B ACKGROUND Catholic Relief Services (CRS) is creating a Livelihood Service Initiative (LSI) for refugees in Egypt that will provide support to 500 job seekers and entrepreneurs through a variety of economic services, including: individual economic assessments; training; job matching and apprenticeship; micro-finance linkages; and protection and business advice. The exact map of services will differ for each individual and will be established through an individual economic assessment. Livelihoods social counselors charged with conducting the assessment, facilitating service provision, and providing follow-up and protection services will facilitate this process. The LSI will provide services in a decentralized manner through outreach to refugee community-based organizations (CBOs). The LSI will also include a comprehensive referral system through existing service providers to avoid creating parallel services or competing with valuable services currently available to refugees in Egypt. The scope of the LSI will be1 / 8limited in 2019 in order to focus on demonstrating results and building successes; if additional funds become available, CRSwill mobilize resources to scale-up the project. The LSI isa high-profile pilot project that seeks to become a model for other urban refugee contexts; consequently the initiative must offer high-quality services in a careful and studied manner.B. P URPOSE The purpose of this Scope of Services (SOS) isto define the responsibilities of a Livelihoods Social Counselor, who will be the liaison between the refugee community and the services offered by the program. Livelihoods Social Counselors will be trained in the skills and duties for the job and will have substantial responsibilities related to livelihoods assessments; building linkages to training, apprenticeships, job placements, and micro-financing; and monitoring employment opportunities to ensure protection. C. E. C ONDITIONS OF W ORK The following conditions apply to the provide the Livelihoods Social Counselor with an orientation to allof the activities, duties, and tools/forms required for the successful iwill be paid a fixed amount of each month for the deliverables listed above, for the satisfactory completion of services only. P LACE OF P ERFORMANCE The Livelihoods Social Counselor will work from his/her home or will be co-located with a refugee community-based organization partnering with CRS in the Project. All work will be performed in the community itself or on the premises of a training provider, apprenticeship host, or business. In addition, the Social Counselor will be responsible for attending periodic team meetings at CRS office in either Maadi or Dokki. G. P ERIOD OF P ERFORMANCE March 1, 2019 December 31, 2019, with the possibility of extension to 2019 upon successful completion of duties. H.
