首届中国“互联网+”大学生创新创业大赛举行从教育部新闻发布会上获悉,为贯彻落实《国务院办公厅关于深化高等学校创新创业教育改革的实施意见》,进一步激发高校学生创新创业热情,首届中国“互联网+”大学生创新创业大赛将于2015年5月至10月期间举办,优秀获奖项目将获教育部专项资金支持。
据悉,此次大赛分报名、初赛复赛、总决赛三个阶段。
报名时间为2015年6月8日至7月31日。
校级初赛、省级复赛时间是7月-9月。
校级初赛以高校为单位开展,遴选参加省级复赛的项目。
省级复赛以各省(区、市)为单位组织开展,择优遴选300个优秀团队参加全国总决赛。
全国总决赛时间定于10月中旬在吉林大学举行。
教育部高等教育司司长张大良在发布会上表示,互联网领域是目前创新创业最活跃的一个领域,也是最具变革性的一个领域,实现“互联网+”对于优化产业结构,经济的增效升级具有重大的战略意义。
“实际上这次聚焦‘互联网+’,是和人才培养紧密结合的。
现在一些新业态规模快速扩展,使得人才出现了行业性的数量短缺,所以此次大赛也是一种引导,让高校更为主动的来服务经济社会发展需要,加快培养产业发展亟需的应用性人才,复合型人才和创新人才。
”张大良称,教育部将专门设置一个全国大学生创业基金,从中提取一定的资金来支持优秀获奖项目。
此外还会提供相关的后续孵化服务,同时也会募集社会资金的支持,比如引入一些创投公司和风投。
“如果是一些好的项目,风投是愿意投资的。
”张大良称。
吉林大学党委副书记兼副校长韩晓峰在发布会上表示,此次大赛的目的在于培养学生创新精神,激发大学生的创造力。
“以赛事推动科技创新成果转化,促进“互联网+”新业态形成,并促进创新引领创业、创业带动就业,推动高校毕业生更高质量就业。
”本次大赛由教育部与有关部委和吉林省人民政府共同主办,吉林大学承办。
参赛项目要求能够将移动互联网、云计算、大数据、物联网等新一代信息技术与行业产业紧密结合,培育产生基于互联网的新产品、新服务、新业态、新模式,以及推动互联网与教育、医疗、社区等深度融合的公共服务创新。
附件:齐齐哈尔医学院鼓励和支持大学生创新创业办法实施细则第一章总则第一条为贯彻落实《黑龙江省人民政府关于促进大学生创新创业的若干意见》(黑政发[2015]16号)和《黑龙江省教育厅关于深化高校创新创业教育改革的实施意见》(黑教高[2015]48号)文件精神,结合我院实际情况,按照《齐齐哈尔医学院大学生创新创业教育工程实施方案》(院发[2015]17号)的具体要求,制定本实施细则。
第二条本细则适用于齐齐哈尔医学院全日制普通本科在校生和毕业五年内的毕业生。
第二章学籍管理第三条学生在校期间,可随时休学创业,学生一次休学期限为一年。
本科学生在校期间原则上休学累计不得超过三次,专升本学生休学不得超过一次;经学院创新创业服务办公室组织专家评估需延长休学创业期限的,不得超过八次。
第四条在院级以上(不含院级)创新创业竞赛中取得名次的学生,根据其创业计划作品,依据《齐齐哈尔医学院学籍异动实施细则》可申请转入药学、药物制剂、临床药学、中药学、应用心理学、社会工作、生物医学工程、公共事业管理等有创业空间的相关专业(以上专业之间不允许相互调整)。
第三章学分认定第五条将创新创业类课程纳入培养方案,并按照16学时为1学分的标准制定学分。
第六条参照课外实践环节的学分设置对创新创业各种竞赛和实践给予相应的学分认定,创新创业各种竞赛和实践获得学分可认定为课外实践环节学分。
(一)在各类大学生创新创业竞赛中获奖学分,其中国家级竞赛获奖获得2学分,省级竞赛获奖获得1学分,院级竞赛获奖获得0.5学分;(二)参加黑龙江省大学生创新创业训练计划项目并结题验收的学分奖励,验收成绩为“优”,项目组所有成员可获得3学分;验收成绩为“良”,项目组所有成员可获得2学分;验收成绩为“中”,项目组所有成员可获得1.5学分;验收成绩为“合格”,项目组所有成员可获得1学分;(三)参加学院教学计划外的各类实验项目研究并取得一定研究成果的学生,提交实验报告,并得到指导教师推荐,经“齐齐哈尔医学院大学生创新创业训练计划项目评审组”专家认定,获得1学分;(四)取得具有一定创新价值、实用价值的制作或设计成果- 2 -的学生,由学院两名(含两名)以上专家(副教授以上)签字推荐,经“学校大学生创新创业训练计划项目评审组”专家认定,可获得1学分。
黑教毕函[2012]159号关于印发首届黑龙江省大学生创业大赛奖励资金管理办法的通知有关高校:为做好首届黑龙江省大学生创业大赛获奖团队的创业奖励资金发放工作,经调研并征求有关部门意见,现制定《首届黑龙江省大学生创业大赛奖励资金管理办法》。
请有关高校按《办法》要求做好奖励资金申报工作。

