关于执行《LSA CODE》修正案有关要求的通知各轮船长:国际海事组织海上安全委员会(MSC)于2011年5月11日至5月20日在其总部伦敦召开了第89次会议,《LSA CODE》修正案MSC.320(89)等决议并规定自2012年7月1日起强制生效。

现就上述修正案的具体情况及执行要求通知如下:MSC.320(89)决议对《LSA CODE》第Ⅳ章“救生艇筏”修改如下:适用范围:所有类型所有尺度船舶救生艇,部分适用于2014年7月1日以后铺设龙骨船舶,部分适用所有建造年份船舶(下面5、6、7点)。

对救生艇释放装置提高要求,主要如下:1、释放装置须在艇完全浮于水上时才能操作打开;或者,如果艇没有到达水面,须通过多个有意的持续的动作(包括解除或绕过为防止意外或过早脱钩而设置的安全联锁)才能打开;2、在船舶横倾至20°和纵倾至10°的情况下,释放装置不能因艇钩组件或操纵装置、控制杆或与其相连接的,或成为其组成部分的软轴的磨损、错位或意外力而导致开启;3、上述1,2 的功能衡准应在该救生艇释放和回收系统核准的从0%至100%的安全工作负荷范围均适用;4、除“对心式”的释放装置外(此种形式是靠救生艇重力保持释放装置锁闭),艇钩组件须设计成在有意通过操纵系统打开钩锁部件前,通过钩锁部件对活动钩体的锁定,并能承受不同条件下的安全工作负荷。

对凸轮轴式(即用凸轮轴对活动钩体的尾部进行直接或间接锁定的)的设计,艇钩组件须在凸轮轴从锁定位置向任意方向转动达45°(或根据设计仅单方向转动达45°)范围内保持关闭并能承受安全工作负荷;5、释放装置应设计成当其完全复位至锁闭位置时,救生艇的重力不应导致任何力传递到操纵机构;6、吊钩锁定装置应设计成不会因活动钩体载荷引起的力而导致开启;7、如设有静水联锁,则其应在救生艇从水中被回收时自动复位;8、释放手柄、软轴或机械操作连接件等所有艇钩部件和救生艇内的艇钩固定结构连接件均应使用耐海洋环境侵蚀的材料而不需要涂覆或镀锌。

艇钩设计和制造公差须考虑使用寿命期间的预期磨损不会对其正常功能产生不利影响。

机械操纵所使用的连接件(如软轴)应进行防水保护使其不暴露在外;9、对静水联锁设计及操纵软轴设计的安全系数作了规定。

三、请船长按收到的附件,对《LSA CODE》2010Edition做好修改,并将修改记录标注在扉页,《LSA CODE》上次的修改记录为MSC.293(87),2012年1月1日生效。

