前 言
农田是现代农业发展的基础,是直接生产粮食和重要农产品的依托,保护耕地,建设高标准农田对保障国家粮食安全、确保重要农产品供给、维护社会稳定、促进社会经济可持续发展具有十分重要的战略意义。党中央、国务院高度重视高标准农田建设,在连续多年的中央1号文件及多次政府重要会议的工作报告中均提出要加快推进高标准农田建设。2013年,国家发展改革委会同国土资源部、农业部、财政部、水利部等部门,组织编制了《全国高标准农田建设总体规划》,统筹推进全国高标准农田建设。
《全国高标准农田建设总体规划》提出到2020年全国建成8亿亩高标准农田的目标,其中下达给广西的建设任务是2725万亩,为落实这一任务,进一步提升我区农业综合生产能力,在总结“十二五”期间高标准农田建设经验的基础上,结合我区土地整治、优质高产高糖糖料蔗基地建设、农业综合开发和小型农田水利建设等相关涉农的专项规划,自治区发展改革委组织编制了《广西壮族自治区高标准农田建设“十三五”规划》(以下简称《规划》),提出我区高标准农田建设的指导思想、基本原则、总体目标、建设区域划分、建设内容和工程技术要求,统筹安排“十三五”期间自治区相关部门及各市县的高标准农田建设任务,提出了加强工程监管和后期管护的机制和措施,初步估算了建设总投资,提出了筹集资金的渠道,分析了高标准农田建设的经济效益、社会效益和生态效益,明确了保障规划顺利实施的具体措施。

《规划》是区直有关部门和各市、县(市、区)开展高标准农田建设工作的基本依据。规划基准年为2015年,规划水平年为2020年。

第一章 现状与形势
一、广西概况
广西简称“桂”,地处中国南部,北纬20°54′~26°24′,东经104°26′~112°04′之间,东邻广东,西连云南,西北靠贵州,东北接湖南,南临北部湾与海南隔海相望,西南与越南社会主义共和国毗邻。广西土地总面积23.76万平方公里,居全国各省区市第9位,陆地疆界线长1020公里;海域面积约12.93万平方公里,海岸线长1628.6公里。2015年末全区总人口5518万人。辖14个地级市,111个县(市、区)。
(一)土地资源。广西是传统农业大省(区),根据2016年度土地变更调查成果数据,农用地面积29314.04万亩,占土地总面积82.2%,其中耕地6592.66万亩,永久基本农田5490万亩,基本农田保护率为83.3%。全区耕地按坡度划分:2度以下耕地面积占35.92%,2-6度耕地面积占29.12%,6-15度耕地面积占22.43%,15-25度耕地面积占7.09%,25度以上耕地面积占5.44%。全区建设用地面积1850.58,占土地总面积5.2%;全区未利用地4479.67万亩,占土地总面积12.6%。
(二)自然地理条件。广西全区年平均气温在16.5~23.1℃之间,年平均降雨量1552.0mm,年日照时数1169~2219小时,年平均风速在5.5m/s以上。广西南北地跨6个纬度,东西地形差异很大,表现为盆地大小相杂,山系多呈弧形,层层相套,丘陵错

综,平地多为河流冲积平原和溶蚀平原,石灰岩地层分布广,呈现喀斯特地貌。全区土壤分为7个土纲、10个亚纲、18个土类、34个亚类、109个土属和327个土种,境内分布着红壤、赤红壤、砖红壤、黄泥土、水稻土等主要土壤类型。
(三)水资源状况。广西为全国水资源丰富的省(区)之一。广西河流主要来源于河川径流和入境河流,河川径流包含地表水和地下水排泄量,河川径流与地下水补给量之间存在相互转化的关系。广西全区流域集雨面积在50平方公里以上的河流共计1210条,其中主要河流分属珠江流域西江水系,部分为长江流域洞庭湖水系和桂南直流入海域与百都河红河水系。西江流域主要河流有南盘江、红水河、黔浔江、郁江、柳江、桂江、贺江,西江流域总面积为30.49万平方公里,其中广西境内集水面积共计20.24万平方公里,占广西陆地面积的85.7%,水资源总量约占广西水资源总量的85.5%。湘江和资江地处广西东北部,流入湖南省的洞庭湖,然后汇入长江,属于长江水系,在广西集水面积为8.28平方公里,占广西面积的3.5%,地表水资源总量为2057.33亿立方米,地下水资源总量478.12亿立方米。桂南沿海主要河流有南流江、大风江、钦江、防城河、茅岭江和北仑河。其中最大的河流为南流江,其次为钦江、防城河,北仑河为国际河流。
(四)农业生产概况。2015年广西农林牧渔业总产值4197亿元,其中农业产值2146.37亿元。当年全区农作物总播种面积9202万亩,其中粮食作物播种面积4589万亩(其中早稻播种面积1332.3万亩,晚稻播种面积1421.9万亩,玉米播种面积933.9万
