阅读下面的文字，完成下列小题。

市场经济的社会环境使任何非遗资源都可能变成商品和赚钱的对象。虽然多数非遗可以作为发展文化产业的资源，但确实有些非遗项目不适宜实行产业化经营。过度的商业开发和不当的产业运作，会对非遗保护传承产生种种负面效应。因此，要促进非遗产业化科学发展，首先必须对非遗资源产业化开发的适宜性进行具体评估，合理界定非遗产业化的对象和范围。

某种非遗能否实行产业化开发，主要取决于其性质和生存方式。总的来说，非遗可分为宜产型和非宜产型两大类。宜产型非遗是指适宜通过产业化途径和手段来保护和传承的非遗，非宜产型非遗则反之。宜产型非遗具有经营性，而非宜产型非遗具有公益性。所谓非遗产业化，实际上是指对宜产型非遗的产业化开发和利用。当然，这种区分只具有相对的意义，即便是非宜产型非遗，其中的某些元素也是可以被适当开发利用的。

在非遗产业化开发进入实际运作之前，应当组织专家学者和有关各方对非遗资源进行实地考察、科学审视和全面评估，逐一分析和研究非遗项目的具体特点，论证和判定其宜产性，以便实施分类保护与管理。非遗资源宜产性评估既要切实遵循产业化的一般规律，追求非遗市场价值和参与开发各方的经济利益，又要充分考虑非遗的公共文化资源属性，确保非遗的社会效益和有效保护。换言之，评估应当寻求和体现非遗保护与开发及利益相关各方的权益均衡。

为最大限度地反映非遗资源产业化开发优势之大小，可根据非遗项目的品相要素、内容要素、经济要素、保障要素这四个方面的情况，综合进行非遗项目的宜产性评估和分类。评估过程要把定性分析与定量分析结合起来，能定量评估的指标必须给出量化结果，为非遗产业化提供准确可靠的决策依据。

在科学评估和分类的基础上，要对宜产型非遗保护和非宜产型非遗保护区别对待，分而治之。非遗的性质不同，所采取的保护方式和措施也应不同。对于远离现代生活、无市场生存能力的非宜产型非遗，应由政府承担保护职责并投入必要的人力、物力和财力实施严格保护，按照该非遗原有的方式传承和发展，尽力维护其历史文化价值，优化其生存发展环境。而对于仍有市场需求、特别是潜在经济价值较高的宜产型非遗，则应在正确指导、科学规划
