The President’s bold plan would tie federal financial aid to the value and opportunity that colleges provide students, encourage innovation and competition, and help Americans manage their existing student debt by allowing everyone to cap monthly payments at 10 percent of their discretionary income. Over the past month, I’ve been visiting towns across America, talking about what our country needs to do to secure a better bargain for the middle class.This week, I met with high school and college students in New York and Pennsylvania to discuss the surest path to the middle class – some form of higher education.But at a moment when a higher education has never been more important, it’s als o never been more expensive. That’s why, over the past four years, we’ve helped make college more affordable for millions of students and families with grants and loans that go farther from before.But students and families and taxpayers cannot just keep subsidizing college costs that keep going up and up. Not when the average student now graduates more than $26,000 in debt.We cannot price the middle class out of a college education. That’s why I proposed major new reforms to make college more affordable and make it easier for folks to pay for their education. First, we’re going to start rating colleges based on opportunity – are they helping students from all kinds of backgrounds succeed, and on outcomes –their value to students and parents. In time, we’l l use those ratings to make sure that the colleges that keep their tuition down are the ones that will see their taxpayer funding go up.Second, we’re going to jumpstart competition between colleges over innovations that help more students graduate in less time, at less cost, while maintaining quality. A number of schools are already testing new approaches, like putting more courses online or basing course credit on competence, not just hours spent in the classroom.And third, we’re going to help more stude nts responsibly manage their debt, by making more of them eligible for a loan repayment program called Pay-As-You-Earn, which caps your loan payments at 10 percent of what you make. And we’ll reach out directly to students to make sure they know that this program exists.These reforms won’t be popular with everybody. Yesterday, we learned that in 2013, our businesses created 2.2 million ne w jobs –including 87,000 last month. Our unemployment rate is the lowest it has been si nce October2008. And across our broader economy, there are signs of progress. Our m anufacturing andhousing sectors are rebounding. Our energy, technology, and auto sect ors are booming. Thanksin part to the reforms in the Affordable Care Act, health care co sts now eat up less of our economy– over the past four years, costs have grown at the sl owest rate on record. And since I tookoffice, we’ve cut our deficits by more than half. Thanks to the hard work and sacrifice of the American people, our economy is growing st ronger. But we know we’ve got more work to do together. Our success as a country dep ends on morethan the success of our broader economy – it depends on the success of th e American people. Itdepends on your ability to make ends meet, provide for your famili es, and, with a little hard work,feel like you can get ahead.So we’ve got to keep our economy growing, and make sure more Americans have theop portunity to share in that growth. We’ve got to keep creating jobs that offer new opportunity,and make sure those jobs offer the wages and benefits that let you rebuild some se curity. We’vegot more kids to educate, and families to get covered with health insurance , and an immigrationsystem to fix. And we’ve got to make sure this recovery leaves no o ne behind.This will be a year of action. I’ll keep doing everything I can to create new jobs and new opportunities for American families – with Congress, on my own, and with everyone willi ng to playtheir part. And that action should begin by extending unemployment insurance for Americanswho were laid off in the recession through no fault of their own. This vital economic lifeline helpspeople support their families while they look for a new job. And it demands responsibility in returnby requiring that they prove they’re actively looking for work. But Republicans in Congress just letthat lifeline expire for 1.3 million Americans. And if this doesn’t get fixed, it will actually hurt about14 million Americans over the cours e of this year. Earlier this week, Democrats and Republicans inthe Senate took the first s teps toward making this right. But Congress needs to finish the job rightaway. More tha n one million Americans across the country will feel a little hope right away.Working folks are looking for the kind of stable, secure jobs that went overseas in the pa st coupledecades. So next week, I’ll join companies and colleges and take action to boos t the high-techmanufacturing that attracts the kind of good new jobs a growing middle cl ass requires.Business owners are ready to play their part and hire more workers. So next week, I’ll b e joined bycollege presidents as we lay out specific steps we can take to help more work ers earn the skills theyneed for today’s new jobs. Later this month I’ll host CEOs at the White House to announcecommitments we’re making to put more of the long-term unem ployed back to work.And at the end of the month, in my State of the Union Address, I will mobilize the countr y aroundthe national mission of making sure our economy offers everyone who works ha rd a fair shot atopportunity and success. So the state of our alliance is strong. I am grateful for the leadership that President Sarkozy has shown. And I very much appreciate the productive way in which he’s organized the G8. I’m confident that as a consequence, we’ll be able to continue to make progress in the coming months on the issues that matter most to the French people and to the American people.
