建立科技成果评价指标体系对科技成果
转化的影响研究

［摘要］本文从科技成果评价指标体系建设入手，剖析科技成果评价指标体系与科学研究的关系，即不仅关系到科学研究能否健康发展，更直接影响到一个国家的科技进步和经济增长的速度。结果表明，建立一个公平、客观、合理、严谨的评价指标体系，不仅能够在前期评估时对整个科技项目做出预判，而且能在科技成果研发成功后，更顺利、更便捷地投入到实际应用中去。

Abstract:This article,from the construction of the evaluation index system of scientific and technological achievements,analyzes the relationship between scientific and technological achievements evaluation index sys?tem and scientific research,which is not only related to the healthy development of scientific research,but also directly affectsthe speed of a country's scientific and technological progress and economic growth.The results demonstrate that the establishment of a fair,objective,reasonable and rigorous evaluation index system,can not only make a prejudgment of the whole scientific and technological project in the early assessment,but can also introduced to the actual application more smoothly and more conveniently after the successful research and de?velopment of the scientific and technological achievements.

1引言
科技成果评价体系是科技管理工作中的一个核心问题，它不仅关系到科学研究能否健康发展，而且直接影响到一个国家的科技进步和经济增长的速度。相对于发达国家在百年前就已经建立的完整科学研究体系，由于我国科技发展的滞后性，科学研究的整体链条不够完善，在科学研究的评价方面有诸多不足之处。作为连接政府科技投入与产出的关键步骤，科技成果评价的重要性显而易见。完善的科技成果评价工作对科技资源合理配置、科技成果产业化有巨大的促进作用。同时，科技成果的有效评价机制也将极大促进科研单位、科研人员的主观能动性，也能最大程度上保证科技资源不流失。因此，无论从任何角度而言，建立合理、公正、客观的科技成果评价指标体系都是极其重要的。
