Reporter: There are many foreign employees of Hong Kong SAR and Macao SAR residents in many foreign financial institutes. The education of their children is an important concern for them. Is there any preferential policy of the Shenzhen Municipal Government regarding this?

Reporter: Preferential taxation policy is one of the most important parts of the Shenzhen municipal government’s policy regarding foreign investment attraction. As to the banking sector, is there any preferential taxation on foreign investment? If your answer is yes, can you also give us a brief introduction.

Over the long term, China will continue with economic reforms to make its economy more efficient and open to the international market. Right now, china’s system of trade subsidies and the inconvertibility of China’s currency tend to restrict the development of foreign trade and investment in China.

The main problem is the inconvertibility of China’s currency. This is very difficult for joint ventures to balance their foreign exchange income and expenditures, particularly high-technology joint ventures that need to spend foreign exchange to import most of their parts and components. If the joint ventures sell its products in China, it can only earn RMB, which cannot be easily converted into foreign exchange. As a result, many foreign companies are unable to set up the high-tech joint ventures that the Chinese government wants.

A second problem is the lack of transparency in China’s investment regulations and a lack of consistency in the implementation of these regulations. This creates uncertainty for foreign companies about China’s investment environment and therefore also discourages investment. If these two problems could be improved, investment from foreign companies would certainly increase.

Holiday tourism in China is a big moneymaking business. The total income from entrance tickets alone at 100 major tourist spots could hit about 380 million yuan. These places of interests include the Great Wall in Beijing, Mount Tai in Shangdong Province, and the Potala Palace in the Tibet Autonomous Region.// However, people’s enthusiasm for sightseeing seems to cool down, and tourism is not the top holiday program of entertainment. A recent survey showed that only 14.8 percent among some 7,100 respondents might go on a tour during the holiday.// Unmanageable crowd of people at some tourism spots and poor services of the travel agencies are the major reasons for the declining interest in tourism. If the service industry stays at such a low level, it’s impossible for the holiday economy to mature. // recently, most customer complaint calls have been associated with bad service. Meanwhile, experts have warned that tourist-saturated holidays could prove disastrous for cultural and natural sites.

As often as you might have seen it on TV or in a movie, there’s nothing that prepares you for that first sight of Las Vegas, which is true original with nothing like it in America or in the world. Once you get to Vegas, you’ll want to come back again, maybe only to make sure you didn’t dream it all.// Las Vegas can be whatever a visitor wants, and for a few days, you can be whatever you want, rising at noon, gorging in endless amounts of rice food at 3 am, and watching your money grow or shrink. After a while, it will all seem pretty normal to you, for Vegas is about fun. So why not go and have some?//

Gambling is the main attraction of Las Vegas and the rest is so much window dressing to lure you and your money to the city. Unfortunately, the days of an inexpensive Las Vegas vacation are gone. Though the cheap buffets still exist, as do some cut-rate rooms, remember, you can only get what you pay for. // In its own way, Vegas is every bit as amazing as the nearby Grand Canyon, and every bit as much as a must-see; it’s one of the Seven Wonders of the Artificial World. It’s awfully wonderful and everyone should experience it at least once. People can love it, or loathe it, or both, and that’s how people feel about Vegas.

Our aim is not to devise a mechanism which can perform a thousand different actions of any individual man but, on the contrary, one which could by a single action replace a thousand men. Industrial automation has moved along three lines. First there is the conveyor belt system of continuous production whereby separate operations are linked into a single sequence. The goods produced by this well-established method are untouched by the worker, and the machine replaces both unskilled and semiskilled. Secondly, there is automation with feedback control of the quality of the product: here mechanisms are built into the system which can compare the output with a norm, that is, the actual product with what it is supposed to be, and then correct any shortcomings. The entire cycle of operations dispenses with human control except in so far as monitors are concerned. One or two examples of this type of automation will illustrate its immense possibilities. There is a factory in the U.S.A. which makes 1,000 million electric light bulbs a year, and the factory employs three hundred people. If the preautomation techniques were to be employed, the labour force required would leap to 25,000. A motor manufacturing company with 45,000 spare parts regulates their entire supply entirely by computer. Computers can be entrusted with most of the supervision of industrial installations, such as chemical plants or oil refineries. Thirdly, there is computer automation, for banks, accounting departments, insurance companies and the like. In contrast, Americans usually act with the get-down-to-business-first mentality. Second, the decision-making process of Chinese companies is generally slow and time-consuming. This is because most Chinese companies keep to the “bottom-up, then top-down and then bottom-up” decision-making principle which involves many people at different levels. American companies, on the other hand, usually operate with quick decisions made by the top management. It was created by a fellow named Stewart Brand not far from here in Menlo Park, and he brought it to life with his poetic touch. This was in the late 1960′s, before personal computers and desktop publishing, so it was all made with typewriters, scissors, and Polaroid cameras. It was sort of like Google in paperback form, 35 years before Google came along: it was idealistic, and overflowing with neat tools and great notions. Stewart and his team put out several issues of The Whole Earth Catalog, and then when it had run its course, they put out a final issue. It was the mid-1970s, and I was your age. On the back cover of their final issue was a photograph of an early morning country road, the kind you might find yourself hitchhiking on if you were so adventurous. Beneath it we re the words: “Stay Hungry. Stay Foolish.” It was their farewell message as they signed off. Stay Hungry. Stay Foolish. And I have always wished that for myself.
