为了纪念钱老,我特意把我去年10月撰写的与他有关的两篇博文找出来这里旧文修订重发。
科技研究的四象限分类:钱学森象限有一种科研,叫“钱学森象限”:国家战略目标导向下的技术开发。
虽然R&D和基础研究有国际标准定义,但是在实践中,科学界关于研究(与发展)的说法,众说纷纭。
有人统计,1972年关于研究(与发展)的说法,计有45种之多。
其中关于基础研究有5种变形的说法,如纯研究(pure)、基础科学(basic)、基本研究(fundamental)、纯粹基础研究(pure basic)、绝对纯粹研究(absolutely pure)。
关于应用研究有32种变形的说法。
[1]以研究目的或意图来划分基础研究、应用研究的做法,很早就遭到了一些学者的批评。
1951年,美国NSF的董事会主席康南特(James B Conant)提出,基础研究和应用研究之间没有明确的界限。
他认为求知的目标与应用的目标之间存在着交叉。
[2]在科技统计中,一些组织和国家建立了自己的分类体系。
英国对研究与发展采取四分类法,即:基础研究、战略性应用研究(strategic applied research)、特定应用研究(specific applied research)和试验开发。
John Irvine和Ben Martin提出,基础研究可以划分为好奇心驱使的研究和战略研究(Strategic research)。
“战略研究是指期望能产生广阔知识基础的基础研究,这些知识基础对解决当前和未来实际难题可以形成背景知识。
