政治时事术语的翻译应当与时俱进

军事外交翻译，作为开展军事外交工作的沟通桥梁，在军事外交工作中发挥着重要作用。

军事外交翻译除了具有一般翻译的共性外，还有其自身的特点，如专业术语多、政治敏感性高、国际影响大等。

正是由于军事外交翻译活动的特殊性，其对军事外交译员的基本素质有一定的要求。

本文基于笔者多年从事军队外训外事翻译的经验，探讨了军事外交译员必须具备的基本素质和应把握的基本原则，旨在提高我国军事外交翻译的质量，促进我国军事外交工作的健康发展。

与其他类翻译不同，军事外交译员往往直接参与军事外交活动，因此必须具备高度的政治觉悟坚定的政治立场，才能确保译文的精确到位。

无论是在外训课堂、军事代表团访问、军队领导人会谈，还是军事谈判的场合，译员都必须了解我军在相关问题，尤其是诸如台海问题、朝鲜核问题、南海问题等涉及国家主权、领土完整、国家利益等敏感问题上的基本立场和谈话口径。

为此，军事外交译员不仅要有高超的语言驾驭能力，同时还应掌握国家的各项方针政策，特别是军事外交政策，紧密跟踪时事动态；必须牢记“军事外交无小事，事事都要讲政治”的要求，做到临场不惊，冷静应对，仔细揣摩说话者的真实意图和政治倾向。

1.1.2专业术语多军事外交翻译也是军事类翻译。

与其它类型的翻译相比，军事外交翻译专业性强、术语多。

由于各国军队编制体制各不相同，采用的术语也千差万别，很多时候翻译无法找到对应的外文说法。

但是翻译此篇新闻时，需要对文中出现的时间做详细的了解，才能更全面地理解上下文的意思，将信息更准确地传达给读者。

以文中出现的两处时间（2003，six-hour）为例：1）The inquiry into the 2003 Iraq war has drawn much heat and analysis as it examines the conflict, its run-up and aftermath.本句中提到了一个时间点，即“2003”，紧接其后的Iraq War很显然与这一时间有着密切关系。

稍微关心政治的译者就会明白此处的时间指的就是2003年，即伊拉克战争开始的时间。

了解了这一时间知识背景，翻译后文第三段再次提到的“the war in 2003”时就不用很生涩地译成“2003年的战争”，而直接译成“2003年伊战”，这样的处理让读者更一目了然。

随着改革开放的不断深入,国际国内形势的变化,对外经济、文化、科技等交流的日益扩大。

结合实践,就边防涉外翻译中如何保持高度的政治敏感性谈几点体会。

一、翻译人员在公安边防涉外事务处理中的重要作用翻译是使用不同语言的人们之间进行沟通的桥梁,是利用一种语言对另一种语言的内容进行准确而又完整地表达。

无论是在融洽的联谊中,还是在严肃的会谈场合。

翻译的人员的作用和地位都是比较突出的。

准确的翻译不仅可以树立良好的大国形象,创造和谐的会谈氛围,更可减少理解上的歧义,确保会谈双方观点的准确表达,确保会谈事项的圆满完成。

“边防无小事,事事通中央”,从一个侧面凸显了翻译人员在边防对外活动中的重要性。

二、涉外性是公安边防部队的三大特性之一,保持高度政治敏感性在公安边防外事工作中具有重要意义我国是以工人阶级为领导的,以工农联盟为基础的人民民主专政的社会主义国家。

因此,我国社会主义的国家性质决定了我国公安机关的性质,即公安机关是国家政权的重要组成部分,是我国人民民主专政的工具。

公安边防机关是公安机关的重要组成部分。

武装性、执法性、涉外行是公安边防机关的三大基本属性。

公安边防机关在边境管理活动中,依据国家的授权,按照我国对外方针、政策以及与有关国家签订的边界(境)制度条约、协议、协定,与有关国家相互合作,打击跨境犯罪,进行边境会谈、会晤,协商处理发生在边境地区的涉及双方安全和利益的边境事务,在诸多方面建立了涉外工作关系,成为我国对外工作的组成部分。