第十条申请提交的材料1.《首届黑龙江省大学生创业大赛奖励资金申请表》。
2.《首届黑龙江省大学生创业大赛奖励资金创业项目可行性报告》。
3.申请人身份证、学生证及法人营业执照(复印件)。
4.获奖团队所有成员(以获奖证书上的成员为准)申报获奖项目资助的签名授权书。

二、申报2013年度国家、省科技型中小企业技术创新基金(资金)项目的企业应积极参加大赛,企业融资情况将作为省创新基金支持的重要依据,优胜企业及团队将享受大赛相关支持政策。
三、全省各高校大学生及高校、院所、科技型企业广大科技人员创新创业团队应积极参加本届大赛的团队组比赛,展示创新水平、创业技能、团队形象、融资计划等,为营造创新创业氛围做出贡献。
四、请各省直部门,各市(行署)、县(市)科技局,各科技园区,各高校、科研院所,各有关单位要加强宣传,积极动员和认真组织投融资机构、科技服务机构、各行业协会和科技型中小企业参加创新创业大赛,进一步挖掘创新能力强、技术水平高、市场空间大的企业和项目,为高新技术产业发展提供有力支撑。

1.本记录册是检查项目进展情况的主要依据,也是评价项目成果的重要依据
之一。
项目负责人必须认真、及时、准确、真实地记录项目执行的主要过程。

如:成功的经验、失败的原因、与

第一周从学校正式批准立项之日起计。

后,再提交学院。

关于举办齐齐哈尔大学2015年大学生创业大赛的通知
各学院:
为贯彻落实党中央、国务院和省委、省政府关于推动大众创业、万众创新的系列决策部署,进一步推动我校大学生创新创业工作,启发学生创业意愿,加强创业教育与培训,提高学生创新创业能力,营造浓厚的创新创业氛围,学校团委、教务处、实践教学与设备管理处、学生指导中心、科技园区与产业化管理处将联合举办2015年大学生创业大赛。
现将大赛相关事宜通知如下:
一、大赛主题
创新凝聚力量创业成就梦想
二、参赛对象
我校全日制非成人教育的在校本科生、硕士研究生可参加全部三项赛事;毕业5年以内的专科生、本科生、硕士研究生可参加创业实践挑战赛。
三、组织形式
参赛者自行组成学科优势互补、专业配备科学、人员结构合理的参赛团队(每队3—8人,特殊团队可超过8人,团队中可吸纳其他学院相关专业成员)。
四、大赛内容
大赛下设第七届大学生创业计划竞赛、创业实践挑战赛和公益创业赛3项赛事。
第七届大学生创业计划竞赛:参加竞赛项目分为已创业与未创业两类;分为农林、畜牧、食品及相关产品,生物医药,化工技术和环境科学,信息技术和电子商务,材料,机械能源,文化创意和服务咨询等7个组别。
实行分类、分组申报,以商业计划书评审、现场答辩等作为参赛项目的主要评价内容。
创业实践挑战赛:拥有或授权拥有产品或服务,并已在工商、民政等政府部门注册登记为企业、个体工商户、民办非企业单位等组织形式,且运营时间在3个月以上的项目,可申报该赛事。
申报不区分具体类别、组别,以经营状况、发展前景等作为参赛项目的主要评价内容。
公益创业赛:拥有较强的公益特征(有效解决社会问题,项目收益主要用于进一步扩大项目的范围、规模或水平)、创业特征(通过商业运作的方式,运用前期的少量资源撬动外界更广大的资源来解决社会问题,并形成可自身维持的商业模式)、实践特征(团队须实践其公益创业计划,形成可衡量的项目成果,部分或完全实现其计划的目标成果)的项目。
申报不区分具体类别、组别,以创办非盈利性质社会组织的计划和实践等作为参赛项目的主要评价内容。
五、时间安排
1、宣传发动阶段(7月14日-8月31日)
学校下发《关于举办齐齐哈尔大学2015年大学生创业大赛的通知》,各学院按照要求及时传达文件精神,积极动员学生参赛,并于8月31日前将参赛预报名表上交到校团委办公室计红老师处。
2、创业知识培训阶段(9月1日—9月30日)
学校将邀请企业人士和专家学者就赛事安排、计划书撰写、市场营销、财务管理等方面对参赛学生进行专题培训(具体培训安排另行通知)。
3、创业计划书撰写阶段(10月1日-11月8日)
各参赛团队要在学习培训和实际调研的基础上,按照要求撰写创业计划书或项目运营报告。
4、院级初评阶段(11月9日-11月15日)
各学院在规定时间内自行组织专家对本学院的参赛作品进行初评,要积极鼓励学生参赛,每个学院上报作品不少于15份(多者不限),参加校级终审决赛。
5、校级终审决赛阶段(11月23日-11月27日)
校团委将邀请专家组成评审团,对参加校级终审决赛的项目进行最终评选,决赛将采取现场答辩的方式(参赛者自备3分钟以内的PPT)分组分类进行评选。
6、表彰奖励阶段:
学校将在第十八届大学生学术科技节闭幕式上,对获奖学生和指导教师进行表彰奖励。
六、工作要求
1、高度重视,加强领导。
各学院要高度重视本次大赛,要将此项工作与当前大学生创新创业工作结合起来,做好安排部署,切实抓好大赛的组织落实工作。
2、广泛动员,积极参与。
各学院要及时传达大赛安排,广泛动员学生积极参与,认真选拔参赛作品,保证参赛项目的数量和质量。
3、加强宣传,营造氛围。
各学院要加大大赛的宣传力度,通过宣传板报、微信微博等新媒体对大赛进行宣传报道,营造浓厚的创新创业氛围。

