Since 1828, Andrew Jackson started his career in the White House as the seventh president of U.S. until 1837, created the Jacksonian Democracy Era for American history. Andrew Jackson made a number of impressive political initiatives during his presidency, especially the reform of the electoral system during the Jackson Era made some contribution to promoting the process of democratization in the United States, expanding the right to vote for American citizens, promoting the evolution of the American electoral system and promoting political democratization. This paper aims to explore the function and function of the electoral system in party politics through the analysis of the evolution of the electoral system during the period of "Jackson democracy".In the 1920s and 1930s, with the gradual formation of the American political system, the electoral system was also involved in party politics, Making the election an important tool for political party struggles. This period of the election system is gradually formed with the gradual formation of the party system. Jackson came to power, through official officials, to strengthen the political party politics, To further improve the corresponding election system. Thesepolitical initiatives, while being used by various interest groups, serve the two-party competition for the presidential post, but objectively see that the campaign provides an opportunity for the interest groups to gain political participation and promote the electoral system towards more democratization Direction, so that the electoral system and the political party made an indivisible organic whole. On the election system of Jackson 's time, it is necessary to analyze the relationship between the two parties in the United States. After the independence of the United States political and economic development, conflicts of interest between the increasingly prominent groups, resulting in party disputes, So that elections become part of political party politics安德鲁?杰克逊(1767.3.15-1845.6.8)是美国第七位总统。

美国总统罗斯福就职演讲稿(英文版)President Hoover, Mr. Chief Justice, my friends:This is a day of national consecration. And I am certain that on this day my fellow Americans expect that on my induction into the Presidency, I will address them with a candor and a decision which the present situation of our people impels. This is preeminently the time to speak the truth, the whole truth, frankly and boldly. Nor need we shrink from honestly facing conditions in our countrytoday. This great Nation will endure, as it has endured, will revive and will prosper. So, first of all, let me assert my firm belief that the only thing we have to fear is fear itself -- nameless, unreasoning, unjustified terror which paralyzes needed efforts to convert retreat into advance. In every dark hour of our national life, a leadership of frankness and of vigor has met with that understanding and support of the people themselves which is essential to victory. And I am convinced that you will again give that support to leadership in these critical days.In such a spirit on my part and on yours we face our common difficulties. They concern, thank God, only material things. Values have shrunk to fantastic levels; taxes have risen; our ability to pay has fallen; government of all kinds is faced by serious curtailment of income; the means of exchange are frozen in the currents of trade; the withered leaves of industrial enterprise lie on every side; farmersfind no markets for their produce; and the savings of many years in thousands of families are gone. More important, a host of unemployed citizens face the grim problem of existence, and an equally great number toil with little return. Only a foolish optimist can deny the dark realities of the moment. And yet our distress comes from no failure of substance. We are stricken by no plague of locusts. Compared with the perils which our forefathers conquered, because they believed and were not afraid, we have still much to be thankful for. Nature still offers her bounty and human efforts have multiplied it. Plenty is at our doorstep, but a generous use of it languishes in the very sight of the supply.Primarily, this is because the rulers of the exchange of mankind's goods have failed, through their own stubbornness and their own incompetence, have admitted their failure, and have abdicated. Practices of the unscrupulous money changers stand indicted inthe court of public opinion, rejected by the hearts and minds of men.True, they have tried. But their efforts have been cast in the pattern of an outworn tradition. Faced by failure of credit, they have proposed only the lending of more money. Stripped of the lure of profit by which to induce our people to follow their false leadership, they have resorted to exhortations, pleading tearfully for restored confidence. They only know the rules of a generation of self-seekers. They have no vision, and when there is no vision the people perish.Yes, the money changers have fled from their high seats in the temple of our civilization. We may now restore that temple to the ancient truths. The measure of that restoration lies in the extent to which we apply social values more noble than mere monetary profit.Happiness lies not in the mere possession of money; it lies in the joy of achievement, in thethrill of creative effort. The joy, the moral stimulation of work no longer must be forgotten in the mad chase of evanescent profits. These dark days, my friends, will be worth all they cost us if they teach us that our true destiny is