Having formed self teaching system step by step. China has trained a large number of professional teachers with a certain level of English for China's modernization and social development. With the deepening opening to the outside world, in particular, since China formally joined the WT0, there is an urgent demand for English people, especially those who have a strong English communication skills ,the voice of further improve foreign language teaching quality is rising, deepening reform of the foreign language teaching without delay.2. Foreign language teaching situation and the main problemsAt present, China's primary school, junior school and senior school students are respectively 130 million, 57 million and 10 million. The established foreign language is English, Russian and Japanese. Russian and Japanese are mainly taught in the three Northeastern provinces and Inner Mongolia. There were 350,000 students and 120,000 students to learn Russian and Japanese, all the rest of the secondary school students to learn English. English primary schools were rapidly on the rise, since 1994, increasing more than 1,000,000 students every year. According to incomplete statistics, by 1999, there were about 7,000,000 primary school students learning English in school (an average of 3 hours per week). In addition to the nearly 80,000 ordinary secondary schools to set up foreign language classes (4 to 5 hours per week), there are about 50 by the National Foreign Language School set up foreign language classes (6 to 8 hours per week). Both besides, at present throughout the country all occupation high school, technical school and several thousands technical school are establishing foreign language class. It can be seen that the number of our country middle and primary school students approach 100 millions, can really be termed as "A Great foreign language educates Country".For the past 30 years, our college foreign language teaching achievements areoutstanding. However, based on the strategic requirements, in the new era of personnel training view, China's foreign language teaching there are still deficiencies.First, teaching thinking is lagging behind. For a long time,the purpose of Chinese foreign language teaching is "students have strong reading skills and a certain capability of listening, speaking, writing and translation.” Here, reading ability has been placed in a prominent position, while listening, speaking, writing, translation and other abilities are not attention enough ,witch cause communication skills of students are poor, in turn, affected the reading improvement, which restricted the ability to improve English integrated. So, on the point of view, the teaching ideas have some limitations. Although has played an important role in promoting foreign language teaching, it does not meet the requirements of the community with the development of the times and changes in the international and domestic environment. If continue to adhere to, will definitely lead to a "deaf English" and "dumb English" to produce, so that our talent may lose competition.Second, primary schools, middle schools and collage English teaching is relatively out of touch. So far, English language teaching in schools has not formed a complete system yet. The basic education and higher education English language teaching is separated, each for itself, lack of stage, level and progressive. It does not follow the row of the personal training, lack of an overall plan, caused by repetitive teaching. From primary school to university, students spend a great deal of effort to study English, but still not take a satisfied result. Take long time and poor effects seriously hurt the confidence of students learning English; witch easy for students to have a weary feeling, and the practical level of English ability is difficult to rise.Third, the teaching model is simple and rigid. Despite the "College English syllabus" put forward the demand “self-learning is the root of learning a foreign language”, “Classroom teaching not only expand the language knowledge and improve their language ability, but also help students to develop good study habits, foster self-learning ability.” However, the University English teaching task is relatively heavy, and is written exam-oriented. There are a small number of schools take the CET exam as a goal. Engaged in teaching test, form the situation that teachers talk about knowledge and grammar in class, students learn words outclass. This indoctrination lecture-style let students lack of flexibility, autonomy and consciousness. Caused students too over-reliance to classroom teaching and passive learning, resulting in learning inert.Fourth, the teaching methods are antiquated. Poor teaching conditions, low salaries of teachers, few opportunities to improve and heavy burden, create an issue that the English teachers are instable.3. The foreign language teaching reformForeign language course is a very practical lesson. Facts have proved that China's foreign language teaching in schools has made encouraging progress. After years of practice, foreign language teaching in all over the country has been encouraging trends. Most of the region'sforeign languages classes have liberated the students from stiff memory words, diverse grammar analysis and rigid text translation. The classrooms gradually become to the place that exchange of ideas and emotions between teachers and students.However, due to historical reasons, such as the weak foundation of foreign language teaching in primary and middle schools, the old concept of teaching, the heavy pressure test, makes it difficult for foreign language teaching to get rid of the situation that neglect the ability but take knowledge seriously. Students are not the dominant position of respect and interest in