ECS is divided into two subsystems: European Credit Transfer System (ECTS) and European Credit System for Vocational Education and Training (ECVET). A comparison of the two subsystems indicates that despite their different application orientations, they have in common the core values of ECS, mainly highlighting learning outcomes with emphasis on the learner-centered concept, establishing a qualifications framework for lifelong learning in accordance with the learning needs of lifelong learners, and assuring quality to improve quality transparency and recognition between institutions. With Carnegie Mellon University's Open Learning Initiative (OLI) as an example, the article first analyzes the application of OER to meeting the learning needs of individual learners as well as OER’s design and application models and features. It is argued that OER online courses can contribute to traditional classroom teaching and reshape the instructional model of higher education. The importance of teachers is also highlighted in OLI, in particular in terms of their facilitating roles in online courses. Adopting the research instrument of semi-structured, in-depth interview, this study reports on the causes for dropouts from an open and distance English programme. The subjects of the study were dropouts in six metropolitan radio and TV universities in Guangdong Province, South China, who enrolled on the English programme in Spring, 2010. Research findings indicate that the main causes for dropout included negative affective presence, insufficient socio-affective interaction, and competing demands of work and study. The questionnaire used was based on Ikujiro Nonaka's SECI model of knowledge conversion. An analysis was made of the status quo of knowledge acquisition, knowledge storage, knowledge sharing, and knowledge application in the self-directed e-learning environment from the perspective of knowledge management. Informed by the survey findings, fourproposals are put forward to create a self-directed e-learning environment. This paper reports on a computer-assisted telephone interview survey on the learning needs of residents in Fuzhou, the capital city of Fujian Province, Southeast China. As is evident from the survey results, the interviewees express a desire for learning, with the majority willing to participate in community education. According to the survey results, the primary reason for community education is ‘for better life quality’, and the interviewees are interested in a wide range of subjects, in particular those related to their hobbies and interests. They prefer to study on their own or attend face-to-face lectures, with home as their first choice for the learning place.
