第五章桥梁工程1,本章定额包括围堰筑岛、基础工程、下部构造、上部构造等。
2,本章主体工程中的基础工程、下部构造、上部构造、人行道的定额区分为:(1)基础工程:天然地基上的基础为基础顶面以下;打桩和灌注桩基础为横系梁底面以下或承台顶面以下;沉井基础为井盖顶面以下的全部工程。
(2)下部构造:桥台:指基础顶面或承台顶面以上的全部工程,但不包括桥台上的路面、人行道、栏杆,如U形桥台有两层帽缘石者,第二层以下属桥台,以上属人行道。
桥墩:指基础顶面或承台顶面(柱式墩台为系梁底面)以上、墩帽或盖梁(拱桥为拱座)顶面以下的全部工程。
索塔:塔墩固结的为基础顶面或承台顶面以上至塔顶的全部工程;塔墩分离的为桥面顶部以上至塔顶的全部工程,桥面顶部以下部分按桥墩定额计算。
(3)上部构造:梁、板桥指墩台帽或盖梁顶面以上、拱桥指拱座顶以上两桥背墙前缘之间、人行道梁底面以下(无人行道梁时为第二层缘石顶面以下)的全部工程,但不包括桥面铺装。
(4)人行道及安全带:人行道梁或安全带底面以上(无人行道梁时为第一层缘石底面以上)的全部工程。
3.本章的混凝土工程中,除钢桁架桥、钢吊桥中的桥面系混凝土工程外,均不包括钢筋及预应力系统。
4.本章定额中除轨道铺设、电讯电力线路、场内临时便道、便桥未计入定额外,其余场内需要设置的各种安装设备以及构件运输、平整场地等均摊入定额中,悬拼箱梁还计入了栈桥码头,使用定额时均不得另行计算。
5.定额中除注明者外,均未包括混凝土的拌和和运输,应根据施工组织设计按第三节的相关定额另行计算。
6.定额中混凝土均按露天养生考虑,如采用蒸汽养生时,应从各有关定额中每10m3实体减去人工1.5工日及其他材料费4元,另按蒸汽养生定额计算混凝土的养生费用。
7.定额中混凝土工程均已包括操作范围内的混凝土运输。
现浇混凝土工程的混凝土平均远距超过50m时,可根据施工组织设计的混凝土平均运距,按混凝土运输定额增列混凝土运输。
8.大体积混凝土项目必须采用埋设冷却管来降低混凝土水化热时,可按冷却管定额另行计算。
各省编制办法补充说明规定【汇总学习】河南省(豫交计〔2008〕38号)1、人工单价采用43.89元/工日。
2、规费费率取定为35%,其中:养老保险费20%,失业保险费2%,医疗保险费7 %(含生育保险1%),住房公积金5%,工伤保险费1%。
其他工程费、间接费中的企业管理费、利润和税金均按部颁费率执行。
湖北省(鄂交基[2007]603号)1、人工工日单价的标准为42.98元/工日;2、规费费率标准为38%,计费基数为人工费。
湖南省(湘交造价字[2007]638号)1、人工工资(含机械工)按45.45元/工日;2、费费率取定为40.2%,其中:养老保险费20%,失业保险费2%,医疗保险费8.7 %,住房公积金9%,工伤保险费0.5%。
河北省1、人工费的工日标准全省统一执行46.85元/工日;2、临时设施费,工程投资估算在1亿元以内按《部办法》执行,1亿元以上的取费费率乘0.7的系数;3、主副食运费补贴:为计算方便,平原微丘区综合里程统一按5公里计,山岭重丘区统一按10公里计;4、职工取暖补贴:按《部办法》规定的取费标准,乘0.6系数;5、规费费率取定为:40%;养老保险按20%,失业保险按2%,医疗保险按6.5%,住房公积金按10%,工伤保险按1%,生育保险按0.5%;6、利润:按直接费与间接费之和扣除规费的4%计算。
重庆市(渝交委路〔2008〕31号)1、人工费单价标准:(1)一类地区人工费单价标准为50.39元/工日;(2)二类地区人工费单价标准为43.15元/工日.2、规费费率标准为40.2%,其中:养老保险费20%,失业保险费2%,医疗保险费9.7%,住房公积金7%,工伤保险费1.5%。
