PSC检查时关于MLC的典型滞留性缺陷

1. 雇用未满16周岁的船员；

2. 雇用未成年人，夜间工作或从事的工作可能危及其健康或安全；

3. 船上配员不足（计算要除去未成年海员数目）；

4. 其他违反基本权利的情况（如以种族、性别或是否参加工会活动为标准安排不符要求的住宿）；

5. 屡次发生海员无有效证书证明其身体健康；

6. 同一船上有多名海员未持有有效的上船协议或者上船协议里包含违反海员权利的条款；

7. 船员工作时间大于规定的最长时间或者休息时间少于规定的最短时间；

8. 必要的通风、空调或取暖设施无法正常工作；

9. 住宿、膳食以及卫生设施不清洁或者相关设备缺失、故障；

10. 食品和饮用水在质量和数量上无法满足预定航期的需要；

11. 医学指南、医药箱等医疗设备需要的时候，船上却没有配备

12. 从事国际航行、航程在3天以上、载有100人及以上的客船未配备医生，或其他船舶无负责医疗的海员在船；

13. 连续拖欠海员工资或在重要时期拖欠海员工作，伪造工资账户，存在多于一套的工资账户。

澳大利亚最新PSC检查滞留缺陷

1～7月份，澳大利亚港口当局累计检查船舶2816艘次，滞留船舶172艘次，滞留率2.95%；船舶累计滞留缺陷320条，平均1.86条/艘次。滞留10艘次以上的港口分别为：Newcastle，NSW，21艘次；Melbourne，VIC，18艘次；Kwinana, WA，17艘次；Dampier，WA，16艘次；Brisbane，QLD，10艘次；Gladstone, QLD，10艘次。

01. 证书和文件中012船员证书(Crew-Certificates)缺陷总数5条。其中01209-船舶最低配员2条；01201-船员证书2条，01214-船旗国签注1条。 ◎提示：船长应定期整理各类证书，关注证书的完整性和有效性，缺失的及时申请岸基支持，关注船员证书的船旗国签注及本人签字。

02. 结构状况(Structural Conditions)缺陷11条，其中船体及甲板裂纹缺陷5条，船体及舱壁锈蚀3条，舵机缺陷2条，水密门缺陷1条。 ◎提示：船舶应按相关体系或管理规范要求加强船舶和设备的维护保养，船体破损时应及时申请进厂修复及船级社检验，并确保船舶适航性要求。

03. 水/水密情况(Water/Weathertight conditions)缺陷18条，其中03104-货舱及其他舱口缺陷3条，03105-舱盖(舱口及可移动舱盖及帆布)3条，03108-通风筒/风管和围板11条，03112-泄水口、排水孔及进水孔1条。 ◎提示：大副应组织人员定期检查全船开口的风雨密状况，及时更换老化密封条，定期检查全船通风筒及围板是否有破损、铆钉脱落或锈蚀脏污等情况，发现异常及时纠正。

04. 应急系统(Emergency System)缺陷11条，其中04102-应急消防泵7条，04114-应急发电机4条。

◎提示：应急消防泵及应急发电机方面的严重缺陷时PSC检查滞留项目，船舶应加强应急系统的维护保养，定期测试，确保设备随时可用。

船长常见缺陷

1《油污应急计划》中的港口主管机关地址与电话号码应保持最新，必须及时从INTERNET上更新。（可从代理处索取，一般每年11月更新一次）。对油污应急计划内容要熟练掌握，要能对答如流。防污器材与应急计划手册中不符，油污应急计划中的应变表不是最新的。油污应急计划培训应有记录。油污应急计划变更页上没有及时记录，油污应急计划无船级社盖章。溢油间去油剂必须配备200L，SOEPP附图没有插入后面的空白页内，油污应急计划中未记录INCHON港主管机关电话号码。

2．船舶证书复印件应张贴于生活区。IOPP证书附件中2.3.3项“有报警和手动停止装置”，但船上没有配备手动装置。IOPP证书应有修改的油柜清单，并经船级社签署。污油柜容积没有记录在IOPP证书上，IOPP证书上油水分离器应符合公约EPC60（33），但属于A393（X），要求通知船检。

IOPP证书上焚烧炉焚烧单位应为升;

IOPP附加项中污水舱不符和要求；特别检查项目报告文件不符和要求，油水分离器不是自动停止设备，CCS的IOPP证书中未标明船上已有报警和自动停止装置的15PPM滤油设备。IOPP证书上填写的舱容积与实际不相符合。

3.安全设备证书：最后一页应标明哪一个艇为救助艇。第二页：若有免除证书应附在证书后面，如：秦海轮有两项免除：一项为货舱固定灭火系统免除证书，另一项为：DF免除证书。安全设备证书内救生筏载乘总人数为25人应改为50人，起货设备年检过期。船舶安全设备证书与载重线证书上的船长不一样。设备安全证书记载的救生衣数量比实际数量多;

救生筏检验到期；设备安全证书8.2项与实际不符；安全设备证书附录E表3未显示GMDSS VHF的手动

设施；货舱安全设备证书和无线电安全证书不符合SOLAS要求。安全构造证书附页免除证书实施栏标记不正确。