not to be ministered unto but to minister to ourselves, to our fellow men.Recognition of that falsity of material wealth as the standard of success goes hand in hand with the abandonment of the false belief that public office and high political position are to be valued only by the standards of pride of place and personal profit; and there must be an end to a conduct in banking and in business which too often has given to a sacred trust the likeness of callous and selfish wrongdoing. Small wonder that confidence languishes, for it thrives only on honesty, on honor, on the sacredness of obligations, on faithful protection, and on unselfish performance; without them it cannot live.Restoration calls, however, not for changes in ethics alone. This Nation is asking for action, and action now.Our greatest primary task is to put people to work. This is no unsolvable problem if we face it wisely and courageously. It can be accomplished in part by direct recruiting by the Government itself, treating the task as we would treat the emergency of a war, but at the same time, through this employment, accomplishing great -- greatly needed projects to stimulate and reorganize the use of our great natural resources.Hand in hand with that we must frankly recognize the overbalance of population in our industrial centers and, by engaging on a national scale in a redistribution, endeavor to provide a better use of the land for those best fitted for the land.Yes, the task can be helped by definite effortsto raise the values of agricultural products, and with this the power to purchase the output of our cities. It can be helped by preventing realistically the tragedy of the growing loss through foreclosure of our small homes and our farms. It can be helped by insistence that the Federal, the State, and the local governments act forthwith on the demand that theircost be drastically reduced. It can be helped by the unifying of relief activities which today are often scattered, uneconomical, unequal. It can be helped by national planning for and supervision of all forms of transportation and of communications and otherutilities that have a definitely public character. There are many ways in which it can be helped, but it can never be helped by merely talking about it.We must act. We must act quickly. And finally, in our progress towards a resumption of work, we require two safeguards against a return of the evils of the old order. There must be a strict supervision of all banking and credits and investments. There must be an end to speculation with otherpeople's money. And there must be provision for an adequate but sound currency. These, my friends, are the lines of attack. I shall presently urge upon a new Congress in special session detailed measures for their fulfillment, and I shall seek the immediate assistance of the 48 States.Through this program of action we address ourselves to putting our own national house in order and making income balance outgo. Our international trade relations, though vastly important, are in point of time, and necessity, secondary to the establishment of a sound national economy. I favor, as a practical policy, the putting of first things first. I shall spare no effort to restore world trade byinternational economic readjustment; but the emergency at home cannot wait on that accomplishment. The basic thought that guides these specific means of national recovery is not nationally -- narrowly nationalistic. It is the insistence, as afirst consideration, upon the interdependence of thevarious elements in and parts of the United States of America -- a recognition of the old and permanently important manifestation of the American spirit of the pioneer. It is the way to recovery. It is the immediate way. It is the strongest assurance that recovery will endure. In the field of world policy, I would dedicate this Nation to the policy of the good neighbor: the neighbor who resolutely respects himself and, because he does so, respects the rights of others; the neighbor who respects his obligations and respects the sanctity of his agreements in and with a world of neighbors. If I read the temper of our people correctly, we now realize, as we have never realized before, our interdependence on each other; that we can not merely take, but we must give as well; that if we are to go forward, we must move as a trained and loyal army willing to sacrifice for the good of a commondiscipline, because without such discipline no progress can be made, no leadership becomes effective. We are, I know, ready and willing to submit our lives and our property to such discipline, because it makes possible a leadership which aims at the larger good. This, I propose to offer, pledging that the larger purposes will bind upon us, bind upon us all as a sacred obligation with a unity of duty hitherto evoked only in times of armed strife. With this pledge taken, I assume unhesitatingly the leadership of this great army of our people dedicated to a disciplined attack upon our common problems.Action in this image, action to this end is feasible under the form of government which we have inherited from our ancestors. Our Constitution is so simple, so practical that it is possible always to meet extraordinary needs by changes in emphasis and arrangement without loss of essential form. That is why our constitutional system has proved itself themost superbly enduring political mechanism the modern world has ever seen.It has met every stress of vast expansion of territory, of foreign wars, of bitter