全宗卷整理方法及示例云浮市档案局监督指导科2007年9月一个机关、组织或个人在社会活动中形成的档案的有机整体(一个国家机构、社会组织或个人形成的具有有机联系的档案整体)。
苏联对全宗的新解释为“彼此具有历史联系和逻辑联系的交由国家保管的文件综合体”。
这一综合体包括机关(企业、团体、个人)档案全宗、联合全宗、档案汇集、科技文件综合体等。
全宗,法文fonds,最先是法国作为对档案馆内档案分类的原则而应用的,在1841年 4月24日颁布的《各省和各地区档案整理和分类基本条例》中首次提出,后为许多国家采用,逐渐成为国际范围内档案学通用的术语。
fonds一词,原为“基金”、“贮量”、“库藏”等意,用于档案学有时附加限定词,如俄文архивныйфонд(档案全宗)。
中国曾有“档案群”和音译“芬特”等用法,1955年后全国统一改为“全宗”。
在汉语中 ,“宗”本为祖庙、族系以及类别、批量的意思,因而惯称相关事件的一组文书,以至泛称档案,均谓卷宗。
“全宗”的字面意义,就是全部卷宗。
全宗构成条件和立档单位在通常情况下,一个独立从事活动的单位,如一个机关、一个工厂、一个学校所形成的档案应该组成一个全宗;机关内部的组织机构如业务处、科、室所形成的档案则作为相应全宗的组成部分。
形成全宗的机关单位称为“全宗构成者”,在中国又称为“立档单位”。
确定档案全宗划分的界限,即研究拥有档案的机构能否成为一个立档单位,通常被称为全宗构成者的条件,或立档单位的条件。
立档单位的主要标志是它们在工作上、组织上和财务上是否具有一定的独立性。
一般具备下列条件的机构就是立档单位,它所形成的档案即构成全宗:①可以独立行使职权,并能主要以自己的名义单独对外行文;②是一个会计单位或经济核算单位,自己可以编造预算或财务计划;③设有管理人事的机构或人员,并有一定的人事任免权。
上述三个方面往往互相依存,也有时并不完全具备,其中以第一条作为最基本的标志和主要条件。

Suddenly I didn't care that the place wasn't fancy. I was just excited about all the awesome stories waiting to be explored!We ended up having the best time at the library that day. I checked out a book about dinosaurs that looked kind of gross on the outside, but ended up being so cool once I started reading it. That's when I realized that you really can't judge a book by its cover. Or a library, for that matter!Another time, I learned this lesson was when my aunt came to visit from out of town. My aunt Sarah is a huge baseball fan and she always wears baseball caps and jerseys. The first time I saw her, I thought she looked kind of sloppy and weird. But then we started talking and I realized she is actually the coolest person ever! Sarah has been to games all over the country and knows crazy amounts of baseball trivia and statistics. We ended up having so much fun together that week playing catch, watching games on TV, and seeing all her baseball memorabilia.Now whenever I see someone who dresses differently than I'm used to, I try not to make judgments. Like there's this boy in my class, Marcus, who wears ripped jeans, black shirts, andalways has his hair covering his eyes. At first I thought he looked a little scary. But after we got partnered up for a project, I learned that Marcus is actually super funny and friendly. He just likes dressing that way because he's really into rock music. Marcus showed me some of his favorite songs and I ended up loving a lot of them! If I had judged him only by his looks and clothes, I would have missed out on getting to know such a cool person.You can't judge a book by its cover, and you also can't judge a person by how they look on the outside. Looks can be deceiving! Someone might seem boring or strange at first, but then you realize they are actually fascinating. Or a place might seem run-down and gross, but secretly be filled with amazing things once you experience it. That's the lesson I've learned - to always look past the surface and try to see the true beauty or value that might be hidden underneath.So the next time you're about to make assumptions about something or someone based only on their appearance, remember what I've said. Don't judge a book by its cover! Give it a chance and look a little deeper. You might be surprised by all the amazing things you can discover. Like how even an old wrinkly book from the library can contain an incredible, far-offworld and grand adventures for you to explore. 3.3预算定额budget ration以各个分项工程(即在工程实体上可以划分开的)为测定对象,规定消耗在单位工程上的人工(工日)、材料、机械(仪器)台班的数量标准。
