关于发布《中华人民共和国江苏海事局船舶载运危险货物安全监督管理规定》的通告（第6号）各有关单位：《中华人民共和国江苏海事局船舶载运危险货物安全监督管理规定》已于2008年3月4日经局长办公会审议通过，现予公布，自2008年5月1日起施行。
二○○八年四月五日中华人民共和国江苏海事局船舶载运危险货物安全监督管理规定第一章总则第一条为加强船舶载运危险货物监督管理，保障水上人命、财产安全，防止船舶污染环境，依据《中华人民共和国海上交通安全法》、《中华人民共和国内河交通安全管理条例》、《危险化学品安全管理条例》、《中华人民共和国船舶载运危险货物安全监督管理规定》及有关法规规定，结合辖区实际情况，制定本规定。
第二条在中华人民共和国江苏海事局（以下简称江苏海事局）辖区内从事船舶载运危险货物以及相关作业和活动，应当遵守本规定。
第三条江苏海事局及其分支、派出机构负责船舶载运危险货物的监督管理。
第四条船舶载运危险货物，必须符合国家安全生产、水上交通安全、防治船舶污染的规定，保证人员和财产的安全，防止对环境、资源以及其他船舶和设施造成损害。
第五条禁止利用内河以及其他封闭水域等航运渠道运输剧毒化学品以及按规定禁止运输的其他危险化学品。
第二章危险货物第六条本规定所称“危险货物”，系指具有爆炸、易燃、毒害、腐蚀、放射性、污染危害性等特性，在船舶载运过程中，容易造成人身伤害、财产损失或者环境污染而需要特别防护的物品。
危险货物通常包括下列公约、规则或标准中所列明的货物：（一）《经1978年议定书修订的1973年国际防止船舶造成污染公约》；（二）《国际散装运输危险化学品船舶构造和设备规则》；（三）《国际散装运输危险液化气体船舶构造和设备规则》；（四）《国际海运危险货物规则》；（五）《危险货物分类与品名编号》和《危险货物品名表》等。
第七条船舶载运尚未在《危险货物品名表》或者《国际海运危险货物规则》内列明、但具有危险物质性质的货物，应当按照载运危险货物的管理规定办理进、出港口申报。

二，法律依据《海运固体散装货物安全监督管理规定》已于2019年1月16日经第2次部务会议通过，现予公布，自2019年3月1日起施行三，适用范围船舶在中华人民共和国管辖海域内从事载运固体散装货物四，船岸检查表散货船装卸船/岸安全检查表SHIP/SHORE SAFETY CHECKLISTFor Loading or Unloading Dry Bulk Cargo Carriers本表应由船长、码头负责人或其代表共同填写。
各条填写的注意事项参见所附指南。
操作的安全要求所有问题做肯定回答并在方格内相应标记，否则应写明原因，并且船方与码头应达成采用的预防措施的协议。
如某一条不适用则填写“N/A”并注明原因。
The Master and terminal manager, or their representatives, should complete the checklist jointly. Advice on points to be considered is given in the accompanying guidelines. The safety of operations requires that all questions should be answered affirmatively and the boxes ticked. If this is not possible, the reason should be given, and agreement reached upon precautions to be taken between ship and terminal. If a question is considered to be not applicable write "N/A", explaining why if appropriate.* 水上高度应仔细考虑到：船舶在内河或河口空船吃水通常指过桥时桅杆的最大高度，船舶在泊位是通常指有效的或要求的在装卸货设备的高度。

“船舶”和“装卸区”一栏内的空格□，由有关当事人进行检查填写。
在“代号”一栏内字母“A”和“P”的含义：A——表示记载程序和协议需要双方当事人签署。
P——表示对操作持否定回答时，如没有港口当局的允许，就不能进行。
