2015年上海公务员招考报名方式及要求
报考条件
(一)具有中华人民共和国国籍;
(二)18周岁以上，35周岁以下(1977年12月18日至1995年12月18日期间出生)，应届硕士、博士研究生(非在职)年龄可适当放宽到40周岁以下(1972年12月18日以后出生);
(三)拥护中华人民共和国宪法;
(四)具有良好的品行;
(五)具有正常履行职责的身体条件;
(六)具有符合职位要求的工作能力;
(七)具有大学本科以上文化程度，经市公务员主管部门批准的公安、司法系统基层人民警察等部分职位可放宽至大专学历;
(八)具备中央和市公务员主管部门规定的拟任职位所要求的其他资格条件。
招录职位明确要求具有两年以上基层工作经历的(基层工作经历计算方法请查阅《上海市2014年度考试录用公务员政策问答》)，报考人员必须具备相应的基层工作经历。基层工作经历，是指在乡镇街道、垂直管理系统基层单位、企事业单位、村(社区)组织及其他经济组织、社会组织等工作的经历，以及自谋职业、个体经营的经历。曾在军队团和相当团以下单位工作过，也视为基层工作经历。以上基层工作经历计算的截止时间为2013年12月18日。
报考公安、司法系统人民警察职位的人员，须参加并通过公安部、司法部规定的体能测试。
根据公务员法及其有关规定，服务年限满2年(含试用期)但尚在5年服务期内的在职公务员和参照公务员法管理事业单位工作人员报考，须经所在机关(单位)批准同意。
外省市社会人员报考本市公务员，须具有硕士研究生以上学历，且持有上海市居住证一年以上，积分达到标准分值120分以上(具体请浏览政策问答)。
报考乡镇公务员职位的，限具有本市户籍，或者具有硕士研究生以上学历，且持有上海市居住证一年以上、积分达到标准分值120分以上的人员。
有以下情形的人员一律不得报考：曾因犯罪受过刑事处罚的人员和曾被开除公职的人员，在中央及地方公务员招考过程中被认定有舞弊等严重违反录用纪律行为的人员，现役军人、在读的非应届毕业生、服务年限不满2年(含试用期)的公务员和参照公务员法管理单位工作人员、公务员被辞退未满5年的，以及法律规定不得录用为公务员的其他情形的人员。报考考试报名办法

为方便报考人员，市公务员主管部门就报考政策、网上报名操作和考务安排等事宜编制了《上海市2014年度考试录用公务员报考问答》，报考人员可以通过上海市公务员局网站、上海"21世纪人才网"查阅。
本次考试报名采取网络报名的方式进行。笔试报名时间为2013年12月18日0：00至23日18：00，报名网站为上海市公务员局网站、上海"21世纪人才网"。
报考人员根据"招考对象"的要求，选择考试的类别，同时可根据自身情况及拟报考职位的资格条件和专业要求，选择一门专业考试科目，但不涉及具体招录单位和职位。
公安、司法系统基层人民警察政法职位，城管、交通执法基层执法职位，乡镇(街道)定向招录优秀村(居)干部、大学生村官和"三支一扶"人员的职位，以及公安、司法医务类特殊职位和残疾人专项招录职位，实行定向报名。
其中，报考医务类特殊职位和残疾人专项招录职位的人员，根据要求，实行先报职位后考试，考试报名即职位报名。对照招录职位的资格条件和专业要求，由各招录单位对报考者提供的个人报名信息、资料进行资格审查，通过资格审核的人员，方可参加定向招考。
实行告知承诺制。报考人员报名时，须按照公布的报考条件和职位要求，如实填写《上海市2014年度考试录用公务员考试报名信息表》，同时上传本人近期免冠电子照片(近期免冠正面证件照，jpg格式，高度105至210像素内、宽度75至150像素内，大小50KB以下)。报考人员不能用新、旧两个身份证号同时报名，报名与考试时使用的身份证号必须一致。
报考人员应对网上填报的个人信息材料和上传的电子照片负责，对伪造、变造有关证件、材料、信息，骗取考试资格的，将按《公务员录用考试违纪违规行为处理办法(试行)》的有关规定予以处理。
完成网上报名、上传电子照片后可进行网上缴费(报考残疾人专项招录职位无需缴费)。网上缴费的时间是2013年12月18日0：00至23日20：00，缴费成
功的报考人员，请于2014年1月14日9：00至17日18：00在上海市公务员局网站、上海"21世纪人才网"上下载并打印准考证。
拟享受减免有关考务费用的农村特困大学生和城市低保人员，不实行网上缴费。本市报考人员凭街道(乡镇)以上民政部门出具的特困证明(原件)和"社会救助通知书"(复印件)，外省市报考人员凭其家庭所在地的县(区、市)民政部门出具的享受最低生活保障的证明(原件)和低保证(复印件)，农村绝对贫困家庭的报考人员凭其家庭所在地的县(区、市)扶贫办(部门)出具的特困证明(原件)和特困家庭基本情况档案卡(复印件)，在网上完成报名、正确上传照片，并选择申请"拟享受减免有关考务费用"后，凭本人注册编号，于12月23日14：00-16：00到上海市职业能力考试院(徐汇区漕宝路120号内40号楼受理大厅，近桂林路)办理减免手续。
人员也不得报考录用后即构成回避关系的招录职位。

2019国家公务员考试公告问答(一) Q：与往年相比，今年公务员考试的招录呈现哪些特点? 李曼卿：最大的特点是招录人数锐减，和去年2.8万人相比，少招录接近一半，缩减至1.45万人，创近年招录新低。根据国家公务员局官网通报，中央机关及其直属机构2019年度考试录用公务员工作主要有四个特点： 一是突出政治标准。在坚持好干部标准的基础上，把政治标准放在第一位，贯穿招考职位条件设置、资格审查、考试、考察等环节，切实把牢固树立四个意识、坚定四个自信、忠诚干净担当、有理想抱负和家国情怀的优秀人才选拔出来。招录机关在考察过程中，将采取多种形式，全面了解考生的思想、学习、工作、作风表现以及需要回避的情况等，重点了解政治表现和政治倾向，并对档案进行严格审核，重点审核年龄、工龄、党龄、学历、工作经历等内容，严把选人政治关、品行关、廉洁关、能力关。对政治上不合格的，坚决实行一票否决。 二是聚焦精准科学。大力推进分级分类考录，继续对省级以上和市(地)级及以下机构职位分别命制公共科目笔试试题，更好满足不同类别不同层级机关对人才的不同需求。突出对专业能力和素质的测查，对中国银保监会、中国证监会特殊专业职位、公安机关人民警察职位和中共中央对外联络部、外交部、商务部等部门的8个非通用语职位实行2+X 考试模式，即除行政职业能力测验、申论两门公共科目考试外，考生还需要统一参加专业科目考试或外语水平测试，另有41个单位将在面试阶段组织专业能力测试。部分中央机关和直属机构将结合本单位本行业特点自主命制面试试题，进一步提高试题的针对性和实用性。同时，