internal strife, of world relations. And it is to be hoped that the normal balance of executive and legislative authority may be wholly equal, wholly adequate to meet the unprecedented task before us. But it may be that an unprecedented demand and need for undelayed action may call for temporary departure from that normal balance of public procedure.I am prepared under my constitutional duty to recommend the measures that a stricken nation in the midst of a stricken world may require. These measures, or such other measures as the Congress may build out of its experience and wisdom, I shall seek, within my constitutional authority, to bring to speedy adoption. But, in the event that the Congress shall fail to take one of these two courses, in the event that the national emergency is still critical, I shall notevade the clear course of duty that will then confront me. I shall ask the Congress for the one remaining instrument to meet the crisis -- broad Executive power to wage a war against the emergency, as great as the power that would be given to me if we were in fact invaded by a foreign foe.For the trust reposed in me, I will return the courage and the devotion that befit the time. I can do no less.We face the arduous days that lie before us inthe warm courage of national unity; with the clear consciousness of seeking old and precious moral values; with the clean satisfaction that comes from the stern performance of duty by old and young alike. We aim at the assurance of a rounded, a permanent national life.We do not distrust the -- the future of essential democracy. The people of the United States have not failed. In their need they have registered a mandate that they want direct, vigorous action. They have asked for discipline and direction under leadership. They have made me the present instrument of their wishes. In the spirit of the gift I take it.In this dedication -- In this dedication of a Nation, we humbly ask the blessing of God.May He protect each and every one of us.May He guide me in the days to come.美国总统罗斯福就职演讲稿(中文版)胡佛总统,首席法官先生,朋友们:今天,对我们的国家来说,是一个神圣的日子。

Brands, which also owns Taco Belland Pizza Hut, has launched a chicken sandwich that costs around $5.And in May Burger Kingintroduced barbecue ( 烧烤)pork ribs at $7 for eight.G)Companies are also trying to get customers to buy new and more items, including drinks.McDonald's started selling better coffee as a challenge to Starbucks. Its " McCafe" line nowaccounts for an estimated 6% of sales in America.Starbucks has sold rights to its Seattle's Bestcoffee brand to Burger King, which will start selling it later this year.H)As fast-food companies shift from "super size" to "more buys", they need to keep customer traffichigh throughout the day. Many see breakfast as a big opportunity, and not just for fatty food.McDonald's will start selling porridge (粥)in America next year.Breakfast has the potential to bevery profitable, says Sara Senatore of Bernstein, a research firm, because the margins can be high.Fast-food companies are also adding midday and late-night snacks, such as blended drinks andwraps. The idea is that by having a greater range of things on the menu, "wecan sell to consumersproducts they want all day," says Rick Carucci., the .chief financial officer of Yum !Brands.I)But what about those growing waistlines? So far, fast-food firms have cleverly avoided governmentregulation.By providing healthy options, like salads and low-calorie sandwiches, they have at leastgiven the impression of doing something about helping to fight obesity (肥胖症).These offeringsare not necessarily loss-leaders, as they broaden the appeal of outlets to groups of diners thatinclude some people who don't want to eat a burger. But customers cannotbe forced to ordersalads instead of fries.J)In the future, simply offering a healthy option may not be good enough."Every packaged-food and restaurant company I know is concerned about regulation right now," says Mr.Palmer of UBS.America's health-reform bill, which Congress passed this year, requires restaurant chains with 20 ormore outlets to put the calorie-content of items they serve on the menu.A study by the NationalBureau of Economic Research, which tracked the effects on Starbucks of a similar calorie-postinglaw in New York City in 2007, found that the average calorie-count per transaction fell 6% andrevenue increased 3% at Starbucks stores where a Dunldn Donuts outlet was nearby--a sign, it issaid, that menu-labelling could favour chains thathave more healthy offerings.K)In order to avoid other legislation in America and elsewhere, fast-food companies will have tocontinue innovating ( 创新).Walt Riker of McDonald's claims the change it has made in its menumeans it offers more healthy items than it did a few years ago."We probably sell morevegetables, more milk, more salads, more apples than any restaurant business in the world," he says. But therecent proposal by a county in California to ban McDonald's from including toys in its high-calorie"Happy Meals", because legislators believe it attracts children to unhealthy food, suggests there isa lot more left to do.46.Some people propose laws be made to stop McDonald's from attaching toys to its food specials for children.47.Fast-food finns may not be able to cope with pressures from food regulation in the near future.48.Burger King will start to sell Seattle's Best coffee to increase sales.49.Some fast-food firms provide healthy food to give the impression they are helping to tacklethe obesity problem.50.During the recession, many