大学生应征入伍的有关政策一、提干政策。
2011年8月总参谋部、总政治部、总后勤部印发的《从大学毕业生士兵中选拨军官暂行办法》,规定凡参加全国普通高等学校招生统一考试,经省招生办公室本科第一批、第二批统一录取且取得全日制本科学历和学士学位的毕业生;也可以是参加全国普通高等学校招生统一考试,经省招生办公室本科第三批录取,取得全日制本科学历和学士学位且服役期间表现特别优秀的毕业生;研究生毕业的,必须是参加全国硕士研究生招生统一考试,取得全日制研究生学历的毕业生。
本科毕业的年龄不超过26周岁(截至当年6月30日,下同),研究生年龄不超过29周岁。
并规定党员、担任班长或副班长、荣立三等功(或军队科技进步三等奖)和“211工程”(即面向21世纪,重点建设100所左右的高等学校和一批重点学科)院校毕业的优先提干。
且对提干计划做了明确,要求军区级单位按照总政提干计划数量150%的比例确定大学毕业生士兵为提干对象进行推荐。
二、考学政策。
在校大学生士兵报考军校,执行普通士兵考学有关政策,年龄放宽1岁。
2011年8月总参谋部、总政治部、总后勤部印发的《从大学毕业生士兵中选拨军官暂行办法》,规定大专毕业生士兵报考军校,安排参加全军统一组织的本科层次招生考试,录取后进入军队院校培训,学制2年,毕业合格的列入年度生长干部毕业学员分配计划。
三、保送入学政策。
《从大学毕业生士兵中选拨军官暂行办法》对大学毕业生士兵保送入学的规定:大学毕业生士兵参加优秀士兵保送入学对象选拔,年龄放宽1岁,同等条件下优先列为优秀士兵保送入学推荐对象,选拔办法按照优秀士兵保送入学有关规定执行。
大学毕业生士兵保送入学对象具有本科以上学历的,安排6个月任职培训;具有专科学历的,安排2年本科层次学历培训。
四、选取士官政策。
2010年6月颁发的《关于加强大学生士兵教育管理和培养使用的意见》和2011年7月新修订颁发的《中国人民解放军士官管理规定》,对大学生士兵在优先选取士官、培养使用、待遇保障等方面进行了细化完善。
今冬征兵11月1日起全面展开根据国务院、中央军委征兵命令,全国2011年冬季征兵工作从11月1日起全面展开。
为搞好今冬征兵工作,地方各级党委、政府和兵役机关,按照国务院、中央军委2011年冬季征兵命令和全国征兵工作电视电话会议要求,认真做好征兵的各项准备工作,广泛深入开展征兵宣传,加强依法服兵役教育,研究制定了一系列政策,为做好今冬征兵工作奠定了基础。
据悉,今冬征兵为鼓励优秀青年参军出台了一些新的政策措施,在征集对象上,优先征集学历高的青年和应届毕业生入伍,优先征集在抢险救灾和灾区恢复重建中表现突出的青年入伍;高校在校学生直接在学校应征入伍,参照高校应届毕业生享受国家学费补偿代偿的优惠政策;高职(专科)翌年毕业生按规定完成专业理论课程学习并取得所需学分的,批准入伍后可提前颁发毕业证书;高中以上文化程度青年均可网上报名应征,兵役机关将及时组织受理。
女兵征集全面实行网上报名。

