本文结合江西省城乡居民收入差距的实际情况，客观分析城乡居民收入差距

现状，特点，分析影响城乡居民收入差距的因素，在分析各种影响因素对城乡居民收入差距影响程度基础上，针对性地提出政策建议。全文包括三个部分:

第一部分论述了江西省城乡居民收入差距的现状。通过各项收入的增长，工资性收入的增长，经营净收入的增长，转移性收入的增长以及城镇和农村收入对比现状对江西省的城乡收入差距做出现状分析，以根据现状来做出相应的对策。

第二部分根据城乡收入差距现状再次做出对江西省城乡收入差距有影响的相关特点分析，以做出更有效的对策。具体主要通过观测居民收入增加的幅度，收入差距逐步增大的过程，基尼系数下全省收入差距扩大状况，全省不同社区市居民收入差距扩大状况来分析江西省城乡收入差距的特点。

第三部分则是根据上述两个部分来制定出相应的对策来控制和改善江西省城乡收入差距。具体是通过切实搞好社会主义新农村建设，发展农村经济，调整农业内部结构，推进农业产业化发展，加强劳动者素质，加强对贫困地区的扶贫政策，加速推进农村社会保障制度建设，最后从制度上保障农村社会保障制度等方面。

通过对江西省城乡差距的现状，特点进而提出相应的措施，把城乡收入差距控制在合理的范围内具有深远的意义，也是本文的宗旨所在。

In this paper, the actual situation of the urban-rural income gap in Jiangxi

Province, an objective analysis of the urban-rural income gap between the status quo,

features, analysis of the factors that affect the income gap between urban and rural

residents in the analysis of various factors on the degree of influence on the basis of

the income gap between urban and rural residents, the targeted policy

recommendations. The full text includes three parts:

The first part discusses the current situation of the urban-rural income gap in

Jiangxi Province. The growth of income, wage income growth, the growth of

operating net income, transfer income growth and the contrast of urban and rural

income status of the urban-rural income gap in Jiangxi Province to make the status

quo analysis, according to the status quo to make response.

The second part again to make the urban-rural income gap between the status

quo influential characteristics of the urban-rural income gap in Jiangxi Province to

make more effective countermeasures. Specific mainly by the rate of increase of

observed income, gradually increase the income gap, the Gini coefficient, income

disparity in the province to expand conditions, different communities of the province

city residents widening income gap position to analyze the characteristics of

urban-rural income gap in Jiangxi Province

The third part is based on the above two parts to work out appropriate measures

to control and improve the urban-rural income gap in Jiangxi Province. Specific

conscientiously do a good job in the construction of a new socialist countryside, the

development of rural economy, adjusting the internal structure of agriculture, promote

the development of agricultural industrialization, strengthen the quality of workers, to

strengthen pro-poor policies for poverty-stricken areas, to accelerate the rural social

security system, the last from system to protect the rural social security system.

The status quo through the gap between urban and rural areas in Jiangxi Province,

the characteristics and then propose appropriate measures to control within reasonable

limits, the income gap between urban and rural areas have far-reaching significance,

but also where the purposes of this article.

摘 要

近年来，江西省居民收入分配格局发生很大变化，各个群体都获得了由经济快速发展所带来的实惠，居民生活水平显著提高。但由于受经济发展不平衡、市场机制及管理缺陷、再分配调节力度不够等因素影响，居民收入在持续增长的基础上，收人差距也呈扩大态势。居

民收入分配问题，直接影响社会的稳定及和谐社会的建设，必须引起我们的高度重视。

本文首先对江西省收入差距进行重点分析，通过横向及纵向对比具体分析差距。江西省收入分配差距的现状进行分析，追溯江西省收入差距的演变过程，叙述我国收入差距扩大的具体表现，既包括城乡收入差距也包括地区收入差距的表现，然后运用数据表格和统计图形象的说明江西省现阶段的收入分配差距。其次，基于宏观政策的角度，分析我省收入分配差距扩大的原因，从经济发展政策、社会保障制度、教育制度、税收制度和垄断行业的监管等几方面分析我省收入分配差距的成因。再次，借鉴外省政府调节收入差距的政策，总结对我省调节收入差距有参考价值的相关政策，提出调节我省收入差距的合理的政策建议。