customers turned to fast food to save money.51.Many people eat out less often to save money in times of recession.52.During the recession, Burger King's promotional strategy of offering low-priced items often proved ineffective.53.Fast-food restaurants can make a lot of money by selling breakfast.54.Many fast-food companies now expect to increase their revenue by introducing higher-priced items.55.A newly-passed law asks big fast-food chains to specify the calorie count of what they serveon the menu.Section CDirections: There are 2 passages in this section. Each passage is followed by some questions orunfinished statements. For each of them there are four choices marked A., B), C) andD ).You should decide on the best choice and mark the corresponding letter on AnswerSheet 2 with a single line through the centre.Passage OneQuestions 56 to 60 are based on the following passage. If you think a high-factor sunscreen ( 防晒霜)keeps you safe from harmful rays, you may be wrong.Research in this week's Nature shows that while factor 50 reduces the number of melanomas(黑瘤)and delays their occurrence, it can't prevent them.Melanomas are the most aggressive skin cancers. You have a higher risk if you have red or blond hair, fair skin, blue or green eyes, or sunburn easily, or if a close relative has had one.Melanomas are more common if youhave periodic intense exposure to the sun.Other skin cancers are increasingly likely with long-term exposure. There is continuing debate as to how effective sunscreen is in reducing melanomas the evidence is weaker than it is for preventing other types of skin cancer.A 2011 Australian study of1,621 people found that people randomly selected to apply sunscreen daily had half the rate of melanomas of people who used cream as needed.A second study, comparing 1,167 people with melanomas to 1,101 who didn't have the cancer, found that using sunscreen routinely, alongside other protection such as hats, long sleeves or staying in the shade, did give some protection. This study said other forms of sun protection not sunscreen seemed most beneficial. The study relied on people remembering what they had done over each decade of their lives, so it's notentirely reliable. But it seems reasonable to think sunscreen gives people a false sense of securityin the sun. Many people also don't use sunscreen properly applying insufficient amounts, failing to reapply after a couple of hours and staying in the sun too long.It is sunburn that is most worrying recent research shows five episodes of sunburn in the teenage years increases the riskof all skin cancers. The good news is that a combination of sunscreen and covering up can reduce melanoma rates,as shown by Australian figures from their slip-slop-slap campaign. So if there is a heat wave this summer, it would be best for us, too, to slip on a shirt, slop on ( 抹上)sunscreen and slap on a hat.56. What is people's common expectation of a high-factor sunscreen?A.It will delay the occurrence of skin cancer.B.It will protect them from sunburn.C.It will keep their skin smooth and fair.D.It will work for people of any skin color.57. What does the research in Nature say about a high-factor sunscreen?A.It is ineffective in preventing melanomas.B.It is ineffective in case of intense sunlight.C.It is ineffective with long-term exposure.D.It is ineffective for people with fair skin.58. What do we learn from the 2011 Australian study of 1,621 people?A.Sunscreen should be applied alongside other protection measures.B.High-risk people benefit the most from the application of sunscreen.C.Irregular application of sunscreen does women more harm than good.D.Daily application of sunscreen helps reduce the incidence of melanomas.59. What does the author say about the second Australian study?A.It misleads people to rely on sunscreen for protection.B.It helps people to select the most effective sunscreen.C.It is not based on direct observation of the subjects.D.It confirms the results of the first Australian study.60. What does the author suggest to reduce melanoma rates?ing both covering up and sunscreen.B.Staying in the shade whenever possible.ing covering up instead of sunscreen.D.Applying the right amount of sunscreen.Passage TwoQuestions 61 to 65 are based on the following passage.Across the rich world, well-educated people increasingly work longer than the less-skilled.Some65% of American men aged 62 -74 with a professional degree are in the workforce, compared with32% of men with only a high-school certificate. This gap is part of a deepening divide between the well-educated well-off and the unskilled poor.Rapid technological advance has raised the incomes of the highly skilled while squeezing those of the unskilled. The consequences, for individuals and society, are profound. The world is facing an astonishing rise in the number of old people, and they will live longer than ever before.Over the next 20 years the global population of those aged 65 or more willalmost double, from 600 million to 1.1 billion. The experience of the 20th century, when greater longevity (长寿)translated into more years in retirement rather than more years at work, has persuaded many observers that this shift will lead to slower economic growth, while the swelling ranks of pensioners will create government budget problems. But the notion of a sharp division between the working young and the idle old misses a new trend, the growing gap between the skilled and the unskilled.Employment rates are falling among younger unskilled people, whereas older skilled