learning and motivation difficult to rise. Overall, the professional teaching standards level of foreign language teachers are low, evaluation of the teaching standard is single, technology and means are backward, language environment is lack. These will definitely lead to the status as Comrade Li pointed out "more time-consuming, less effective". In short, China's foreign language teaching in schools still can not meet the needs ofsocio-economic development. To achieve rapid growth, we need to promote the comprehensive quality of foreign language teaching and to focus on the development of innovative education. The following are some of my point of view about Foreign Language Teaching Reform.3.Change the reading-writing –oriented mode to listening-speaking-oriented mode3.1.1 The demand to improve listening and speaking ability is more urgent than the reading and writing ability.After the accession to the WTO, foreign exchange has been expanded to the entire community. As China's international exchanges become more frequent, the demand for comprehensive ability, especially in listening and speaking are growing fast. It is clear that to meet the needs of society, it is necessary to resolve the current status that the university students generally do not have a strong listening ability. In the training goal, to move the second listening and speaking ability to the first or stand side by side with reading is reasonable.We know that in Japan had been focus on the English reading and writing teaching for a long period of time. However, in the 21st century, in order to adapt to the development of economic and science technology to internationalization and information-based,The Japanese government revised the foreign language education policy,in their new "Essential Englishguide" made clearly“develop the communication skills All-round, emphasize importance of listening and speaking ability. ”And to take measures that add listening and speaking ability test to high school and university entrance examinations and so on.3.1.2 The requirements for communicative capacity.According to the foreign language teaching experts W.M.Rivers and M.S.Temperly statistic,listening takes a proportion as high as 45% in communication activities. No matter the scope or the frequency, the opportunity of listening is higher than reading.Chinese graduates from the University of reflection, no matter in the company's work, news gathering, international conferences, or social exchanges, listening is the first, not read.3.1.3 More difficulties we may encouter in the process of improving listening and speaking in comparison with the the improving of reading and writingAs a foreign language learner, especially in a poor environment to study, listening is often a challenge greater than reading. Listening and speaking are more difficult to master than reading and writing. In a 2004 survey, students believed that the most difficult thing is speaking, about 37.53 percent, while only 12.10 percent of reading, followed by hearing (17.68 percent). That is why the proportion of normal or excellent in written text is much higher than the C grades in oral test in CET-4 and CET-6. Even the young foreign language teachers can be at or above the English-speaking countries of the general level in reading and writing, but it is difficult to achieve the level in listening and speaking.3.1.4 To deal with Several Relations when improving the listening and speaking ability. It should not be take the cost of sacrifice reading and writing to improve the listening and speaking. Propose to strengthen the listening and speaking ability, but by no means neglected or weakened the ability of reading and writing. Only because students are generally weak in listening and speaking ability at present, we place extra emphasis on listening and speaking training to meet the high requirements in social. Obviously, it’s hard to imagine if have no strong reading and writing skills-based, have no vocabulary and grammar basis, one can strong in listening and speaking. Therefore, in order to enhance the listening and speaking ability, we have to promote the reading and writing training, improve and consolidate the listening and speaking by reading and writing.3.2 Transform from the traditional teacher-centered teaching model to the multimedia-based student-centered teaching modelForeign language teaching should make full use of the opportunities provided by the development of the multimedia, network technology. Improve the traditional model to the multimedia-based student-centered teaching model; Transform the single teacher-centered teaching model. University expansion made the pressure of lack of foreign teachers increase. Teacher shortages as a direct result to increase the size of classes, resulting in decreased the efficiency of teaching. The breakthrough to solution this problem is reform the traditional teaching methods, use modern educational technology, implement the Web-based andmulti-media teaching mode. Multi-media teaching can maximize of the personalized learning. Web-based teaching model provide the conditions for the ability cultivation of the listening and speaking. The new teaching model creates conditions for the conversion ofteacher-centered, simple impart language knowledge teaching model to a new type of student-centered teaching model.3.3 Strengthen and promote the exchange of Chinese and foreign language teaching. Since reform and opening up, foreign teachers in China's growing fast and exchange activities between schools are more and more frequent. It also facilitated to China's foreign language teaching and improved the foreign language communication ability of students in a large extent.Conclusion:China’s foreign language teaching has indeed received a remarkable achievement.