国防部征兵办公室就2011年冬季征兵政策解答1、国家宪法和法律对公民应征入伍是如何规定的?《中华人民共和国宪法》规定:保卫祖国、抵抗侵略是中华人民共和国每一个公民的神圣职责。
依照法律服兵役和参加民兵组织是中华人民共和国公民的光荣义务。
《中华人民共和国兵役法》规定:中华人民共和国公民,不分民族、种族、职业、家庭出身、宗教信仰和教育程度,都有义务依照本法的规定服兵役。
2、公民应征入伍需要符合哪些政治条件?征集服现役的公民必须热爱中国共产党,热爱社会主义祖国,热爱人民军队,遵纪守法,品德优良,决心为抵抗侵略、保卫祖国、保卫人民的和平劳动而英勇奋斗。
征兵政治审查的内容包括:应征公民的年龄、户籍、职业、政治面貌、宗教信仰、文化程度、现实表现以及家庭主要成员和主要社会关系成员的政治情况等。
3、公民应征入伍要满足哪些基本身体条件?公民应征入伍要符合国防部颁布的《应征公民体格检查标准》和有关规定。
湖南工业大学文件湖工大教字[2011]21号关于做好2012年“专升本”工作的通知各相关单位:根据湖南省教育厅湘教通[2011]461号《关于做好2012年高等学校普通专科毕业生“专升本”工作的通知》,经我校研究决定,2012年继续从高等学校普通专科应届毕业生中选拔优秀学生进入我校本科三年级学习,在我校修满两年(五年制本科修满三年),成绩合格后毕业,获得本科文凭。
为组织好我校2012年的“专升本”学生的选拔工作,现将有关事项通知如下:一、选拔范围及比例选拔范围为全省高等学校(含普通高等学校、独立设置的高职院校、2012年有三年制普通专科毕业生的成人高校)三年制普通专科应届毕业生;推荐参加“专升本”选拔考试的人数比例为各校选拔范围内各专业学生数的20%,选拔录取比例控制在参加选拔考试学生总数的50%以内(按升入的本科专业分别计算)。
二、推荐条件推荐参加“专升本”选拔考试的学生需同时满足以下条件。
各相关单位必须严格按条件、分专业在规定的选拔比例内推荐优秀专科毕业生。
1、德智体全面发展;2、各科成绩平均分进入本专业2012届学生的前20%;3、非英语专业(音、体、美专业除外)学生在校期间(2012年3月底以前)必须获得全国《高等学校英语应用能力考试》(A级)证书或英语四级考试成绩达到426分以上。
4、应征入伍的在校专科生在部队荣获三等功的,退役后办理了复学手续并完成了专科阶段学习、取得《高等学校英语应用能力考试》(A级)证书或英语四级考试成绩达到426分以上的应届毕业生,可免试进入本科阶段学习。
此类学生报名时需提交所在部队颁发的相关嘉奖令或通令的复印件(加盖与原件相符的公章)、勋章及其它相关材料。
三、选拔方式1、有关学校与我校商定“专升本”合作事宜,并正式签订“专升本”合作协议,推荐学校的每个专业限对口我校一个相应的本科专业。
各学校与我校签订“专升本”合作协议时,必须将相应专科专业的教学计划(或培养方案)和教学大纲提交我校审核,专业不相同或不相近的不能对口“专升本”。

一、服务经济转型,明确高等职业教育发展方向1.当前,我国正处于从经济大国向经济强国、人力资源大国向人力资源强国迈进的关键时期。
高等职业教育必须准确把握定位和发展方向,自觉承担起服务经济发展方式转变和现代产业体系建设的时代责任,主动适应区域经济社会发展需要,培养数量充足、结构合理的高端技能型专门人才,在促进就业、改善民生方面以及在全面建设小康社会的历史进程中发挥不可替代的作用。
2.高等职业教育具有高等教育和职业教育双重属性,以培养生产、建设、服务、管理第一线的高端技能型专门人才为主要任务。
按照“到2020年,形成适应经济发展方式转变和产业结构调整要求、体现终身教育理念、中等和高等职业教育协调发展的现代职业教育体系”要求,必须坚持以服务为宗旨、以就业为导向,走产学研结合发展道路的办学方针,以提高质量为核心,以增强特色为重点,以合作办学、合作育人、合作就业、合作发展为主线,创新体制机制,深化教育教学改革,围绕国家现代产业体系建设,服务中国创造战略规划,加强中高职协调,系统培养技能型人才,努力建设中国特色、世界水准的高等职业教育,在现代职业教育体系建设中发挥引领作用。
二、加强政府统筹,建立教育与行业对接协作机制3.各地教育行政部门要积极联合相关部门,将高等职业教育纳入本地经济社会和产业发展规划,统筹区域经济社会发展与高等职业学校布局和发展规模,统筹中等职业教育和高等职业教育协调发展,统筹应用型、复合型、技能型人才培养结构布局,分类指导,支持特色学校和特色专业做优做强。

