Main objective of this project is to assist the development of the economy of Southern Province by encouraging growth in industries, tourism, fisheries and agriculture. The principal product of the project is Sri Lanka’s first access controlled expressway, connecting Kottawa in Colombo suburbs to Matara in the Southern Province with an access road from the Highway to Galle, which is the capital of Southern Province. Access to the expressway is only through eleven interchanges, which are located at places where expressway crosses major roads/highways. Since this is a massive project in terms of cost and extent of works, the project had initially been divided into two sections for financing purposes.南部运输开发项目有几个组成部分,由亚洲开发银行、日本国际协力银行、NDF、SIDA、斯里兰卡政府融资。
本项目的主要目标是,通过鼓励工业、旅游业、渔业、农业的发展,协助南部省发展经济。
项目的主要产品是斯里兰卡第一条控制使用的高速公路,其连接Colombo郊区的Kottawa和南部省的Matara,进路从公路到南部省的首府加勒。
进入高速公路只需通过十一个交流道,而交流道位于高速公路与干道/公路的交叉口。
因本项目成本和工程量巨大,为融资的目的,初步将其分为两部分。
•JBIC funded section – Kottawa to Kurndugahahetekma 60km•日本国际协力银行融资的部分- Kottawa 到 Kurndugahahetekma 60km•ADB funded Section – Kurundugahahetekma – Matara 60km•亚洲开发银行融资的部分- Kurundugahahetekma – Matara 60kmSince the implementation of project has been delayed, GOSL has decided to advance the implementation of Stage 2 construction by upgrading 2 lane section (from Dodangoda to Matara) to 4 lane, dual carriageway. For ADB funded section, RDA has restructured remaining works in the original contract combined with 4 lane widening works. RDA has re-packaged the restructured works as two separate contracts, North Section & South Section. The original contract with the contractor Kumagai Gumi for ADB funded section has been re-structured by a contract addendum within which the scope has been changed to include only the North Section of the same and to widen the road to accommodate 4 lanes. This re-structured contract for North Section also include Galle Port Access road (excluding pavement and incidental works).In the restructuring process, South Section was omitted from the scope of works of original contract for ADB funded section with Kumagai Gumi, due to inadequate funds under the ADB loan.因项目执行已迟延,斯里兰卡政府决定将两车道路段(自Dodangoda 到Matara)升级为双向四车道,以促进第2阶段的建设。
对亚洲开发银行融资的部分,道路发展局已将原合同的剩余工程,结合四车道拓宽工程进行了调整。
道路发展局已将调整的工程打包为两个独立的合同,北部路段和南部路段。
与承包人Kumagai Gumi之间关于亚洲开发银行融资部分的原始合同已被一个合同附件进行了调整,该附件将范围改为仅包括合同的北部路段,以及拓宽道路以适应四车道。
调整的北部路段合同也包括加勒港进路(不包括铺路和附属工程)。
在调整过程中,南部路段从与Kumagai Gumi之间关于亚洲开发银行融资部分的原始合同工程范围中,予以删除,原因是亚洲开发银行贷款资金不足。
GOSL has make arrangements to obtain funds required for the restructured South Section (from Pinnaduwa to Matara), from a Commercial lender to be engaged under a guarantee from Asian Development Bank斯里兰卡政府已安排从商业贷款人处获取用于调整的南部路段(从 Pinnaduwa 到Matara)的资金,该商业贷款人基于亚洲开发银行的保证而提供贷款。
The JBIC funded section has been divided in to 2 packages and awarded to two international contractors.日本国际协力银行融资的路段分为两个包,并承包给两家国际承包人。
2. Scope of Work工程范围The scope of works in the South Section contract shall include all the civil works and other associated works required to complete the partially completed (under the previous contract) two lane main highway section from Pinnaduwa to Godagama (Matara) as a four lane expressway including interchanges and the Galle Port Access Road in accordance with drawings, Bills of Quantities and Specifications prepared by Halcrow Group in association with Roughton International and Engineering Consultants Limited. Please note that the Original Design for the ‘2 Lane Highway’ was carried out by Wilbur Smith and associate s which includes all the cutting areas and slopes which had been designed originally for 6 Lane construction width. Halcrow Group in association with Roughton International and Engineering Consultants Limited scope is only limited to the design of the 4 Lane Widening Portion. Other associated works include, but not limited to mechanical and electrical installations, road signs and landscaping.南部路段合同工程范围包括完成在先前合同项下完成了一部分的两车道主干公路路段(自Pinnaduwa 到Godagama (Matara))(作为四车道高速公路,包括交流道和加勒港进路)所需的所有土建工程和其他相关工程,该范围系依据Halcrow Group 和Roughton International and Engineering Consultants Limited制作的图纸、数量清单、说明确定。
