赛以“公平、公正、公开”为原则。
四、评判1.本届演讲比赛将邀请国内知名英语专家、国外英语教学专家组成评委团为参赛选手打分。
2.评分标准：五、比赛程序1.预赛①全体选手按类别分组（A、B、C、D四类）进行预赛。
②参赛选手于初赛当日统一抽取比赛顺序。
③全国组委会将于预赛当天上午公布若干备选题目，选手可自由选择其中一个题目参加预赛。
④预赛选手演讲时间为3分钟，结束后评委团将酌情根据其演讲内容进行提问。
⑤预赛后根据评委团所打分数的高低，评选出本届比赛三等奖、优胜奖及若干名优秀选手参加决赛。
2.决赛①参赛选手于决赛前一天统一抽取比赛顺序。
②比赛前5分钟，一号选手抽取演讲题目。
一号选手进行演讲时，下一名选手抽取题目。
③决赛选手演讲时间为3分钟，结束后评委团将根据其演讲内容进行提问，同时演讲者须回答一道英语文化知识题。
④评委当场打分,按分数高低排列名次，评选出本届比赛一等奖和二等奖。
3.初、决赛细则①任何人不得带纸条等提示信息上台演讲。
②选手演讲结束后公布前一位选手得分。
六、颁奖1.本届演讲比赛将在8月7日下午举行隆重的颁奖仪式，届时将由中、外专家为获奖选手颁奖并合影。
2.本届演讲比赛奖励如下：一等奖：颁发由全国大学生英语竞赛组委会特制的水晶奖杯、奖牌和获奖证书。
二等奖：颁发由全国大学生英语竞赛组委会特制的奖牌和获奖证书。
三等奖：颁发由全国大学生英语竞赛组委会特制的奖牌和获奖证书。
七、赛后成果及宣传1.本届演讲比赛过程中，主办单位将安排全程录像，并择机在面向全国的媒体上播出，并在总决赛结束后制成光盘。

全国大学生英语竞赛信息管理系统使用说明（1）非个人用户报名注册各学院通过非个人报名方式，点击“注册集体报名用户批量报名”进行集体报名（批量导入）用户注册，需要填写“用户名、密码、密码重置问题、密码重置答案、真实姓名、用户性别、联系方式、电子邮箱、学校”，进行提交注册，以实现集体报名。
提交注册后，系统将会提醒“恭喜，注册成功！”（2）非个人用户登录报名系统点击“点击此处登录”进入“竞赛信息管理系统登录主页面”，在“登录报名系统”的类型中选择“非个人用户”，依次输入“用户名、密码、验证码”，进行登录。
（3）非个人用户信息系统使用进入非个人用户信息系统页面，首页为“竞赛须知”。
在导航菜单栏中，依据非个人用户的权限不同，分为“公共信息查询”、“全校考生管理”、“批量报名管理”、“在线支付管理”、“基本设置”、“个人信息”等大类信息。
1）新增功能——关闭个人报名设置：应部分高校的反馈，今年系统新开发了此项功能，此项功能在“全校考生管理”栏目下可以实现，系统默认是对全部考生开放个人报名的，“关闭个人报名”需要进行设置。
2）公共信息查询：提供“班级号查询”功能。
该栏通过选择学校、校区、学院、专业、班号等信息可以查询到班级的系统班级代码。
3）全校考生管理：提供“查询”、“导出全校考生到XLS”、“导出已缴费考生到XLS”、“导出未缴费考生到XLS”等功能。
4）批量报名管理：提供“批量导入”、“查看已成功报名考生”、“导出所有考生到XLS”、“导出已缴费考生到XLS”、“导出未缴费考生到XLS”等功能。

批量导入：批量导入使用两类EXCLE模板，区别为模板1使用的是“系统班级号”，需要通过系统查询得知，查询过程比较复杂；模板2使用“学校名称、校区、学院、年级、专业、层次、形式、班号”一系列信息，模板2在导入过程中，系统将会自动为这些班级赋值“系统班级号”，省去了查询“系统班级号”的程序。
