中文摘要

近年来，珠海市政府不断加大对政府投资项目管理的力度，要求政府职能部门更

及时、有效的监管政府投资项目。为此，珠海市发展和改革局提出了开发政府投资项

目管理信息系统的课题，着力解决信息资源不共享、项目受理不及时、部门协同机制

缺乏等问题，并梳理政府投资项目管理业务流程，实现提高政府投资项目管理水平的

目标。

本文在分析国内外政府投资项目管理模式现状的基础上，根据珠海市的实际，对

政府投资项目管理信息系统的需求进行了深入细致的分析；本系统采用分层架构设计

技术、数据库技术和面向对象分析与设计技术，通过对政府投资项目管理流程的分析

和优化，开发出新建项目管理、规划项目管理、立项项目管理、备建项目管理、在建

项目管理、完工项目管理、综合检索、统计报表等功能模块，实现职能部门对市政项

目的分类、录入、检索、项目签批等功能。本系统选择微软.NET体系框架进行系统

设计，运用B/S结构进行构建，采用SQL Server作为数据库。

本研究以政府投资的重大项目为管理对象，采用规范化、科学化管理理念，实现

对政府投资项目的关键环节进行精确管理；充分整合利用B/S模式、数据库技术、.NET

技术等多项信息技术，提高政府投资项目管理的综合化和信息化水平；通过数据分析

技术实现对政府投资项目精细化管理，并配合政府投资管理新模式的需要，提高政府

投资项目管理工作效率和监管的有效性。

ABSTRACT

Zhuhai Municipal Government is continuously enhancing the management of govern- ment investment projects in recent years. It is requested by the development and reform bureau of Zhuhai that the government agency shall conduct a more effective and timely supervision of government investment projects. Therefore not only to effectively solve the problems like passiveness of information collection, inefficiency of problem solving, lacking of multi-sectoral collaboration, but also to optimize the process and uplift the level of government investment project management. Taking into consideration the actual application needs of the city and benchmarking current global practice, the government investment project management information system carried out a detailed business requirement analysis. The system has applied layered architecture technology, database technology and object-oriented analysis and design techniques hence to analyze and optimize the process of government investment project management. The modules have been developed in this system including new project application, planning project management, approved project management, pre-construction project management, construction-in-process project management, accomplished project management, integrated retrieval and statistical report. It helped the functional departments of the municipal in project classification, recording, retrieval, project approval etc. The system was developed based on Microsoft .NET framework，applying B/S structure and SQL Server as database。 The research took the government investment in major projects as the object, with the application of standardized and scientific management philosophy，in order to achieve Delicacy Management in government investment project implementation. It has integrated with B/S mode, database technology, dot NET technology and some other information technologies hence to help the government improve the integration and information of investment project management. It also helps the government enhance the efficiency and effectiveness of investment project management according to the requirement of new governance paradigm by applying the Delicacy Management via data analysis technology.