广东省(粤交基〔2008〕548号)2、机械(含工程船舶)台班定额中人工工日单价按照生产工人工日单价标准执行,潜水设备人工工日单价全省统一按122.50元/工日执行;3、规费取定为:32.01%;养老、失业、医疗、工伤、生育保险:25.56%,公积金:6.45%。

辽宁省交通运输厅关于印发《辽宁省公路工程造价管理实施细则》的通知正文:----------------------------------------------------------------------------------------------------------------------------------------------------辽宁省交通运输厅关于印发《辽宁省公路工程造价管理实施细则》的通知辽交公水规〔2020〕4号《辽宁省公路工程造价管理实施细则》已于2019年12月30日经厅党组(扩大)会议审议通过,现予以印发,自2020年2月1日起施行,请各单位认真贯彻执行。
辽宁省公路工程造价管理实施细则第一章总则第一条为加强公路工程造价管理,规范造价行为,合理控制建设成本,保障公路工程质量和安全,维护公共利益,根据《公路工程造价管理暂行办法》《辽宁省建设工程造价管理办法》《造价工程师职业资格制度规定》等,制定本实施细则。
第二条在我省行政区域内公路新建、改建、扩建工程(以下简称公路工程)的造价活动,以及从事造价活动的建设、设计、施工、监理、咨询等单位和人员行为管理,适用本实施细则。
本实施细则所称公路工程造价活动,是指公路工程项目从筹建到竣工验收交付使用所需全部费用的确定与控制,包括投资估算、设计概算(含修正概算)、施工图预算(或清单预算)、标底或最高投标限价、合同价、计量与支付、设计变更、竣工决算等费用的确定与控制,以及市场行为监管等公路工程造价全过程管理活动。
第三条公路工程造价活动应当遵循客观科学、公平合理、诚实信用、降本增效的原则。
第二章管理职责第四条省交通运输厅负责全省公路工程造价活动的监督管理。
辽宁省交通运输事务服务中心为全省公路工程造价活动监督管理提供技术支持和服务保障。
(一)贯彻执行国家公路工程造价管理有关法律法规和政策制度,制定公路工程造价管理政策、制度,编制发布公路工程补充定额及相关计价依据,并监督实施;(二)负责全省公路工程造价管理监督指导工作,组织公路工程造价仲裁和投诉举报调查处理;(三)负责权限内高速公路和普通国省干线公路工程项目的估算、概算、预算、决算以及设计变更造价文件的审查审批;(四)负责发布公路工程材料市场价格信息和工程造价相关指数、指标等造价依据;(五)负责公路工程造价从业单位信用评价,组织公路工程造价从业人员培训考试、执业资格注册、继续教育和信用管理等工作;(六)负责公路工程造价管理信息化建设,建立省级公路工程造价信息平台;组织开展公路工程造价有关科研攻关和学术交流。
辽宁省交通运输厅文件辽交公水发〔2019〕183号辽宁省交通运输厅关于发布公路工程综合人工工日单价及有关补充规定的通知各市交通运输局,省事业发展中心、事务服务中心,省交投集团:根据交通运输部2018年第86号公告发布的《公路工程建设项目投资估算编制办法》(JTG 3820-2018)《公路工程建设项目概算预算编制办法》(JTG 3830-2018)及《公路工程估算指标》(JTG/T 3821-2018)《公路工程概算定额》(JTG/T 3831-2018)《公路工程预算定额》(JTG/T 3832-2018)《公路工程机械台班- 1 -费用定额》(JTG/T 3833-2018)及有关文件要求,结合我省公路工程建设项目实际情况,省厅制定有关规定与上述标准配套使用,请遵照执行。
