山东退伍兵专升本政策近年来,社会发展迅速,改革开放形势下,人们改变了发展思维,越来越多地关注公平正义。
2011年,山东省人民政府发布了《山东省退伍兵专升本政策(试行)》(以下简称“政策”),这是山东省对退伍兵的特殊关爱,对退伍兵社会安置的重要表现。
《山东省退伍兵专升本政策》规定,退伍兵、因服役被解聘的全国学生报考山东省本科高招准考证证书持有人,可以自动免除本科高等教育招生考试费,报考本科高等教育学科无忧答题,可以报考病友社会资助本科高等教育,可以对于有特殊贡献的退伍兵、因服役被解聘的全国学生报考山东省本科高招准考证证书持有人作出适当的政策照顾,实行精准招生政策。
政策针对退伍兵提出了更多具体支持措施,规定由县级人民政府主管部门每年应开展退伍兵就业及社会安置专项工作,对有特殊经历的退伍兵就业安置和社会救助情况作出政策照顾,实施专项补贴政策,免除本科高等教育招生考试费。
此外,人民政府县级以上院校与山东省政府配合,特别是面向退伍兵开设退艰大学,加强宣传和指导,提高退伍兵的自身能力。
《山东省退伍兵专升本政策》的出台,标志着山东省重视退伍兵,加大对退伍兵就业安置和教育支持力度,体现了社会对退伍兵的关怀和尊重。
实施《山东省退伍兵专升本政策》,是为了更好地把握改革开放的机遇,为退伍兵安置公平的起点,使山东省退伍兵专升本政策实现真正的政策对策、落实精准服务,实施更加全面、到位的社会安置政策,拓宽山东省退伍兵的就业出路,有力地推进了社会的发展。
政策的实施,必将大大提高退伍兵的就业和发展质量,进一步给予退伍兵服役后的社会安置以更好的机会,使其可以得到更好的发展畅趣。
同时,政府也需要更加细致的管理,以保证政策的执行,确保落实更加合理和有效。
通过优惠政策,促进更多退伍兵参加高等教育,从而调动社会经济发展的活力。
最后,希望各有关部门努力实施政策,为退伍兵提供更多安置机会和教育发展支持,营造出更公平、宽容的社会环境。
山东省2011年成人高等学校招生工作实施意见根据《教育部关于做好2011年全国成人高校招生工作的通知》(教学[2011]8号)精神,结合我省实际,特制定本意见。
一、招生对象和报考条件(一)符合下列条件的中国公民可以报名1.遵守中华人民共和国宪法和法律。
2.国家承认学历的各类高、中等学校在校生以外的在职、从业人员和社会其他人员。
3.身体健康,生活能自理,不影响所报专业学习。
4.报考高中起点升专科(以下简称高起专)的考生应具有高中毕业文化程度。
报考专科起点升本科(以下简称专升本)的考生必须是已取得经教育部审定核准的国民教育系列高等学校、高等教育自学考试机构颁发的专科毕业证书或以上证书的人员。
二、招生简章和招生计划各有关高校应依照《中华人民共和国教育法》、《中华人民共和国高等教育法》和教育部有关招生规定制订本学校招生章程,并以适当方式向社会公布。
招生章程必须如实反映本校的实际情况,内容包括招生范围、学习形式、学制和年限、办学地点、录取原则、收费标准以及专业加试科目的时间、地点等。
各成人高校应对招生章程的内容承担责任并负责处理遗留问题。
2011年全国成人高校招生分省计划的编制工作继续统一使用教育部研制的“全国成人高校招生分省(区、市)计划(以下简称分省计划)编制系统”(以下简称“系统”)在网上进行。
三、报名和考试(一)报名1.网上报名我省今年网上报名时间为8月11日8点30分至8月25日下午5点。
山东省教育招生考试院网站()为唯一报名网站,其他网站未经授权一律不得以网上报名的名义组织考生报名。
考生应在户口所在地报名并参加考试,任何成人高校、机构和个人不得组织不具备学习条件人员异地报名参加成人高考。
考生在网上报名时必须填写本人实际的联系方式,不得填写函授站点的联系地址,不得由函授站点代为填写。
对由于填报函授站点联系地址或联系方式导致不能录取的考生,遗留问题由考生本人和相关函授站点负责。
各招生考试机构要加大宣传力度,把考生通信地址和联系方式作为诚信考试的一部分,强调个人真实信息的重要性,确保高校能够及时与考生取得联系。
2011年山东省专升本考试政策关于做好2011年普通高等教育专科升本科考试录取工作的通知有关高等学校教务处:根据《山东省教育厅关于做好2011年普通高等教育专科升本科工作的通知》(鲁教高字〔2010〕22号,以下简称《通知》)精神,现将我省2011年普通高等教育专科升本科(以下简称专升本)考试录取工作有关事项通知如下:一、招生类别、专业和计划招生类别为:普通专升本(含师范和高职高专)。

