近年来，大批译者把视野投向于更宽广的领域---目的语的社会文化环境，把翻译看作一种历史和文化现象，用描述翻译学的角度来研究翻译问题。

翻译规范理论作为描述翻译学研究的重要理论，其中心任务就是通过翻译规范的描写和应用构建翻译研究理论体系，并指导翻译实践与翻译相关活动。

作为重要的翻译规范理论家之一，切斯特曼更多关注翻译规范与翻译活动本身的关系。

他将翻译规范分为期待规范和专业规范，后者又细分为责任规范，交际规范和关系规范。

政论文作为一种政治性文体，是中国对外交往的重要部分，是世界各国全方位了解中国政治、经济、文化的窗口。

政论文的汉英翻译质量关系到我国的综合国力、在国际舞台上的形象和利益，因此有必要进行系统研究，提高政论文的翻译质量。

本文以切斯特曼提出的翻译规范理论为理论框架，以2015年《政府工作报告》为个例，具体分析了译者在翻译过程中所遵守的种种翻译规范和采取的策略。

通过研究，发现期待规范、责任规范、交际规范和关系规范对译者翻译活动有重要影响，译者通过不同的翻译策略使翻译活动符合翻译规范; 在政论文翻译中，译者根据实际情况采用直译与意译等策略准确反映原文意义。

从理论上讲，此次研究不但丰富了翻译规范理论在非文学领域的研究，而且客观解释了译者在一定语言文化环境下对2015年《政府工作报告》所做的翻译，有利于了解译者在类似语言和社会文化背景下所遵循的翻译规范，从而指导各类政治文本翻译。

关键词翻译规范理论，政论文，期待规范，专业规范IFor a long time, most of the studies of translation are concerned with prescriptive approach, concentrating on evaluating the quality of translation and formulating the restrictive guidelines on how to translate. Recently years, many scholars have paid their attention on the target language and culture, regarding translation as a historical and cultural activity. They are trying to explore translation from the perspective of description. Translation norm theory as an important theory of descriptive translation studies, by describing and applying translation norms, it is intends to provide a way to construct the theoretical system of translating studies and to guide the process of translation as well as translation related activities. As one of the most important translation norm theorists, Chesterman paid more attention on the relations between translation norms and translator‟s behavior. He proposes the classification of expectancy norms and professional norms. The later is divided into accountability norm, the communication norm and the relation norm.As a typical political document, the political writings is the important part of China's foreign communication, and it is the window for the world to understand the politics, economy and culture of China. The translation of political writings play an important role in international arena for improving national image, reflecting comprehensive national power, publicizing national policy and etc. Therefore, it is necessary to study the translation of political writings systematically. Based on Chesterman's theory of translation norms, taking Government Work Report (hereinafter referred to as the Report) of 2015 as an example, this thesis give a detailed analysis on the norms and strategies in the process of political writings translation. It is revealed that the expectancy norms, the accountability norms, communication norms and relation norms have a great influence upon the translator. They adopt different strategies to conform to the requirements of translation norms. In terms of the translation of political writings, translators should apply both literal translation and liberal translation soIIAbstractas to properly transmit the meaning of the source text.Theoretically, the research diversifies the research of translation norms theory in non-literary field. Practically, through analyzing the translated product from the angle of translation norms, we can have a better understanding of translation of Report of 2015 done by the translator under certain social and cultural background.