上远船管安监部附:MSC.320(89)RESOLUTION MSC.320(89)(adopted on 20 May 2011)ADOPTION OF AMENDMENTS TO THE INTERNATIONAL LIFE-SAVING APPLIANCE (LSA)CODETHE MARITIME SAFETY COMMITTEE,RECALLING Article 28(b) of the Convention on the International Maritime Organization concerning the functions of the Committee,NOTING resolution MSC.48(66), by which it adopted the International Life-Saving Appliance Code (hereinafter referred to as “the LSA Code”), which has become mandatory under chapter III of the International Convention for the Safety of Life at Sea, 1974 (hereinafter referred to as “the Convention”),NOTING ALSO article VIII(b) and regulation III/3.10 of the Convention concerning the procedure for amending the LSA Code,HAVING CONSIDERED, at its eighty-ninth session, amendments to the LSA Code, proposed and circulated in accordance with article VIII(b)(i) of the Convention,1.ADOPTS, in accordance with article VIII(b)(iv) of the Convention, amendments to the LSACode, the text of which is set out in the Annex to the present resolution;2.DETERMINES, in accordance with article VIII(b)(vi)(2)(bb) of the Convention, that theamendments shall be deemed to have been accepted on 1 July 2012, unless prior to that date, more than one third of the Contracting Governments to the Convention or ContractingGovernments the combined merchant fleets of which constitute not less than 50% of the gross tonnage of the world’s merchant fleet, have notified their objections to the amendments;3.INVITES Contracting Governments to note that, in accordance with article VIII(b)(vii)(2) ofthe Convention, the amendments shall enter into force on 1 January 2013 upon theiracceptance in accordance with paragraph 2 above;4.REQUESTS the Secretary-General, in conformity with article VIII(b)(v) of the Convention,to transmit certified copies of the present resolution and the text of the amendments contained in the Annex to all Contracting Governments to the Convention;5.FURTHER REQUESTS the Secretary-General to transmit copies of this resolution and itsAnnex to Members of the Organization which are not Contracting Governments to theConvention.ANNEXAMENDMENTS TO THE INTERNATIONAL LIFE-SAVING APPLIANCES(LSA) CODECHAPTER IVSURVIVAL CRAFT1 In paragraph 4.4.7.6, the following new subparagraphs .2 to .6 are inserted after the existing subparagraph .1:“.2 notwithstanding subparagraph .7.2 the mechanism shall only open when the release mechanism is operated with the boat fully waterborne or, if the boatis not waterborne, by multiple, deliberate and sustained action which shallinclude the removal or bypassing of safety interlocks designed to preventpremature or inadvertent release;.2.1 the mechanism shall not be able to open due to wear, misalignment and unintended force within the hook assembly or operatingmechanism, control rods or cables as may be connected to, or form partof the hook assembly and with trim of up to 10º and a list of up to 20ºeither way; and.2.2 the functional criteria of 4.4.7.6.2 and 4.4.7.6.2.1 apply for the range of loads, representing 0% to 100% of the safe working load of the lifeboatrelease and retrieval system for which it may be approved;.3 unless a release mechanism is of the load over centre type, which is held fully closed by the weight of the lifeboat, the hook assembly shall bedesigned so that the moveable hook component is kept fully closed by thehook locking parts capable of holding its safe working load under anyoperational conditions until the hook locking part is deliberately caused toopen by means of the operating mechanism. For designs utilizing the tail ofthe movable hook component and cam either directly or indirectly securingthe tail of the movable hook component, the hook assembly shall continue tobe closed and hold its safe working load through rotation of the cam of up to45 degrees in either direction, or 45 degrees in one direction if restricted bydesign, from its locked position;.4 to provide hook stability, the release mechanism shall be designed so that, when it is fully reset in the closed position, the weight of the lifeboat doesnot cause any force to be transmitted to the operating mechanism;.5 locking devices shall be designed so that they can not turn to open due to forces from the hook load; and.6 automatically reset upon lifting the boat from the water.”2 In paragraph 4.4.7.6, the existing subparagraph .2 is replaced by the following:“.7 the mechanism shall have two release capabilities: normal (off-load) release capability and on-load release capability:.7.1 normal (off-load) release capability shall release the lifeboatwhen it is waterborne or when there is no load on the hooks,and not require manualseparation of the lifting ring or shackle from the jaw of thehook; and.7.2 on-load release capability shall release the lifeboat with a loadon the hooks. This release mechanism shall be provided with ahydrostatic interlock unless other means are provided to ensurethat the boat is waterborne before the release mechanism can beactivated. In case of failure or when the boat is not waterborne,there shall be a means to override the hydrostatic interlock orsimilar device to allow emergency release. This interlockoverride capability shall be adequately protected againstaccidental or premature use. Adequate protection shall includespecial mechanical protection not normally required for off-load release, in addition to a danger sign. The protection shallbe deliberately destroyed by applying a suitable minimum force,for instance by breaking a protection glass ortranslucent cover. A label or thin wire seal is not consideredsufficientlyrobust. To prevent a premature on-load release, on-loadoperation of the release mechanism shall require multiple,deliberate and sustained action or actions by the operator;”.3In paragraph 4.4.7.6, the existing subparagraph .3 is renumbered as subparagraph .8 and the words “without excessive force” are replaced by the words “, and any indicators shall not indicate the release mechanism is reset”.4In paragraph 4.4.7.6, the following new subparagraph .9 is inserted after the renumbered subparagraph 8:“.9 all components of the hook unit, release handle unit, control cables or mechanicaloperating links and the fixed structural connections in a lifeboat shallbe of materialcorrosion resistant in the marine environment without the need forcoatings or galvanizing. Design and manufacturing tolerances shall besuch that anticipated wear throughout the service life of the mechanismshall not adversely affect its proper functioning. Mechanical operatinglinks such as control cables shall be waterproof and shall have noexposed or unprotected areas;”.5 In paragraph 4.4.7.6, the existing subparagraphs .4 to .8 are renumbered as subparagraphs .10 to .14, respectively.6In paragraph 4.4.7.6, in the renumbered subparagraph .10, the word “clearly” is replaced by the word “unambiguously”.7In paragraph 4.4.7.6, in the renumbered subparagraph .14, the words “the load-bearing components of the release mechanism and” are added at the beginning and the words “of the release mechanism” are deleted.8In paragraph 4.4.7.6, the following new subparagraphs .15 and .16 are insertedafter the renumbered subparagraph .14:“.15 a hydrostatic interlock shall be designed for a factor of safety of not less than 6 times maximum operating force based on the ultimatestrength of the materials used;.16 the operating cables shall be designed for a factor of safety of not less than 2.5 times maximum operating force based on the ultimate strengthof the materials used; and”.9 In paragraph 4.4.7.6, the existing subparagraph .9 is renumbered as subparagraph .17 and in the renumbered subparagraph .17, the references to paragraphs “4.4.7.6.2.2 and 4.4.7.6.3” are replaced by the references to paragraphs “4.4.7.6.7, 4.4.7.6.8 and 4.4.7.6.15”.10 In paragraph 4.4.7.6, the referenced subparagraph .9 is replaced by .17.海安会MSC.320(89)决议(2011年5月20日通过)通过《国际救生设备(LSA)规则》修正案海上安全委员会,忆及国际海事组织公约第28(b)条关于本委员会的职能,注意到 MSC.48(66)决议通过的《国际救生设备规则》(以下称 “LSA规则 ”),根据《1974年国际海上人命安全公约》(以下称“公约”)第III章规定,已成为强制性要求,还注意到公约第VIII(b)条和第III/3.10条关于修正LSA规则的程序规定,在其[89届]会议上审议了按公约第VIII(b)(i)条提出和分发的LSA规则修正案,1.按公约第VIII(b)(iv)条规定,通过LSA规则的修正案,其文本载于本决议附件;2.VIII(b)(vi)(2)(bb)条规定,决定该修正案于2012年7月1日应视为已被接受,除非在此日期之前,有三分之一以上的本公约缔约国政府或拥有商船合计吨位数不少于世界商船总吨数50%的缔约国政府通报其反对该修正案;3.提请各缔约国政府注意,按公约第VIII(b)(vii)(2)条规定,该修正案在按上述2被接受后,应于2013年1月1日生效;4.要求秘书长按公约第 VIII(b)(v)条规定,将核准无误的本决议及其附件中的修正案文本的副本分发给公约的所有缔约国政府;5.进一步要求秘书长将本决议及其附件的副本分发给非公约缔约国的本组织成员。