二、报名2011年应届专科(高职)毕业生所在的省内高校为生源学校,承担2011年专升本考试任务的高校为主考学校。
(一)报名范围我省普通本科院校和专科学校(含普通专科学校、高等职业学院和成人高等学校)中的应届普通专科(高职)毕业生(含在校期间已参加过学分互认选拔但未能进入本科段学习的应届普通专科毕业生)。
具有我省辖区户籍的普通高等教育专科(高职)往届毕业生(不含成人、自学考试、网络教育)和经我省教育招生考试院录取,目前在其他省、市、自治区高校学习的2011年普通高等教育专科(高职)应届毕业生。
(二)报名时间普通专升本实行统一时间报名,全省报名数据上传统一截止时间为2010年12月6日。
在此之前,各生源学校可根据本校情况自行确定报名起止时间。
具有我省辖区户籍的普通高等教育专科(高职)往届毕业生(不含成人、自学考试、网络教育)和经我省教育招生考试院录取,目前在其他省、市、自治区高校学习的2011年普通高等教育专科(高职)应届毕业生的报名时间及要求,请于11月20日后登陆济南大学网站查询。
(三)资格审查生源学校根据《通知》要求,负责本校学生(含在校期间已参加过学分互认选拔但未能进入本科段学习的应届普通专科毕业生)的报名和资格审查工作。
要重点审查考生姓名、考生号等信息是否与高考录取简明登记表相符,是否符合报名条件。

2、按照教育部《普通高职(专科)毕业生服义务兵役退役后接受普通本科教育招生办法(试行)》(教学厅〔2009〕6号)文件要求,今年我省继续开展具有普通高职(专科)毕业学历退役士兵“专转本”工作,计划300人,安排在民办二级学院。
3、普通民办高校(含独立学院、民办二级学院)接收“专转本”计划由所在高校申报。
各院校必须单独为“专转本”学生组建班级,不得插班学习。
4、根据教育部要求,“专转本”工作纳入学校本科培养规模,接收院校应结合自身实际,科学、合理地做好计划申报工作。
要按照本科专业与报考考生专科阶段所学专业基本相同的要求,认真制订“专转本”计划,于2011年2月18日前将计划按附表数据库格式报送我厅学生处(电子文本和纸质文本各1份,纸质文本须加盖学校公章,电子文本发至***********)。
我厅对各校申报的计划进行审核后下达。
5、接收学校应根据我厅下达的“专转本”计划,制定办班简章。
简章应明确招生人数、专业名称、专业要求、办班地点、学费标准、培养方式、学籍管理、毕业证书发放等内容。
简章应上网供考生查询。
二、选拔对象及方法1、列入国家普通招生计划,经省招生部门按规定程序正式录取的,在本省各类普通高校的专科二年级、三年级在籍学生(含普通高校对口单独招生学生);经市招生部门按照规定程序正式录取的,在本省各类学校的五年一贯制高职的五年级在籍学生;我省具有普通高职(专科)毕业学历的退役士兵。

加强对高校招生章程及招生宣传内容的审核和监督,经省教育厅审核符合要求的方可予以备案,并正式向社会公布。
继续完善各种特殊类型招生办法,加强对高校招收保送生、高水平运动员、自主选拔录取及享受照顾政策考生等的领导和监督,并实施严格的公示制度。
所有拟享受普通高等学校招生全国统一考试(以下简称高考)加分的考生,均需就其对应的加分项目向县(市、区)招生办公室进行申报。
各市招生考试机构要制定专门办法,会同公安、民族事务等部门联合审查考生户籍、民族等特征信息。
加强招生信息管理与服务平台建设,确保所有考生可在高校招生各阶段了解和查询到应知、须知的招生政策及相关信息。
有关高校要加强对相关专业(专项)测试工作的领导,建立和完善招生、纪检、专家等集体决策、相互监督的工作机制,进一步规范招生管理。
