关于填报2014年江苏省大学生创新训练计划季度检查报告的通知
各相关学院、2014省级大创项目主持人及指导教师：
为规范江苏省大学生创新训练计划项目管理，稳步提高创新训练项目的质量，江苏省教育厅首次开通了江苏省大学生创新训练计划平台，要求省级（含国家级）（见附件1）项目主持人在平台上填报2014年度大创项目季度检查报告，现将相关事宜通知如下：
一、填报时间：2014年9月11日—16日
二、填报方式：
第一步：登陆江苏省大学生创新训练计划平台（网址：/）；
第二步：仔细阅读填报说明；
第三步：下载季度检查表，填写表格
第四步：指导教师审核季度检查表
第五步：主持人在登陆平台填报季度检查表
三、填报要求：
相关学院：请及时通知项目主持人，认真做好季度检查报告撰写工作；督促项目指导教师加强对项目的指导力度，高质量的完成本次填报工作。

项目主持人：填写完整、内容详实、表达准确，认真如实填写表中所列各项。

该表根据各课题预计研究周期计算季度报告填报次数，每年填写4次。

指导教师：切实承担起项目的指导责任；认真审核季度检查表项目主持人所填内容。

四、说明：
（一）项目登陆账号及密码为原项目申请账号与密码，如密码遗忘请与教务处实践教学科联系，联系电话：83591034联系人：唐老师；
（二）负责人登录时，验证码区分大小写；
（三）登陆进去以后，点击“操作”一栏，填写季度检查报告后提交；
（四）系统中经费一栏仍按2013年划拨标准填写。

江苏理工学院“省级大学生创新创业训练计划”项目管理办法第一章总则第一条根据《教育部关于做好“本科教学工程”国家级大学生创新创业训练计划实施工作的通知》》（教高函…2012‟5号）以及《江苏省教育厅江苏省财政厅关于实施江苏省“十二五”高等教育教学改革与教学质量提升工程的意见》（苏教高…2012‟1号）精神，全面推进大学生创新创业训练计划，结合我校的具体情况，特制定本办法。

第二条学校实施“省级大学生创新创业训练计划”，旨在促进高校人才培养模式和教学方法的创新，积极贯彻“创业创新创优、争先领先率先”的新江苏精神，探索“创新、创造、创业”型人才培养模式，增强大学生的创新能力和在创新基础上的创业能力，营造有利于“三创”型人才成长的环境，培养一批具有“三创”精神和较强实践创新能力的应用型高级专门人才。

第二章组织机构第三条学校设立“省级大学生创新创业训练计划管理委员会”并下设办公室。

“省级大学生创新创业训练计划管理委员会”由学校分管教学副校长任主任，成员包括教务处、学生工作处、科学技术处、社会科技处、财务处、团委等部门负责人及各二级院系分管院长。

管理委员会办公室设在教务处。

管理委员会负责对创新创业训- 1 -练计划项目的组织和实施。

第四条学校设立“省级大学生创新创业训练计划专家委员会”。

该委员会由相关学科专家、学校聘请的产业教授组成，负责为计划项目提供指导、咨询，项目评审、阶段评估、结题验收，对学校有关政策提出意见和建议等。

第五条各二级学院设立“省级大学生创新创业训练计划工作小组”。

组长由分管教学院长担任，负责主持本院系创新训练计划项目的实施工作，系（或教研室）和实验室负责组织安排协调实验室开放等事宜，学院成立专家组，负责本院系创新训练计划项目的选题、指导教师资格、学生资格审查和项目遴选，开展项目进度检查、项目结题、成绩评定和推优等工作。

第三章项目申报第六条申报的训练项目必须有一定的前沿性及创新性，并具有实际应用性。

附件4研发机构奖励资助（后补助）（黄金十条）办事指南一、政策依据《广州市黄埔区广州开发区促进高新技术产业发展办法》（穗开管办〔2017〕7号）《广州开发区黄埔区科技发展资金管理办法》（穗开管办〔2016〕28号）二、申请条件1、工商注册地、税务征管关系及统计关系在黄埔区、广州开发区及其受托管理和下辖园区范围内，有健全的财务制度、具有独立法人资格、实行独立核算，且承诺10年内不迁离注册及办公地址、不改变在本区的纳税义务、不减少注册资本的高科技企业或机构。