一、我省公路工程建设项目估算、概算、预算采用统一的综合人工工日单价105.08元/工日。
综合人工工日单价仅作为估算、概算、预算编制依据,不作为施工企业实发工资依据,并将根据国家及我省人工工资政策变化适时调整。
二、我省公路工程建设项目建筑安装工程费规费以各类工程的人工费之和为基数,综合养老保险费、失业保险费、医疗保险费、工伤保险费、住房公积金的费率为36.1%。
该费率仅作为估算、概算、预算编制依据,不作为施工企业实际交纳依据,并将根据国家及我省相关政策变化适时调整。
三、自2019年5月1日起,我省公路工程建设项目估算、概算、预算均按该综合人工工日单价及有关补充规定执行。
2019年5月1日前已批复公路工程建设项目的估算、概算、预算不再调整。
《关于调整我省公路建设项目概算和预算编制人工费单价的通知》(辽交建发[2011]159号)和《辽宁省公路工程营业税改征增值税计价依据调整方案》 (辽交造价发〔2016〕261号)同时废止。
请各有关单位注意在实践中总结经验,及时将发现的问题- 2 -和修改建议函告辽宁省交通运输事务服务中心造价服务部(地址:辽宁省沈阳市和平区十三纬路18甲2号,邮编:110003)。
总说明一、《公路工程预算定额》(以下简称本定额)是全国公路专业定额。
它是编制施工图预算的依据;也是编制工程概算定额(指标)的基础,适用于公路基本建设新建、改建工程,不适用于独立核算执行产品出厂价格的构件厂生产的构配件。
对于公路养护的大、中修工程,可参考使用。
二、本定额是以人工、材料、机械台班消耗量表现的工程预算定额。
编制预算时,其人工费、材料费、机械使用费,应按《公路基本建设工程概算、预算编制办法》的规定计算。
三、本定额包括路基工程、路面工程、隧道工程、桥涵工程、防护工程、交通工程及沿线设施、临时工程、材料采集及加工、材料运输共九章及附录。
四、本定额是按照合理的施工组织和一般正常的施工条件编制的。
定额中所采用的施工方法和工程质量标准,是根据国家现行的公路工程施工技术及验收规范、质量评定标准及安全操作规程取定的,除定额中规定允许换算者外,均不得因具体工程的施工组织、操作方法和材料消耗与定额规定不同而变更定额。
五、本定额除潜水工作每工日六小时,隧道工作每工日七小时外,其余均按每工日八小时计算。
六、定额中的工程内容,均包括定额项目的全部施工过程。
定额内除扼要说明施工的主要操作工序外,均包括准备与结束、场内操作范围内的水平与垂直运输、材料工地小搬运、辅助和零星用工、工具及机械小修、场地清理等工程内容。
七、本定额中的材料消耗量系按现行材料标准的合格料和标准规格料计算的。
定额内材料、成品、半成品均已包括场内运输及操作损耗,编制预算时,不得另行增加。
其场外运输损耗、仓库保管损耗应在材料预算价格内考虑。
八、本定额中周转性的材料、模板、支撑、脚手杆、脚手板和挡土板等的数量,已考虑了材料的正常周转次数并计入定额内。
其中就地浇筑钢筋混凝土梁用的支架及拱圈用的拱盔、支架,如确因施工安排达不到规定的周转次数时,可根据具体情况进行换算并按规定计算回收,其余工程一般不予抽换。
九、定额中列有的混凝土、砂浆的强度等级和用量,其材料用量已按附录中配合比表规定的数量列入定额,不得重算。

辽交造价发〔2017〕5号公路局、造价中心,省交投集团、新发展集团、沈阳市公路规划设计院:为补充完善我省公路工程计价标准体系,加强公路工程造价管理,按照交通运输部《公路工程造价管理暂行办法》的相关要求,省厅组织编制了《辽宁省2016年公路工程补充定额》(试用版),现印发给你们。
请各单位结合实际情况,组织试用,验证补充定额的合理性、适用性,试用期为一年。
