The fumes and gases include those originating from the volatilization, reaction, or oxidation of the materials shown in Section 3, plus those from the base metal and coating, etc., as noted above. Reasonably expected fume constituents produced during arc welding include the oxides of iron, manganese and other metals present in the welding consumable or base metal. The changes may be caused by non-work factors such as smoking, etc. Ni:Long term overexposure to nickel fumes may also cause pulmonary fibrosis and edema.Cr:Chromates may cause ulceration, perforation of the nasal septum, and severe irritation of the bronchial tubes and lungs. Liver damage have also been reported. Chromates contain the hexavalent form ofchromium.Mn:Overexposure to manganese compounds may affect the central nervous system, symptoms of which are languor, sleepiness, muscular weakness, emotional disturbances and spastic gait. The effect ofmanganese on the nervous system is irreversible.Cu:Overexposure to copper fumes may lead to copper poisoning, resulting in hermolytic anemia and liver, kidney and spleen damage.Fe:Inhalation of too much iron oxide fume over a long time can cause siderosis, sometimes called “iron pigmentation” of the lung, which can be seen on a chest x-ray but causes little or no disability. 1 国际上化学品安全数据单的技术及管理要求围绕可持续发展的战略观点,国际上对危险化学品的管理形成了统一的框架,目的是以最大限度减少对健康和环境的负面影响的方式来生产和使用化学品。
1.1 联合国《全球化学品统一分类及标签制度》(GHS)GHS 开展了对国际上不同管理制度下采用的化学品分类和标签制度作全球统一的问题研究,制定化学品的统一分类标准和危险公示制度。
安全数据单提供关于物质的完整信息,用于工作场所的化学品控制管理框架[4]。
1.2 REACH法规在REACH 的法规框架下,安全数据单是物质危害信息传递的主要方式。
REACH 法规的要求之一是“No data, no market ”,欧盟(EU)No453/2010主要是关于安全数据单的要求,有利于化学品安全信息在生产供应链中的传递和交流[5,6]。
欧盟(EU)No830/2015法规对REACH 法规附录Ⅱ中的化学品安全技术说明书的要求进行了修订[7]。
1.3 作业场所安全使用化学品公约国际劳工组织1990年6月在日内瓦举行的第77届会议所0 引言危险化学品是指具有毒害、腐蚀、爆炸、燃烧、助燃等性质,对人体、设施、环境具有危害的剧毒化学品和其他化学品[1]。
在化学品生命周期全过程中,对其操作和使用不当极易造成危险事故、经济损失或环境污染甚至人员伤亡,危险性分类和危险信息公示标签和安全数据单是危险化学品安全管理的重要技术依据。
安全数据单(安全技术说明书,简称SDS)是一份包含化学品名称和制造商信息、化学组成信息、危害信息、急救措施、消防措施、泄漏应急处置、操作和存储、接触控制和个人防护措施、理化特性、稳定性和反应性、毒理学信息、生态学信息、废弃处置、运输信息、法规信息以及其它信息的综合性文件[2]。
SDS 是化学品生产商和销售商向客户提供的有关化学品特征的一份综合性资料[3],因此其技术内容的符合性是化学品安全管理的重要内容。
本文基于对安全数据单各个信息要素内在联系的综合分析,围绕危险信息传达的符合性和操作安全的可行性两个关键点,结合安全数据单不符合信息实例分析,提出了安全数据单的技术符合性要求,以期为危险化学品的生产方、使用方及相关方正确编制和使用安全数据单提供借鉴。
