中国户籍人口城镇化率41.2% 有地方落户繁琐
目前,全国各省(区、市)都已研究制定户籍制度改革实施意见,25个省(区、市)发布了居住证实施办法。
公安部党委副书记、副部长黄明在2月9日公安部召开的全国户籍制度改革专题视频培训会上介绍,当前户籍制度改革正处于政策落地的关键期。
会议强调,除极少数超大城市外,要全面放开对高校毕业生、技术工人、职业院校毕业生、留学归国人员的落户限制。
下一步,户籍制度改革将如何推进?此次会议又释放出哪些新信号?
户籍制度改革政策框架基本构建完成
会议指出,两年多来,一系列重大政策密集出台,户籍制度改革的政策框架基本构建完成。
城乡统一的户口登记制度全面建立,各地取消了农业户口与非农业户口性质区分,“城里人”和“乡下人”户口身份之别不复存在。
户口迁移政策进一步完善,各地普遍降低了农业转移人口和其他常住人口在城镇落户门槛,超大城市、特大城市积极建立完善积分落户制度。
农业转移人口市民化面临的制度性难题逐步破解,“人地钱”挂钩机制初步建立,农村“三权”改革稳步推进,教育、社会保障、住房等重点领域配套改革取得实质性进展,居住证制度加快落地。
2016年全国户籍人口城镇化率达到41.2%。
实施居民身份证“三项制度”以来,办理异地居民身份证500余万张,2016年又有143.5万的无户口人员登记上了户口。
有的地方设置不合理门槛,落户手续繁琐
户籍制度改革的任务仍然艰巨繁重。
黄明在会议上透露,当前,社会上仍存在一些模糊片面的认识,有的地方对推进户籍制度改革认识不到位、积极性不高,一些地方对政策要求
把握不准确、政策措施执行不到位甚至出现偏差,有的地方设置不合理的门槛,落户手续繁琐、群众办理落户不方便等,这些问题迫切需要认真解决。
黄明强调,当前户籍制度改革正处于政策落地的关键期,要以科学的态度、强烈的担当、严谨的作风抓推进落实,确保改革落准落细落实。
公安部表示,要坚持实事求是统计户籍人口城镇化率,对落户的每一个人都要进行认真核实,确保统计工作真实准确。
各地区各部门要全面梳理相关落户政策和规定,对不符合中央要求的坚决清理纠正,进一步简化群众办理落户的手续,为群众提供优质高效的服务。
此外,要建立改革任务主体责任清单制度,加强改革督察工作,对改革进展情况定期评估,确保中央的决策部署执行有力、改革的效果充分展现。
公安部和各省(区、市)公安厅局下半年要继续组织全国范围内的户籍制度改革专项督察,对各地清理落户政策工作进行专项检查。
城区常住人口300万以下的城市不得实施积分落户
会议强调,要进一步向农村学生升学和参军进入城镇的人口、在城镇就业居住5年以上和举家迁徙的农业转移人口及新生代农民工等重点群体倾斜,努力做到能落尽落。
加快农业转移人口市民化,让他们过上城里人的生活、实现市民梦,是人心所向,也是大势所趋。
要严格按照中央政策建立完善积分落户制度,科学合理设置分值,更多地惠及普通劳动者,凡城区常住人口300万以下的城市不得实施积分落户制度,凡政策已明确可以直接落户的群体不要纳入积分落户政策范围。
超大城市、特大城市要在严格控制人口总量的同时,根据城市经济社会发展需要,引导人口有出有进,优化结构布局,进一步提高户籍人口的比重。
贯彻落实好中央“加快推进户籍制度改革、加快提高户籍人口城镇化率”的总体要求,首要任务是要在“落户”上下功夫、做文章。
要坚持因地制宜、因城施策、一城一策,进一步细化户籍制度改革实施方案,制定出台更加积极、更加宽松的户口迁移政策,统筹配套更多领域、更大范围的具体改革措施。