齐齐哈尔大学2015年大学生创业大赛评分标准
一、第七届大学生创业计划竞赛
创业计划竞赛评分主要侧重以下几个方面:
1、创业机会:项目的产业背景和市场竞争环境;项目的市场机会和有效的市场需求、所面对的目标顾客;项目的独创性、领先性以及实现产业化的途径等。
2、发展战略:项目的商业模式、研发方向、扩张策略,主要合作伙伴与竞争对手等;面临的技术、市场、财务等关键问题,提出合理可行的规避计划。
3、营销策略:结合项目特点制定合适的市场营销策略,包括对自身产品、技术或服务的价格定位、渠道建设、推广策略等。
4、财务管理:股本结构与规模、资金来源与运用;盈利能力分析;风险资金退出策略等。
5、管理团队:管理团队各成员有关的教育和工作背景、成员的分工和互补;公司的组织构架以及领导层成员;创业顾问,主要投资人和持股情况。
二、创业实践挑战赛
创业实践挑战赛评分主要侧重以下几个方面:
1、经营情况:项目的营业收入、收税上缴、现金流入、持续盈利能力、市场份额等情况;主营业务利润、总资产收益、净资产收益、销售收入增长等情况。
2、发展前景:项目的产业背景和市场竞争环境;项目的市场机会和有效的市场需求、所面对的目标顾客;项目的独创性、领先性以及实现产业化的途径等;项目的商业化模式、研发方向、扩张策略,主要合作伙伴与竞争对手等;面临的技术、市场、财务等关键问题,提出合理可行的规避计划。
3、营销策略:结合项目特点制定合适的市场营销策略,包括对自身产品、技术或服务的价格定位、渠道建设、推广策略等。
4、财务管理:股本结构与规模、资金来源与运用;盈利能力分析;风险资金退出策略等。
三、公益创业赛
公益创业赛评分主要侧重以下几个方面:
1、公益性
第一档:对社会问题关注深入,立项所针对问题具体且受到关注较多、亟待解决
第二档:对社会问题有较多关注,立项所针对问题受到关注较多、有解决的必要
第三档:对社会问题了解不多,立项所针对的问题不很清晰或已经得到较好解决
第四档:对社会问题了解和关注不足,立项所针对的问题不清晰或不属于公益范畴
2、创业性
第一档:能够通过具有创新性、普适性、可推广性的商业模式,在消耗资源的同时不断引入大量新资源使项目可自身维持、可持续发展,由此很好地解决瞄准的社会问题
第二档:能够通过创新性的商业模式,在消耗资源的同时不断引入大量新资源使项目可自身维持、可持续发展,由此较好地解决瞄准的社会问题
第三档:能够应用相对少量的启动资源,来撬动社会各界相对大量的资源,并通过商业运作的方式不断引入新资源来解决瞄准的社会问题
第四档:主要依靠本身的资金推进项目,能在一定程度上解决瞄准的社会问题
3、实践性
地结合了人力、资源等实际情况,设定了切实可行的项目进度及目标,有丰富的实践成果
第二档:能够结合人力、资源等实际情况,设定了切实可行的项目进度及目标,有一定的实践成果
第三档:未能充分考虑人力、资源等实际情况,设定的进度及目标较难完成,实践成果较少
