西北工业大学专业技术职务评审办法(2017版)第一章总则第一条为进一步完善和规范我校专业技术职务评审工作,提高专业技术职务评审质量,建立一支德才兼备、素质优良、结构优化、精干高效的教师及其他专业技术人员队伍,根据国家有关文件精神,结合我校实际情况,特制定本办法。
第二条根据学校总体发展目标和“双一流”建设目标,本着“公平、公正、公开”的原则,不断提高学校人才培养、科学研究、社会服务和文化传承创新的质量和水平,强化“开放、竞争、激励”的选拔机制,加快推进学校人才强校战略。
第三条坚持分类指导、分类管理的原则,建立科学合理的分类评价标准。
依照学科(专业)划分,分别按理工科、管理学科、人文学科、外语学科、艺术学科、建筑学科、体育学科等制定不同的任职条件。
依照岗位类型划分,教师岗位分别设置教学为主型和教学科研型;专职科研岗位分别设置工程技术型和基础研究型;实验技术岗位分别设置实验教学型和实验研究型。
第四条进一步强化专业技术职务评审工作的政策导向,对申报者的师德师风、教育教学、科学研究、社会服务、学科(专业)发展进行全面把握和综合评价。
通过完善评审制度与程序,不断推进学校专业技术职务评审工作的科学性和规范性。
第五条对在申报过程中发现有违反国家法律、法规,违反师德师风和学校规章制度、出现重大教学事故、有学术不端等行为者,在影响期内实行“一票否决”,取消其参评资格。
第二章评审范围第六条我校组织高校教师、科学研究与实验技术、教育管理、中小学教师等系列的高、中、初级专业技术职务评审工作。
第七条按照国家有关规定已实行“以考代评”的会计、出版编辑、医疗卫生系列的中级专业技术职务,学校不再进行评审,按规定进行聘任。
会计、出版编辑、医疗卫生及图书资料系列的高级专业技术职务在学校进行初评,初评通过后,须委托校外相应级别评审委员会评审。
会计、出版编辑系列的高级专业技术职务实行“考评结合”方式。
第三章申报资格第八条申报范围近五年年度考核为称职(含)以上的我校各类在册在岗人员。
