Portaria n.º 271, de 21 de junho de 2011O PRESIDENTE DO INSTITUTO NACIONAL DE METROLOGIA, NORMALIZAÇÃO E QUALIDADE INDUSTRIAL - INMETRO, em exercício, no uso de suas atribuições, conferidas no § 3º do artigo 4º da Lei n.º 5.966, de 11 de dezembro de 1973, no inciso I do artigo 3º da Lei n.º 9.933, de 20 de dezembro de 1999, e no inciso V do artigo 18 da Estrutura Regimental da Autarquia, aprovada pelo Decreto n° 6.275, de 28 de novembro de 2007;Considerando a alínea f do subitem 4.2 do Termo de Referência do Sistema Brasileiro de Avaliação da Conformidade, aprovado pela Resolução Conmetro nº 04, de 02 de dezembro de 2002, que atribui ao Inmetro a competência para estabelecer as diretrizes e critérios para a atividade de avaliação da conformidade;Considerando o artigo 1º da Resolução Conmetro n.º 11, de 20 de dezembro de 2006, que determina o atendimento, pelas empresas fabricantes e importadoras de plugues e tomadas, às especificações da norma ABNT NBR 14136 e configura observância ao estabelecido nesta Resolução e em Portaria do Inmetro, tornando compulsória a certificação de plugues e tomadas;Considerando a Portaria Inmetro nº 85, de 03 de abril de 2006, que aprova, para observância compulsória, o Regulamento de Avaliação da Conformidade para Plugues e Tomadas para uso Doméstico e Análogo e dá outras providências;Considerando a Portaria Inmetro nº 324, de 21 de agosto de 2007, que aprova o Regulamento de Avaliação da Conformidade para Adaptadores de Plugues e Tomadas;Considerando a Portaria Inmetro nº 251, de 15 de setembro de 2009, que estabelece os projetos básicos para as possíveis configurações de adaptadores reversos de plugues e tomadas;Considerando a necessidade de adoção de novas medidas que visem a esclarecer aspectos construtivos obrigatórios para o padrão de plugues e tomadas, conforme ABNT NBR 14136, resolve:Art. 1º Determinar que as tomadas fixas ou móveis de 3 (três) contatos, desmontáveis ou não desmontáveis, deverão ter marcados nos bornes neutro e terra os símbolos correspondentes, respectivamente N e .Art. 2° Estabelecer que os adaptadores e as tomadas fixas ou móveis de 2 (dois) ou 3 (três) contatos, desmontáveis ou não desmontáveis, comercializados em todo o território nacional, deverão ser construídos de forma a não permitir a desconfiguração ou a descaracterização do padrão conforme a norma ABNT NBR 14136, inclusive nos casos em que seja necessário o uso de ferramentas para este fim.Parágrafo Único – A determinação constante no caput deverá ser estendida para os conjuntos constituídos por plugue, tomada múltipla e cordão prolongador (comumente denominado extensão).Art. 3° Estabelecer que os adaptadores e as tomadas fixas ou móveis de 2 (dois) ou 3 (três) contatos, desmontáveis ou não desmontáveis, comercializados em todo o território nacional, não deverão apresentar qualquer dispositivo que anule a funcionalidade do pino de aterramento.Parágrafo Único –A determinação constante no caput deverá ser estendida para cordões conectores e para os conjuntos constituídos por plugue, tomada múltipla e cordão prolongador (comumente denominado extensão).Art. 4° Os plugues de dois ou três pinos, as tomadas fixas ou móveis e os adaptadores deverão ter estampadas em seu corpo as seguintes indicações:a) o nome, a marca ou o logotipo do fabricante;b) a tensão a que se destinam em Volt (V);c) a potência em Watt (W) ou a corrente nominal em Ampère (A);d) país de fabricação;
