国家开放大学自2019年起推出了自主组织的统一学位英语考试，通过该考试是成人学生获取学位的必要条件之一。

一、引言自1981年《中华人民共和国学位条例暂行实施办法》和《国务院学位委员会关于审定学位授予单位的原则和办法》实施以来，“学位制度为完善我国高等教育体系，增强高层次人才培养能力，促进学位管理水平提升，加快高等教育发展，促进各学科领域科学研究能力提高，推动国际教育的交流与合作，增强我国综合国力和核心竞争力起到了不可替代的作用”。

学位获取率是衡量高校教学质量的重要标志之一，学生能否获取学位“客观反映了获得者的学习能力水平以及大学人才培养所达到的学术水平，同时对教学质量起到评价和促进作用”。

二、国家开放大学学位英语考试的作用和意义国家开放大学承担着满足人民多样化学习需求、促进教育公平、构建终身教育体系和服务学习型社会的时代使命，它正在新的历史起点上，为适应经济社会发展、教育改革与创新发展和人的全面发展进行着重大战略转型。

2015 年，北京市学位委员会印发《关于批准国家开放大学为学士学位授予单位的通知》（京学位〔2015〕1 号），国家开放大学正式成为学士学位授予单位。