摘 要

十一届三中全会以来，江西以改革开放促发展，有力地推动了经济会发展。但与周边兄弟省市相比，江西还是处于相对落后的局面。面对新形势，如何有效发挥江西区域优势，加速在中部地区经济板块中崛起，缩小与发达省份的差距，顺利实现江西经济在新起点上“崛起新跨越”，无疑是摆在我们面前的重大课题。区域经济学立足于区域经济的增长与发展，着眼于区域经济活动在结构、空间和组织上的最优化，着重于对区域经济问题的总体、综合和动态的研究，是实现区域经济可持续发展的有效规律。因此，江西必须以区域经济学为基础，营造良好发展环境，加快基础设施建设，积极调整产业结构，选择培育经济发展极，调整与完善各项政策，积极探索区域经济合作的新模式等，以实现江西的崛起。

Since the Third Plenary Session, Jiangxi in reform and opening up and

development, a strong impetus to the development of economy. However, compared

with neighboring provinces and cities, Jiangxi, or in a relatively backward situation.

Facing the new situation, how to play Jiangxi regional advantages, accelerate the rise

of the middle plate in the regional economy and narrow the gap with the developed

provinces, the smooth realization of a new starting point on the economy in Jiangxi,

城乡收入差距的现状及对策

摘要：改革开放三十年来，中国农村经济社会发生了深刻的变化。从整体上看，农村居民生活水平得到明显的改善，基本上解决了温饱问题，奠定了向小康社会迈进的坚实基础。但同时也应该清醒地看到，城乡收入差距不断扩大的现状必然导致贫富差距两极分化，影响社会稳定。因此，缩小城乡收入差距势在必行。

Abstract：Three decades of reform and opening up, China's rural

economy and society has undergone profound changes. Overall,

the living standards of rural residents are significantly

improved, the problem is basically solved the food and clothing,

to lay a solid foundation for well-off society forward. But

should also clearly see that urban-rural income gap is widening

gap between rich and poor status quo will inevitably lead to

polarization, and affect social stability. Therefore,

narrowing the income gap between urban and rural areas is

imperative.

改革开放以来，中国经济社会发展取得了举世瞩目的辉煌成就，综合国力明显增强。但同时我们也要清醒地看到，经济社会发展中还存在一些不稳定因素。尤其是在收入分配领域，城乡居民收入差距快速扩大，严重影响经济健康发展与和谐社会构建。农民收入长期上不去，不仅影响农民生活水平提高，而且影响粮食生产和农产品供给；

我国城乡收入差距的现状与财政对策

目前，我国城乡收入差距仍然较大，城市居民的收入水平普遍较高，而农村居民则比较低。这种差距主要由以下几个方面造成：

1. 城市经济发展较快，工资、福利待遇比农村高。

2. 城市居民受教育程度普遍较高，知识技能也更为丰富，因而在职业发展、薪资待遇方面优势明显。

3. 城市资源、社会环境优越，生活成本高，农村则反之，因此城市居民的收入水平相对较高。

为了缩小城乡收入差距，我国政府一直在积极推出一系列财政对策，主要包括：

1. 加大对农村基础设施建设的投入，如农村道路、供水、供电等，以提高农村居民生活水平。

2. 改善农村教育、医疗等公共服务，以提高农村居民的综合素质和健康水平。

3. 通过税收政策和转移支付等方式向农村投入资金，提高农民收入水平。例如，实行农村税费优惠政策、实施土地流转政策等。

4. 鼓励农民转移就业到城市工作，以增加他们的收入。

5. 加大对城市低收入人群的救助和社会保障政策，努力提高城市贫困人口的生活水平。

总之，我国城乡收入差距的缩小需要多方面协力，政府的财政对策是其中重要的方法之一。
