文章运用文本挖掘方法提炼了中国智能社会治理的核心政策主题,界定了这一政策领域的研究边界,发现智能社会治理概念在内涵和外延两个方面与国际关联领域研究契合度较高。
采用文献计量学的分析方法,展示了中外智能社会治理近20年研究的整体图景、阶段性特征以及异同点:国内对智能社会治理的研究更加关注产业扶持和技术产出,而对社会治理智能化和公共安全智能化关注相对不足;在国外论文出版中国内智能社会治理研究热度高但国际合作较少;智能社会治理研究主题近20年的研究可分为三个阶段,分别是信息技术导向的数字治理时期、技术—制度双向调试的智能治理时期和公共价值导向的智慧治理时期,我国正处于向智能社会治理研究第三阶段迈进的关键期。
未来该主题的研究需强化这一概念框架的包容性,进一步形成人工智能治理嵌入的共识框架,增强学科共振,推进治理导向下的社会系统整合。
