launch ed this catara ct of horror s upon mankin d.And then my mind goes back across the yearsto the days when the Russia n armies were our Al- lies agains t the same deadly foe，when they fought with so much valorand consta ncy and helped to gain a victor y，from all sharein which，alas，they were，throug h no faultof ours，utterl y cut off.I have livedthroug h all this and you will par-don me if I expres s my feelin gs and me stir of old memori es.But now I have to declar e the decisi on of His Majest y's Govern ment，and I feel sure it is decisi on in whichthe greatDomini ons will，in due