关于2011年选拔优秀应届毕业生进入本科阶段学习的
实施办法
校内各部门:
根据四川省教育厅川教 [2011]58号文《四川省教育厅关于2011年普通
高等学校选拔优秀专科生进入本科阶段学习的通知》的精神, 经与四川省教育厅
指定的我校2011年度跨校“专升本”对口接收学校四川理工学院、西华大学商
定,特制定我校2011年选拔应届毕业生进入本科阶段学习的实施办法。
一、选拔对象
1.成都纺织高等专科学校全日制普通专科应届毕业生中的优秀学生。
2.凡与西华、理工已设置并招生的本科专业相同或相近的成都纺织高等专
科学校的专科专业都属于两校合作跨校“专升本”的范围。我校各专科专业“专
升本”所对应的本科学校和本科专业见附件。
二、“专升本”学生基本条件
跨校“专升本”学生应是成都纺织高等专科学校全日制普通专科应届毕业学
生中的优秀学生。被选拔学生的基本条件为:
1.在校期间政治思想表现优秀,未受过任何处分;
2. 学习成绩优秀(截止报名时,按学校专业计划进程规定的必修课和限选
课均考核合格);
3.身心健康。
三、“专升本”的人数
根据川教[2011]58号文件精神,我校2011年“专升本” 的人数为我校2011
届普通专科毕业生总数的5%以内,即不超过147人。
四、报名
1.凡符合基本选拔条件且已完清注册手续的2008级普通专科学生均可报
名参加“专升本”选拔。
2.学生必须在5月4日中午12:00前向所在系部提出书面申请,并缴报
名费,经班主任推荐,总支书记和系主任审核同意后,各系于5月4日下午17:

00前以系为单位向教务处报出本系“专升本”报名学生名单。
3.报名考试费标准:80元/生。(由系部统一交财务处代收后转交拟升学校)
4.参加专升本的学生只能按照附件中专科专业和拟升入本科专业对应关系
升入相应学校的相应专业。
5.报名请提供专科生在校期间,在数学建模竞赛、电子设计竞赛、CET-4
合格证书、省计算机二级证书等情况和证书原件以及复印件。
五、“专升本”选拔办法及程序
根据川教〔2011〕58号文件精神,本次“专升本”由我校推荐本校2011届
普通专科毕业生总数的15%以内的学生参加拟升本科院校考试选拔。若报名人数
超过本科院校规定,学校将组织校内选拔。
专升本”选拔考试按本科院校规定执行。

六、录取
本科学校“专升本”录取,根据川教〔2011〕58号文件精神,按本科院校

具体规定执行。经四川省教育厅审批同意录取的专升本学生,在秋季开学后分别
升入西华大学、四川理工学院相应本科专业三年级学习。
根据川教〔2011〕58号文件精神,从今年起,专科应届毕业生“专升本”
录取后由原所在学校颁发专科毕业证书并进行电子注册。凡获得“专升本”资格
的应届专科毕业生在9月15日以后原则上不得放弃“专升本”资格。
“专升本”学生录取后按教育部教学[2002]15号《关于当前加强高等学校
学历证书规范管理的通知》、川教函[2003]216号《四川省教育厅关于进一步规
范高等教育学历证书管理的通知》和2007年教育部《高校学生获得学籍及毕业
证书政策告知》的相关要求,毕业时符合毕业条件的发给毕业证书,且毕业证书
填写为“在本校XX专业专科起点本科学习”,学习时间按升入本科实际时间填写。
符合学校授予学位条件者,授予学士学位。

为加强对专升本工作的领导和指导,确保本次“专升本”的顺利开展,学
校设“专升本工作领导小组”。
