因为客人一般是月结或者半年跟UPS结算一次的,UPS会给客人一张BILLING,这张BILLING只有客人签字钱才能从他的银行或者信用卡里扣掉. 而且要命的是在美国任何人可以随便在网上申请UPS帐号,UPS的客服中心他们根本无法核实帐号的真假,就算是真的,客人不签字,拒付,那UPS就会找SHIPPER(发货人来收钱了).UPS国际快件服务运单的背面通常都是如下条款：1、寄件人在使用UPS快件服务前，请务必清楚理解UPS运单背面的有关UPS快件的条款。

4、UPS国际快件运费到付(包括第三方付款)条款非常重要，敬请注意。

1)选择UPS国际快件运费到付方式，收件人或第三方拒付运费的风险自始至终均由发件人承担。

2)选择UPS到付服务前须如实向收件人及承运人提供托运货物的详细情况，并保证收件人会支付运费。

承运人将不会过问发件人与收件人之间的关系或约定。

若收件人拒付运费，承运人将直接向发件人收取运费。

3)到付运费由收件人按照目的地UPS的到付价格支付。

若收件人拒付运费，则由发件人按照寄件地UPS的预付公布价全额支付运费(不享受预付折扣)。

若收件人同时拒付进口关税等其它相关费用，则同样由发件人支付。

4)发件人若选择第三方付款方式，需在运单的“PAYMENT OF CHARGES”一栏填写第三方付款公司名、帐号及国家名。

并承担由于帐号失效或关闭所产生的所有连带责任，包括支付运费。

5)国外UPS一般实行信用期赊销结帐方式，故收件人签收快件并不代表其已同意支付运费而不会产生拒付运费的行为，而且拒付行为一般都在收件人信用期满后才可确认，信息反馈也需要一定的时间。

因此，承运人有权在自发件日起六个月(180天)内通知发件人运费被拒付的信息并要求发件人支付运费(一般情况下，最快的信息反馈是在快件出口日起90天后)。

联邦快递服务协议书甲方（客户）：_________________乙方（服务提供方）：联邦快递公司鉴于甲方希望使用乙方提供的快递服务，而乙方愿意按照本协议的条款和条件提供此类服务，双方经协商一致，特订立本服务协议书。

第一条服务内容1.1 乙方同意根据本协议的条款和条件，为甲方提供快递服务，包括但不限于货物的收寄、运输、派送等。

1.2 甲方应确保所寄物品符合国家法律法规及乙方的相关规定。

第二条服务费用2.1 甲方应按照乙方公布的费率标准支付服务费用。

2.2 乙方有权根据市场情况调整服务费率，调整前应提前通知甲方。

第三条服务期限3.1 本协议自双方签字盖章之日起生效，有效期为一年，除非双方另有书面约定。

3.2 协议期满前，任何一方均可提出续约或终止协议。

第四条甲方的权利和义务4.1 甲方有权要求乙方按照约定的时间和方式提供服务。

4.2 甲方应按时支付服务费用，并保证所提供的信息真实、准确。

第五条乙方的权利和义务5.1 乙方有权根据本协议收取服务费用。

5.2 乙方应保证提供安全、准时、高效的快递服务。

第六条违约责任6.1 如甲方未按时支付服务费用，乙方有权暂停服务，并要求甲方支付违约金。

6.2 如乙方未能按照约定提供服务，甲方有权要求赔偿。

第七条争议解决7.1 本协议项下的任何争议，双方应首先通过友好协商解决。

7.2 如协商不成，任何一方均可向乙方所在地的人民法院提起诉讼。

第八条其他8.1 本协议的修改和补充应以书面形式进行，经双方签字盖章后生效。

8.2 本协议未尽事宜，双方可另行协商确定。

本协议一式两份，甲乙双方各执一份，具有同等法律效力。