folk are working longer. The divide is most extreme in America, where well-educated baby-boomers ( 二战后生育高峰期出生的美国人)are putting off retirement while many less-skilled younger people have dropped out of the workforce.Policy is partly responsible. Many European governments have abandoned policies that usedto encourage people to retire early.Rising life expectancy (预期寿命), combined with the replacement of generous defamed-benefit pension plans with less generous defined-contribution ones, means that even the better-off must work longer to have a comfortable retirement. But the changing nature of work also plays a big role.Pay has risen sharply for the highly educated, and those people continue to reap rich rewards into old age because these days the educated elderly are more productive than the preceding generation.Technological change may well reinforce that shift: the skills that complement computers, from management knowhow to creativity, do not necessarily decline with age.61. What is happening in the workforce in rich countries?A.Younger people are replacing the elderly.B.Well-educated people tend to work longer.C.Unemployment rates are rising year after year.D.People with no college degree do not easily find work.62. What has helped deepen the divide between the well-off and the poor?A.Longer life expectancies.B.A rapid technological advance.C.Profound changes in the workforce.D.A growing number of the well-educated.63. What do many observers predict in view of the experience of the 20th century?A.Economic growth will slow down.ernment budgets will increase.C.More people will try to pursue higher education.D.There will be more competition in the job market.64. What is the result of policy changes in European countries?A.Unskilled workers may choose to retire early.B.More people have to receive in-service training.C.Even wealthy people must work longer to live comfortably in retirement.D.People may be able to enjoy generous defined-benefits from pension plans.65. What is characteristic of work in the 21st century?puters will do more complicated work.B.More will be taken by the educated young.C.Most jobs to be done will be the creative ones.D.Skills are highly valued regardless of age.Directions: For this part, you are allowed 30 minutes to translate a passage from Chinese into English. You should write your answer on Answer Sheet 2.中国是世界上最古老的文明之一。

One principle of taxation, called the benefits principle, states that people should pay taxes based on the benefits they receive from government services. This principle tries to make public goods similar to (36) goods. It seems reasonable that a person who often goes to the movies pays more in (37) for movie tickets than a person who rarely goes. And (38) a person who gets great benefit from a public good should pay more for it than a person who gets little benefit. The gasoline tax. for instance, is sometimes (39) using the benefits principle. In some states, (40) from the gasoline tax are used to build and maintain roads. Because those who buy gasoline are the same people who use the roads, the gasoline tax might be viewed as a (41) way to pay for this government service. The benefits principle can also be used to argue that wealthy citizens should pay higher taxes than poorer ones, (42) because the wealthy benefit more from public services. Consider, for example. the benefits of police protection from (43). Citizens with much to protect get greater benefit from police than those with less to protect. Therefore, according to the benefits principle, the wealthy should (44) more than the poor to the cost of (45) the police force. The same argument can be used for many other public services, such as fire protection, national defense, and the court system. The U.S. Department of Education is making effortsto ensure that all students have equal access to a quality education. 副总统约翰逊在肯尼迪遇刺两⼩时后,在达拉斯机场宣誓成为美国总统(见左图)。

Mr. Speaker, Mr. President, Members of the House, Members of the Senate, my fellow Americans: All I have I would have given gladly not to be standing here today. The greatest leader of our time has been struck down by the foulest deed of our time. Today, John Fitzgerald Kennedy lives on in the immortal words and works that he left behind. He lives on in the mind and memories of mankind. He lives on in the hearts of his countrymen. No words are sad enough to express our sense of loss. No words are strong enough to express our determination to continue the forward thrust of America that he began. The dream of conquering the vastness of space, the dream of partnership across the Atlantic —— and across the Pacific as well —— the dream of a Peace Corps in less developed nations, the dream of education for all of our children, the dream of jobs for all who seek them and need them, the dream of care for our elderly, the dream of an all-out attack on mental illness, and above all, the dream of equal rights for all Americans, whatever their race or color. These and other American dreams have been vitalized by his drive and by his dedication. And now the ideas and the ideals which he so nobly represented must and will be translated into effective action. Under John Kennedy's leadership, this nation has demonstrated that it has the courage to seek peace, and it has the fortitude to risk war. We have proved that we are a good and reliable friend to those who seek peace and freedom. We have shown that we can also be a formidable foe to those who reject the path of peace and those who seek to impose upon us or our allies the yoke