国际贸易商品标准分类

wto数据库的商品分类标准世界贸易组织（WTO）的商品分类标准採用《关税与贸易（国际贸易）编码分类》（HS），分支部门是关税与贸易司（CTA）。

它由世贸组织的152个成员国编制，用于对出口和进口产品统一归类，也是海关收费的重要依据，以及统计和分析世界贸易数据的唯一标准。

HS分类标准根据商品名称，结构，材料，用途，外观和其他相关特征，将其细分为21个类别，98个大类，分别由第一位至第六位的数字或字母组成，共计12,000多个商品代码，形成了世界商品归类标准。

首先，世界贸易组织的商品分类标准首先以“品类”为单位，将商品划分为21个“类”，包括动物产品（第01类），植物产品（第02类），食品（第03类），纺织品（第04类），石油（第05类），工业原料（第06类），药品（第30类），文化用品（第36类），机电产品（第85类）等。

其次，在每个“类”基础上，由浅到深，逐步划分为较高层次的98个“大类”。

其次，由4位，6位或8位数字组成的HS编码，将每个大类再细分为更小的商品分类，涵盖了所有更具体的商品。

例如，HS的第10类是“矿物燃料”，大类2611中的煤就属于它。

而具体到煤类分类，第6位的编码2611.10则记录了颗粒状的烟煤，2611.20则是点火煤，2611.30则是粉煤，2611.40则表示煤炭泥，以此类推。

最后，除了HS编码，WTO还派出专门的研究人员，为每个HS编码指定一个术语来精确描述商品，即编码名称。

例如，烟煤的HS编码为2611.10，它的编码名称是“焦煤，颗粒状”，点火煤的HS编码为2611.20，它的编码名称是“焦炭，颗粒状，点火炭”等。

总之，WTO的商品分类标准，全面而精准地按HS编码分类所有商品，并为每个HS编码指定一个术语以描述该商品，从而为全球贸易提供统一的、一致的、精确的商品归类标准，维护全球贸易秩序。

《国际贸易标准分类》自1951年颁布实施以后，进行了数次修订，除门类框架不动以外，其他类目，随着层次的增加变动也相应扩大。

SITC采用经济分类标准，即按原料、半制品、制成品分类并反映商品的产业部门来源和加工程度。

该标准目录使用5位数字表示，第1位数字表示类，前两位数字表示章，前3位数字表示组，前4位数字表示分组。

联合国已经公布了SITC(Rev．4)。

然而，SITC在我国却较少使用。

按照国际标准SITC三位数分类,对外贸易可分为0-9类，其中0-4类为初级商品，包括食品和供主要食用的活动物，饮料及烟类，非食用原料，矿物燃料、润滑油及有关原料和动植物油脂及蜡；5-9类为工业制成品，包括化学品及有关产品，轻纺、橡胶和矿冶产品及相关制成品，机械及运输设备，杂项制品和其他未分类产品，两者比例一直未衡量一国贸易商品结构合理性的基本指标，其中，如果工业制成品占比高，该贸易国的工业化程度就较高，反之亦然。

在SITC分类的基础上，杨汝岱、朱诗娥（2008）将贸易商品进一步分类为资源密集型，劳动密集型，资本密集型和技术密集型4大类：资源密集型包括所有的初级产品，劳动密集型包括工业制成品当中的轻纺、橡胶和矿冶产品及相关制成品，杂项制品和其他未分类产品，资本密集型包括化工产品和机械及运输设备（傅朝阳、陈煜， 2006）。

此外，考虑到包括机电产品（金属制品、机械及设备、电器及电子产品、运输工具和仪器仪表等产品）和高新技术产品（运用生物技术、生命科学技术、光电技术、计算机与通信技术、电子技术、计算机集成制造技术、材料技术、航空航天等技术生产的产品）的技术密集型产品在我国贸易中的重要地位，有必要对其进行分。

SITC国际贸易标准分类（Standard International Trade Classification，简称：SITC）为用于国际贸易商民的统计和对比的标准分类方法。

1950年出版了《国际贸易标准分类》,英文简称SITC,该分类表1950年7月12日联合国经社理事会正式通过,作为国际贸易统计、对比的标准分类。

经社理事会建议各国政府采纳这种分类体系。

《国际贸易标准分类》第二修订本把所有国际贸易商品分为10类、63章、233组、786个分组,其中在435个分组里又细分了1 573个子目,其余351个分组不分子目,合计共有1 924个统计基本项目,各国可以根据需要增设子目。

《国际贸易标准分类》的前二位数字表示类、章次,前三位数字表示组别,前四位数字表示分组别,如果该分组下设子目,则为五位数,分组前有一圆点。

《国际贸易标准分类》商品分类有其独特的优点,它主要是按照商品的加工程度由低级到高级编排的,同时也适当考虑商品的自然属性。

1976联合国开始按照《国际贸易标准分类》编制国际贸易的统计资料。

我国的《国际贸易标准分类》主要分成两大类:初级产品和工业制成品,初级产品又细分为五小类、工业制成品细分为八小类。

HS分类方法HS采用六位数编码，把全部国际贸易商品分为21类，97章。

HS系统是一个非常详细和科学的分类系统，内容包括把商品按照具体类别和子类别进行分组，系统涵盖的类别已超过6000个，且按照官方的十位数号码进行编码，字根据具
体分类来命名。

系统中每一项商品都有其具体的数字编码，国家可以用不同的实施方式制
定出不同的HS编码，这种方式用于确定不同国家或地区境内商品的具体分类。

HS编码主要应用于国际贸易和国际通关中，主要用于跨境贸易。

其主要作用有：（1）定义商品的属性和特征，有利于提高国际贸易的透明度和可观性。

（2）帮助国家和地区
的海关收取关税（按照不同的HS细目计算）。

（3）根据不同国家或地区的货物贸易规则，可以判定不同商品的关税类别和退税等税率。

（4）对贸易量进行统计，以便政府了解地
区经济和市场情况。

HS编码是国际贸易中非常重要的工具，商品的关税计算、国际贸易数据的统计和分析，都需要以HS编码为基础，只有正确的使用它，才能实现国际贸易的高效安全运作。

钢设备、包装设备、空调设备、汽油发动机、水力设备和消防器材等。

（4）化工产品：精细化工产品、涂料、颜料、塑料、木材等
（5）矿物类：煤炭、油类、铁、铝、铜、钢铁、钯金、铬钴银、铁锌、钒钛、汞、锂及其合金、硫铁矿、石棉矿、萤石及其合成矿、金刚石、金属矿、磷矿、铅锌矿、氯矿中碱、肥料、外加剂、颜料等。

2、贸易形式：
（1）出口贸易：出口销售、出口加工生产、出口专用、出口租赁、
出口信用通兑、出口承揽加工等。

（2）进口贸易：进口采购、进口专用、进口加工生产、进口信用通兑、进口租赁、进口承揽加工等。

（3）来料加工：一般加工、特殊加工、联营加工。