We agreed that we have made progress on our Libya campaign, but that meeting the U.N. mandate of civilian protection cannot be accomplished when Qaddafi remains in Libya directing his forces in acts of aggression against the Libyan people. And we are joined in resolve to finish the job.
All of France is happy to welcome you, sir, and in particular, the people of Normandy that have certainly not forgotten all that they and we owe the Americans. For all of us French men and women, and particularly for the people of Normandy, when the President of the United States is standing on this ground, it is particularly significant, because, sadly, there are many young Americans who gave their lives for us, who rest on Normandy soil. And I think it’s very important to send this message back with you home. As time passes, we have not forgotten the sacrifices you made.

Our top priority as a nation, and my top priority as President, must be doing everything we can to reignite the engine of America’s growth: a rising, thriving middle class.That’s our North Star. That must drive every decision we make.Now, yesterday, we learned that our businesses created 95,000 new jobs last month. That’s about 500,000 new jobs this year, and nearly 6.5 million new jobs over the past three years.But we’ve got more work to do to get the economy growing faster, so that everybody who wants a job can find one. And that means we need fewer self-inflicted wounds from Washington, like theacross-the-board spending cuts that are already hurting many communities – cuts that economists predict will cost our economy hundreds of thousands of jobs this year.If we want to keep rebuilding this economy on a stronger, sturdier foundation for growth – growth that creates good, middle-class jobs – we need to make smarter choices.This week, I’ll send a budget to Congress that will help do just that – a fiscally-responsible blueprint for middle-class jobs and growth.For years, an argument in Washington has raged between reducing our deficits at all costs, and making the investments we need to grow the economy. My budget puts that argument to rest. Because we don’t have to choose between these goals – we can do both. After all, as we saw in the 1990s, nothing reduces deficits faster than a growing economy.My budget will reduce our deficits not with aimless, reckless spending cuts that hurt students and seniors and middle-class families – but through the balanced approach that the American people prefer, and the investments that a growing economy demands.Now, the truth is, our deficits are already shrinking. That’s a fact.I’ve alrea dy signed more than $2.5 trillion in deficit reduction into law, and my budget will reduce our deficits by nearly $2 trillion more, without harming the recovery. That surpasses the goal of $4 trillion in deficit reduction that many economists believe will stabilize our finances.We’ll make the tough reforms required to strengthen Medicare for the future, without undermining the rock-solid guarantee at its core. And we’ll enact commonsense tax reform that includes closing wasteful tax loopholes for the wealthy and well-connected – loopholes like the ones that can allow a billionaire to pay a lower tax rate than his or her secretary.This is the compromise I offered the Speaker of the House at the end of last year. While it’s not my ideal plan to further re duce the deficit, it’s a compromise I’m willing to accept in order to move beyond a cycle of short-term, crisis-driven decision-making, and focus on growing our economy and our middle class forthe long run. It includes ideas many Republicans have said they could accept as well. It’s a way we can make progress together.But deficit reduction cannot come at the cost of economic growth or middle-class security. And it doesn’t have to. My budget will make critical investments to grow the economy, create jobs, and strengthen the middle class.As I said in my State of the Union Address, every day, we should ask ourselves three questions: how do we make America a magnet for good jobs? How do we give our workers the skills they need to do those jobs? And how do we make sure that hard work leads to a decent living?To make America a magnet for good jobs, we’ll invest in high-tech manufacturing and homegrown American energy, put people to work building new roads, bridges, and schools, and cut red tape to help businesses grow.To give workers the skills they need to do those jobs, we’ll invest in education that begins in the earliest years, and job training that better equips workers to compete in a 21st century economy.To make sure hard work is rewarded, we’ll build new ladders of opportunity into the middle class, and focus on revitalizing some of our communities hardest-hit by recession and job loss.All of these investments will help grow the economy and create jobs. None of them will add to the deficit. And I will lay out these priorities in greater detail in the days ahead.It’s a budget that doesn’t spend beyond our means.And it’s a budget that doesn’t make harsh and unnecessary cuts that only serve to slow our economy. We’ll keep our promise to an agi ng generation by shoring up Medicare. And we’ll keep our promise to the next generation by investing in the fundamentals that have always made America strong – manufacturing and innovation, energy and education.Because that’s what it’ll take to make sur e America remains strong in the years ahead – and to leave behind something better for our kids.Thank you.。