of tyranny. This nation will keep its commitments from South Vietnam to West Berlin. We will be unceasing in the search for peace, resourceful in our pursuit of areas of agreement —— even with those with whom we differ —— and generous and loyal to those who join with us in common cause. In this age when there can be no losers in peace and no victors in war, we must recognize the obligation to match national strength with national restraint. We must be prepared at one and the same time for both the confrontation of power and the limitation of power. We must be ready to defend the national interest and to negotiate the common interest. This is the path that we shall continue to pursue. Those who test our courage will find it strong, and those who seek our friendship will find it honorable. We will demonstrate anew that the strong can be just in the use of strength, and the just can be strong in the defense of justice. And let all know we will extend no special privilege and impose no persecution. We will carry on the fight against poverty, and misery, and disease, and ignorance, in other lands and in our own. We will serve all the nation, not one section or one sector, or one group, but all Americans. These are the United States: A united people with a united purpose. Our American unity does not depend upon unanimity. We have differences; but now, as in the past, we can derive from those differences strength, not weakness, wisdom, not despair. Both as a people and a government, we can unite upon a program, a program which is wise and just, enlightened and constructive. For 32 years Capitol Hill has been my home. I have shared many moments of pride with you, pride in the ability of the Congress of the United States to act, to meet any crisis, to distill from our differences strong programs of national action. An assassin's bullet has thrust upon me the awesome burden of the Presidency. I am here today to say I need your help. I cannot bear this burden alone. I need the help of all Americans, and all America. This nation has experienced a profound shock, and in this critical moment, it is our duty, yours and mine, as the Government of the United States, to do away with uncertainty and doubt and delay, and to show that we are capable of decisive action; that from the brutal loss of our leader we will derive not weakness, but strength; that we can and will act and act now. From this chamber of representative government, let all the world know and none misunderstand that I rededicate this Government to the unswerving support of the United Nations, to the honorable and determined execution of our commitments to our allies, to the maintenance of military strength second to none, to the defense of the strength and the stability of the dollar, to the expansion of our foreign trade, to the reinforcement of our programs of mutual assistance and cooperation in Asia and Africa, and to our Alliance for Progress in this hemisphere. On the 20th day of January, in 19 and 61, John F. Kennedy told his countrymen that our national work would not be finished "in the first thousand days, nor in the life of this administration, nor even perhaps in our lifetime on this planet." "But," he said, "let us begin." Today in this moment of new resolve, I would say to all my fellow Americans, let us continue. This is our challenge —— not to hesitate, not to pause, not to turn about and linger over this evil moment, but to continue on our course so that we may fulfill the destiny that history has set for us. Our most immediate tasks are here on this Hill. First, no memorial oration or eulogy could more eloquently honor President Kennedy's memory than the earliest possible passage of the Civil Rights Bill for which he fought so long. We have talked long enough in this country about equal rights. We have talked for a hundred years or more. It is time now to write the next chapter, and to write it in the books of law. I urge you again, as I did in 19 and 57 and again in 19 and 60, to enact a civil rights law so that we can move forward to eliminate from this nation every trace of discrimination and oppression that is based upon race or color. There could be no greater source of strength to this nation both at home and abroad. And second, no act of ours could more fittingly continue the work of President Kennedy than the early passage of the tax bill for which he fought all this long year. This is a bill designed to increase our national income and Federal revenues, and to provide insurance against recession. That bill, if passed without delay, means more security for those now working, more jobs for those now without them, and more incentive for our economy. In short, this is no time for delay. It is a time for action —— strong, forward-looking action on the pending education bills to help bring the light of learning to every home and hamlet in America; strong, forward-looking action on youth employment opportunities; strong, forward-looking action on the pending foreign aid bill, making clear that we are not forfeiting our responsibilities to this hemisphere or to the world, nor erasing Executive flexibility in the conduct of our foreign affairs; and strong, prompt, and forward-looking action on the remaining appropriation bills. In this new spirit of action, the Congress can expect the full cooperation and support of the executive branch. And, in particular, I pledge that the expenditures of your Government will be administered with the utmost thrift and frugality. I will insist that the Government get