若被扶持企业违反承诺，将追回已经发放的扶持金;2、2016年3月14日后获得国家认定的研发机构。

三、申请时间“政策兑现”窗口定期集中受理，具体时间以业务主管部门通知为准。

集中受理事项以当批次规定的最后收件日作为正式收件日期。

四、资助标准对经国家部门单独或联合认定的国家工程技术研究中心、国家工程研究中心、国家工程实验室、产业创新中心等研发机构，采用后补助的方式给予300万元资助；对经省级部门单独或联合认定的省级研发机构，采用后补助的方式按省级科技项目配套标准予以资助。

单个项目获得上级和本区财政资助总额不超过项目承担单位自筹资金总额，超过部分不予配套。

符合政策规定的同一项目、同一事项同时符合本区其他扶持政策规定（含上级部门要求区里配套或负担资金的政策规定）的，按照从高不重复的原则予以支持。

五、申请材料以下材料一式一份，胶装成册并骑缝盖单位公章，在办理申请审批时提供，除《广州开发区政策兑现事项材料清单》外，其他材料需在政策兑现服务信息系统中扫描上传：1、《广州开发区政策兑现事项材料清单》（该清单在政策兑现服务信息系统预审通过后系统自动生成，请自行打印并在提交纸质材料时一并提交，经办人签名）；2、《科技计划项目资金配套申请审批表（后补助类）》（原件，法定代表人签名（若委托代理人签名的，须提供授权委托书，复印件并加盖单位公章），加盖单位公章；该申请表在区科技项目管理系统填报完成之后即可下载打印，无需等待审核通过）；3、上级有关部门盖章确认的项目立项合同书（如有，则提供；复印件，每页加盖单位公章）；4、上级有关部门的立项通知书或项目经费下达通知书和上级资金到达企业账上的入账凭证（如有上级资金，则须提供相关证明文件；复印件，每页加盖单位公章）；5、上级部门通过验收后下达的正式文件、验收报告/证书或其他有关证明材料（如有，则提供；复印件，每页加盖单位公章）；6、企业营业执照副本、国税登记证副本、地税登记证副本或一证一码营业执照副本（复印件加盖单位公章）；7、工商变更登记备案通知书（原件的彩色扫描件；若单位名称与获得上级批准立项时的单位名称一致，则无需提供）；8、企业场地证明文件（自建厂房需要提供土地使用证明文件、房产证明文件；租用场地需要提供租赁合同证明文件）（复印件每页加盖单位公章，并提供原件供现场核验）；9、通过上级部门验收的全套验收申请资料（含上级合同书、项目专项审计报告/经费支出明细表等完整的一册材料）(复印件，加盖单位公章（上级合同书、项目专项审计报告/经费支出明细表每页加盖单位公章））;10、企业承诺书（原件，法定代表人签名（若委托代理人签名的，须提供授权委托书，复印件并加盖单位公章），加盖单位公章）;11、其它。

第六届江苏省大学生创业计划竞赛网络上传作品说明
各高校：
经过第六届江苏省大学生创业计划竞赛组委会的认真评审,共有63所高校118件参赛作品顺利通过初审,进入决赛.请相关高校根据评审反馈意见对参加决赛的作品进一步修改和完善,并做好作品的网络报送工作报送时间为6月1日前.
具体报送说明如下：
1、登录/ /网站,在网页右侧“会员登陆”一栏中输入用户名和密码登录.用户名详见附件,初始密码为123456,并按照要求上传参赛作品
具体操作方法：
1把作品名称、所属高校、团队名称、作品类别、作品的简介300字以内、参赛作品展板内容此处点击浏览文件确定后,必须点击上传等相关资料补充完整后点击提交资料.
2参赛作品展板内容请自行设计参赛作品展板内容,规格为竖版55cm宽×80 cm 高,满版设计,JPG格式在“参赛作品展板”一栏中,单击“浏览”找到你要上传的文件后再点击“上传”即可.

关于大学生创新训练计划项目校大创网月度报告、省大创网季度报告填报的说明 各学院：关于大学生创新训练计划项目校大创网月度报告、省大创网季度报告填报事项在《关于2014年度大学生创新训练计划推荐省级项目省网平台填报工作的通知》（2014年5月4日下发）和《关于2014年度大学生创新训练计划立项项目校网平台立项任务填报工作的通知》（2014年5月19日下发）中已经通知，现将有关具体填报事宜说明如下：1、从2014年起，所有立项项目必须在校大创网填报月度报告．．．．并上传附件《南京邮电大学大学生创新训练计划项目月度报告表》（可在校大创网首页下载）。
