赵洪，西南交通大学信息科学与技术学院 首先，国家公派分为两种：国家建设高水平大学项目（5000名/年）和国家公派研究生
项目（1000名/年）。前者必须是985院校或者签约学校才有资格申请，后者是任何大学的学
生都可以申请。西南交通大学为非985院校，因此只能参加后一者的项目。以下的内容，部
分只适合于交大学生，有些可以适合其他学校的同学，主要涉及联系国外导师院校和准备申
请材料，签证和行前准备等将有专门的版块，以下不涉及此部分内容。
1、联系国外院校导师国家公派申请材料递交到学校（交大的提交时期）的日期是每年的3月15日左右，其中， 第 5 页 共 19 页 申请材料中最重要也最麻烦的一项就是拿到国外导师的邀请函。一般情况下，在头一年9到
10月份开始就要联系国外导师了，认识国外导师的方法主要有：
1）国内导师介绍
如果国内导师与国外导师有一些项目或者学术上的交流，而国内导师愿意推荐，那么选
择国内导师推荐的国外导师无疑是一个比较省力的方法，而且成功率也比较高。
2）自己发邮件联系
鄙人就是自己联系的导师。平时看文献的时候，多注意一下文章的作者，尤其是那些投
牛期刊的作者，看看别人的主页，一方面可以了解别人的研究，另一方面一部分学者还会把
一些文章的code放在主页上，咱们有需要的时候，可以直接用现成的，再一个用途就是看别
人是否招学生，比如公派的时候联系导师就会派上用场。鄙人就是通过此方法联系上国外导
师的。
通常，根据个人的情况，可能会花一周到一个月的时间来整理可能要联系的导师的情况，
由于我平时看文献的时候就存了那些导师的主页，处理起来方便些。下面要做的事情就是把
自己觉得可以考虑的导师的联系方式、主页等归类，然后按照从最想去的到最不想去的进行
排序，从第一个开始，发邮件。发邮件的同时要注意，一般来说是一个一个的发，如果对方
拒绝了，再发另一个。但这样处理可能需要等待较长的时间，因为有些导师根本不回复，或