a dollar's value for a dollar spent. The Government will set an example of prudence and economy. This does not mean that we will not meet our unfilled needs or that we will not honor our commitments. We will do both. As one who has long served in both Houses of the Congress, I firmly believe in the independence and the integrity of the legislative branch. And I promise you that I shall always respect this. It is deep in the marrow of my bones. With equal firmness, I believe in the capacity and I believe in the ability of the Congress, despite the divisions of opinions which characterize our nation, to act —— to act wisely, to act vigorously, to act speedily when the need arises. The need is here. The need is now. I ask your help. We meet in grief, but let us also meet in renewed dedication and renewed vigor. Let us meet in action, in tolerance, and in mutual understanding. John Kennedy's death commands what his life conveyed —— that America must move forward. The time has come for Americans of all races and creeds and political beliefs to understand and to respect one another. So let us put an end to the teaching and the preaching of hate and evil and violence. Let us turn away from the fanatics of the far left and the far right, from the apostles of bitterness and bigotry, from those defiant of law, and those who pour venom into our nation's bloodstream. I profoundly hope that the tragedy and the torment of these terrible days will bind us together in new fellowship, making us one people in our hour of sorrow. So let us here highly resolve that John Fitzgerald Kennedy did not live or die in vain. And on this Thanksgiving eve, as we gather together to ask the Lord's blessing, and give Him our thanks, let us unite in those familiar and cherished words: America, America, God shed His grace on thee, And crown thy good With brotherhood From sea to shining sea.。
Weekly Address: The President's Year of Action每周电视讲话:总统的年度施政纲领WASHINGTON, DC –In this week’s address, the President provided an update on the work his Administration has done to strengthen the economy and expand opportunity for hardworking Americans in this Year of Action. While Republicans in Congress are setting records in obstruction, the President is making progress for the American people and has taken more than 20 executive actions since January. The President vowed to continue taking action on his own wherever possible, but underscored that much more progress could be made if Republicans in Congress were less interested in stacking the deck in favor of those at the top, and more interested in expanding opportunity for all.
Hi, everybody. My number one priority as President is doing whatever I can to create more jobs and opportunity for hardworking families. And yesterday, we learned that businesses added 273,000 jobs last month. All told, our businesses have now created 9.2 million new jobs over 50 consecutive months of job growth.
But we need to keep going – to create more good jobs, and give middle-class families a sense of security. And I want to work with Congress to do it.但我们需要继续前行,创造更多就业岗位,为中产家庭提供安全保障。
我愿与国会一起完成这一目标。
But so far this year, Republicans in Congress have blocked or voted down every serious idea to create jobs and strengthen the middle class. They’ve said “no” to raising the minimum wage, “no” to equal pay for equal work, and “no” to restoring the unemployment insurance they let expire for more than two million Americans looking for a new job.
Tha t’s not what we need right now.Not when there are still too many folks out of work and too many families working harder than ever just to get by.这不是我们现在需要的状态。
现在还有大量的人没有工作,有大量的家庭努力付出却依然只能勉强度日,这样不行。
That’s why, in my State of the Union Address, I said tha t in this Year of Action, whenever I can act on my own to create jobs and expand opportunity for more Americans, I will. And since January, I’ve taken more than 20 executive actions to do just that.因此,在我的《国情咨文》中,我提出了我的年度施政计划,无论我自己能做什么,只要能创造就业和增加美国人民的机会,我都会去做。
自今年1月以来,我已经发布了20项行政命令来实施这些计划。
I acted to raise more workers’ wages by requiring that workers on new federal contracts earn a fair wage of at least $10.10 an hour – and as long as Republicans in Congress refuse to act, I’ll keep working with cities, s tates, and businesses to give more Americans a raise. I acted to encourage more pay transparency and strengthen enforcement of equal pay laws, so that more women have the tools they need to earn fair pay. And I’m modernizing regulations to make sure that more Americans who work overtime get the pay that they’ve earned.I’ve launched new hubs to help attract more high-tech manufacturing jobs to America – and ordered a reform of job training programs to make sure more Americans can earn the skills that employers need right now. I’ve brought together business leaders to help us connect more classrooms to high-speed internet, and give more of the long-term unemployed a better shot at finding a job.
Each of these steps will make a difference. You can check out the full list at .以上每一项措施都会带来一些改变。

But we could do a lot more if Republicans in Congress were less interested in stacking the deck in favor of those at the top, and more interested in growing the economy for everybody. They’ve now voted more than 50 times to take apart the Affordable Care Act – imagine if they voted 50 times on serious jobs bills.
That’s why I’m going to take action on my own wherever I can.To grow our economy from the middle-out, not the top down. To give every American who works hard a chance to get ahead.因此,我将继续尽我所能去采取措施。
