乃求退,力言追还昭明等,英宗改容,纳其言。
神宗即位,为开封府判官。
神宗问:“卿知青苗法便乎?”对曰:“青苗法,唐行之于季世扰攘中,掊民财诚便。
今欲为长久计,爱养百姓,诚不便。
”初,王安石欲瞻助己,使其党饵以知杂御史。
瞻不应,由是不得留京师,出为陕西转运副使,改永兴军转运使。
初,元丰中,河决小吴,北注界河,东入于海。
神宗诏,东流故道淤高,理不可回,其勿复塞。
乃开大吴以护北都。
至是,都水王令图请还河故道,下执政议。
瞻曰:“自河决已八年,未有定论。
今遽兴大役,役夫三十万,用木二千万,臣窃忧焉。
朝廷方遣使相视,若以东流未便,宜亟从之;若以为可回,宜为数岁之计,以缓民力”。
议者又谓河入界河而北,则失中国之险,昔澶渊之役,非河为限,则北兵不止。
瞻曰:“王者恃德不恃险。
澶渊之役,盖庙社之灵,章圣之德,将相之智勇,故敌帅授首,岂独河之力哉?”后使者以东流非便,水官复请塞北流,瞻固争之,卒诏罢役,如瞻所议。
洮、河诸族以青唐首领浸弱可制,欲倚中国兵威以废之,边臣亟请兴师。
瞻曰:“不可。
御外国以大信为本,且既爵命之,彼虽失众心,无犯王略之罪,何辞而伐之?若其不克,则兵端自此复起矣。
”乃止。
五年,卒,年七十二。
太皇太后语辅臣曰:“惜哉,忠厚君子也。
”赠银青光禄大夫,谥曰懿简。

汉顺帝发怒,对樊英说:“我可以让你活,也可以让你死;可以让你高贵,也可以让你低贱;可以让你富贵,也可以让你贫困。
你为什么轻视我的命令?”樊英回答说:“我接受的是天命,活着度完一生,是天命,死了没有度完一生,也是天命;陛下怎么能说让我活,又怎么能说让我死!我见到暴君就像见到仇人,连站在暴君的朝廷上尚且都不愿意,怎么能够让我显贵呢?我虽然身为平民,住在陋室,却怡然自得,无异于皇帝的尊向,又怎么能够让我低贱呢?因此,陛下怎么能使我显贵,又怎么能使我低贱!不合礼的俸禄,即使非常优厚我也不接受;如果能够实现我的志向,即使是粗陋的饮食我也不厌弃。
陛下又怎么能使我富贵,怎么能使我贫困呢!”汉顺帝不能使他屈从,但敬重他的名节,就让他到太医那里养病,每月送给他羊和酒。
永建四年三月,汉顺帝于是为樊英造坛设席,用老师的礼节对待樊英,向他询问朝廷得失。
樊英不敢再推辞,被任命为五官中郎将。
几个月后,樊英又称病重,皇上下诏要他以光禄大夫的身份休假,恩准他回老家。
樊英起初接受征诏时,大家认为他一定不会改变志向,到后来应对皇上,他又没有新奇的计谋和深远的对策,谈到他的人因此感到失望。
