三、命题的基本原则（一）科学性原则。
保证试题有较高的效度与信度。
试题结构、选材、题目表述、问题设置等尽量做到科学、合理、规范。
（二）导向性原则。
正确发挥考试的导向功能，坚持以学生发展为中心，有利于引导教师改进教学方法，引导学生学会学习。
（三）基础性原则。
面向全体学生，充分考虑到各个层面学生的水平状况，合理安排试题的难易比例。
以考查基础知识和基本技能为主，杜绝偏题、怪题。
（四）人文与创新性原则。
试题内容追求学科教育价值，渗透人文思想，贴近学生生活，鼓励学生创新思维。
四、考试范围与内容要求以教育部制定的《义务教育英语课程标准》(2011年版)规定的五级要求为标准，内容覆盖本届学生七至九年级所用的人民教育出版社出版的义务教育课程标准实验教科书《英语》（新目标）七年级（上、下册）、八年级（上、下册）、九年级全册及外语教学与研究出版社出版的（新标准）《英语》教材七年级、八年级、九年级的上、下册。
五、考试形式与时间考试采取闭卷考试的形式。
考试时间为120分钟（含听力考试20分钟）。
六、试卷结构试卷包括第I卷、第II卷和答题卡三个部分。
考生须将试卷所有答案填涂或写在答题卡上。
全卷共七大题，共90小题左右。
