协助项目经理检查施工现场、建筑物、机械设备、钢管架、工具夹、原材料、成品、工作地点以及生活设施等是否符合安全卫生要求。

技术负责人负责项目施工中的安全生产，贯彻落实安全生产方针、政策，严格执行安全技术规程、规定、标准，主持项目工程的安全技术交底，编制项目安全防护方案，明确安全防护措施并随时检查、监督、落实，及时解决执行中出现的问题，组织上岗人员的专项安全技术培训，参加安全施工检查，对施工中存在的不安全因素，从技术方面提出整改意见，参加因工伤亡及事故的调查，从技术上分析事故原因，提出防措施。

施工安全专项方案中，安全员负责安全生产的监督检查及日常管理工作，掌握安全生产动态，遇有特别危险情况，有权指令先行停止施工，命令有关人员撤出危险区段，并及时向项目经理汇报，组织职工研究安全操作规程和制度，配合做好安全交底、安全培训、安全教育、安全考试等各项工作，发生重大安全事故时，迅速抢救伤员和国家财产，组织维护现场，参加事故调查分析，制定施工现场各项安全防护方案及安全施工组织设计，并贯彻落实至施工现场，做好安全、文明施工及现场CI各项具体工作。

施工员负责执行有关安全生产规定，对施工班组的安全生产负直接领导责任，落实各工种安全技术交底，并对交底情况进行检查，随时纠正违章作业，检查施工班组作业环境及各种设备、设施安全状况，发现问题及时纠正解决，组织施工班组研究安全操作规程，开展安全教育活动，接受安全监督检查，及时消除安全隐患，发生因工伤亡及事故要保护现场，立即上报。

仓库保管员负责仓库的安全、防火，库存材料应按消防要求，分专业、类别进行存放，设置消防通道，仓库须按消防要求配置适量的灭火器，并保证灭火器的有效性，随时能正常使用，对于易燃易爆危险物品，应分库堆放，严禁吸烟及其它火种。

施工安全专项方案

第七条：现场保安员安全生产责任制

为了确保施工现场的安全，现场保安员应当承担以下责任：

1.认真完成领导交代的各项具体工作；

2.加强施工现场巡逻工作，发现隐患及时整改，并上报安全员；

3.做好施工现场巡逻记录；

4.做好施工现场材料、机具的保卫管理，对现场施工人员做好登记及检查工作；

5.发生因工伤亡及事故要保护现场，立即上报。

第八条：班组长安全生产责任制

为了确保班组的安全生产，班组长应当承担以下责任：

1.认真贯彻安全生产方针及消防方针，确保本班组实现公司的安全生产管理目标，杜绝死亡、减少工伤；

2.执行安全生产规章制度及安全操作规程，合理安排班组人员工作，对本班组人员在生产中的安全健康负直接责任；

3.组织班组人员研究安全操作规程；监督班组人员正确使用个人劳保用品，不断提高自保能力；

4.认真落实安全技术交底，做好班前交底，不违章指挥、冒险蛮干；

5.检查班组作业现场安全施工状况，发现问题及时解决并上报项目经理部；

6.认真做好新工人的岗位安全教育；

7.发生因工伤亡及事故，保护好现场，立即上报项目经理部，并参加伤亡事故的调查处理。

三、项目部安全教育培训制度

1.工程开工时，项目经理应组织全体员工进行安全意识教育，强调“百年大计、安全第一”的重要性。

2.新员工必须进行安全教育及安全技术操作的培训，相应之安全技术考核合格后，方可正式上岗。

3.根据工程的具体特点，项目应开展不同形式的安全知识教育活动，使安全教育工作有趣及多样化。

4.安全技术交底是安全教育的基础形式，应叙述具体，可操作性强，在每一分项工程作业前，应针对分项工程的特点，由工长向操作人员实施交底。

5.特殊工序的安全教育及交底，可较其他分项工程的安全教育围适当扩大，必要时可由项目经理或项目副经理组织。

6.员工应经常接受安全政策、法规、技术的知识培训教育，并组织定期培训，进行考核。

7.安全教育工作应与经济挂钩，实施奖罚制度。

8.各级管理人员应严于律己，不违章指挥，确保在安全状态下组织指挥生产。

9.项目安全部门在项目开工前，提出安全培训计划，并组织实施。

四、安全生产定期检查制度

为了确保施工现场的安全，应定期进行以下检查：
