报告致杭交工东洲码头工程项目经理部本施工队在2009年10份接到贵单位的通知,要求我施工队在2009年10月15日前,组织好人员设备到东洲码头工地进行施工。
我施工队接到通知后,积极组织人员设备并在2009年10月8日进场,按项目经理的指令成立路基土石方工区。
进场后因土地、道路等问题没有彻底解决,我工区多次组织人员机械进行施工都遭到村民强有力的阻拦,致使我工区无法正常施工。
在和村委及村民多次谈判无果的情况下,我工区接到项目部通知,要求我工区组织人员强行施工。
我工区接到通知后,立刻组织人员机械强行施工,但几次强行施工都没有理想效果,村民仍然阻拦。
此时离我工区进场时间已经两个多月,工程进展缓慢,造成我工区人员设备窝工,损失很大,影响工程的总体进度。
后经建设单位和项目部的要求,我工区组织一些社会人员协助我工区进行力度更大的强行施工,村民阻止施工事件才有所缓解,但仍然会不间断有村民过来阻拦。
我工区克服种种困难工程才可以比较顺利的进行。
此时已经造成工期延误3个月。
我工区所承包的土石方工程主要填筑材料为宕渣和土方。
根据工地现场实际测量结果及根据工程量清单,经计算宕渣总方量约为322000m3(含15万m3顶压堆载)、土方约为48000m3、砂砾19550m3、塑料排水板234000米、土工格栅40000m2。
进场后我工区便积极的去寻找料源,了解当地情况,组织车辆进行施工。
因当地政府保护主义,当地土石方老板和村委联合,要求我工区将土石方供应权交给当地土石方老板,否则将会继续阻止施工。
我工区经多次和当地土石方老板协商,土石方老板要求的单价都高于我工区所承包的单价。
根据我工区实际了解的情况,宕渣运到场地成本需要29元/m3、土方运到场地成本需要19元/m3。
我工区考虑到实际情况及种种原因,经和项目部协商同意把我工区土石方供应权交给当地土石方老板。
并和当地土石方老板签订协议,把宕渣单价定为30/m3,土方单价定为20元/m3,并且规定如果土石方供应不及时影响工程进度,我工区有权把土石方供应权收回。
