2008年2月13日，朝核问题第五轮六方会谈第三阶段会议在北京经过《执行一起声明起步行动》一起文件(2·13一起文件)。依据文件，朝方同意封闭和封存宁边核设备，并邀请世界原子能组织人员重返朝鲜进行必要的监督和验证。
2008年6月27日，朝鲜摧毁了宁边区域核设备的冷却塔，得到中美日韩等多个国家的期待。来自我国、韩国、美国、日本、俄罗斯等六方会谈别的五国的记者在现场观摩了摧毁冷却塔的全部进程。朝外务省官员、朝原子能总局官员、美国国务院韩国科科长金成也在现场观看了冷却塔被摧毁进程。

朝鲜于20世纪50年代末开端研讨核技能，60年代中期，在苏联的帮助下，朝鲜创建了宁边原子能研讨基地，训练了大批核技能人才。当时，朝鲜从苏联引进了第一座800千瓦核反应堆，使朝鲜核技能研讨初具规模。尔后宁边变成朝鲜核工业重地。

8.我们讨论的问题包括经贸问题、恐怖问题、反恐主义、伊拉克问题和朝鲜核问题。
